3、revised MARPOL Annex V with an entry into force date of 1 January 2013, prohibits the discharge of all types of garbage into the sea unless explicitly permitted under the Annex.2. MARPOL 附则规定，除了 MARPOL 附则第 3、4、5 和 6 条的特殊许可外，禁止排放一切垃圾。 MARPOL 附则推翻了历史上按垃圾性质来认定哪些垃圾可以排放入海的规定方式以及距岸距离的定义。 第 7 条规定了应急和非正常情况下

4、的例外情况。原则上排放限于食品废弃物、标明的货物 残余、动物尸体以及洗涤水中包含的标明的对环境无害的清洁剂、添加剂和 货物残余。建议船舶使用港口接收设施作为排放所有垃圾的首选方式。Under the revised MARPOL Annex V, discharge of all garbage is nowprohibited, except as specifically permitted in regulations 3, 4, 5 and 6 of MARPOL Annex V. MARPOL Annex V reverses the historical presumption t

5、hat garbage may be discharged into the sea based on thenature of the garbage and defined distances from shore. Regulation 7 provides limited exceptions to these regulations in emergency and non-routine situations. Generally, discharge is restricted to food wastes, identified cargo residues, animal c

6、arcasses, and identified cleaning agents and additives and cargo residues entrained in washwater which are not harmful to the marine environment. It is recommended that shipsuse port reception facilities as the primary means of discharge for all garbage.3. 100 总吨及以上的船舶和核准载运 15 名或以上人员的船舶以及固定或浮动平台，均应备

8、hips crews, in complying with requirements set forth in Annex V and relevant domestic laws.5. 本计划根据国际海事组织制定的经 1978 年议定书修订的 1973 年国际防止船舶造成污染公约（以下简称 MARPOL73/78 公约）经修订的附则 V第 10 条的要求和我国有关规定编写的。This plan is written in accordance with the requirements Regulation 10 of Revised MARPOL Annex V of the Intern

12、ollution.第一章 垃圾管理计划实施人员职责Duties of the persons of the implementation of the plan1 总负责人职责Duties of the persons in full charge of carrying out the plan本船垃圾管理计划实施总负责人是本船船长，其主要职责是：The ship s master is in full charge of implementation of the plan. His duties will include:(1). 负责垃圾管理计划在船上的全面贯彻实施； overall

13、implementation of the plan on board. (2). 负责组织全体船员的培训、教育工作； training and education for the crew;(3). 船舶发生垃圾污染事故时，组织船员进行应急处理并及时报告主管机关。Muster the crew to take emergency action when garbage pollutionhappens.2. 具体实施负责人职责The duties of the designated person本船垃圾管理计划具体实施负责人是本船大副，其主要职责是：The chief officer is

14、the designated person of the implementation of the plan, his duties will include:(1). 检查“垃圾公告牌 ”是否符合要求；ensuring placards are displayed in accordance with the Regulations specified in MARPOL 73/78(2). 教育船员遵守船上垃圾管理计划；monitoring the crew to comply with the Plan (3). 根据设备功能进行垃圾焚烧；incineration of wastes

15、in accordance with the equipment manufacturer sinstructions;(4). 联系垃圾的岸上回收业务；liaison the shore authorities for port reception facilities; (5). 按照规则的要求在记录簿上填写并签字。Signing the garbage record book as required by the regulations.3. 垃圾收集处理人员职责Duties of the persons in charge of collecting, handling garbage

16、船上的大厨、水手长、机工负责垃圾的收集、处理工作。Ship s chief cook, bosun and motor man is responsible for collecting and handling garbage.垃圾收集处理人员的职责包括： Their duties will include ： (1). 收集处理船上垃圾；collecting, handling daily garbage; (2). 垃圾分类separating garbage;(3). 保持垃圾储存点的卫生。Cleaning the place of storing garbage.4. 垃圾处理设备管

17、理人员职责Duties of persons who operate the garbage handling equipment (1). 操作设备Operating the equipment(2). 负责所管设备的维修保养，使其处于良好状态。Maintenance the equipment and make them in good condition.5. 全体船员职责Duties of the crew on board.(1). 严格遵守垃圾管理计划的要求；observe the plan strictly;(2). 认真参加垃圾管理计划的培训和演习；take part in t

18、he training and drilling(3). 船舶发生垃圾污染事故时， 按大副指令参加应急处理工作。Take emergency actions when garbage pollution happens.第二章 法定要求Chapter II REGULATORY REQUIREMENTASMARPOL 73/78 附则 V第 10 条Regulation 10 of Annex V of MARPOL 73/78 reads as follows:第 10 条Regulation 10公告标牌、垃圾管理计划和垃圾记录保存Placards. 22、 or floating platforms shallcarry a garbage management plan which the crew shall follow. This planshall provide written procedures for minimizing, collecting, storing, processing and disposing of garbage, including the use of the equipmenton board. It shall also designate the person or persons in ch

23、arge of carrying out the plan. Such a plan shall be based on the guidelines developed by the Organization 2 and written in the working language of the crew.(3) 在公约其他缔约国管辖下的港口或近海装卸站之间从事运输的所有 400总吨及以上的船舶和经核定可载运 15 人或以上的船舶以及用于勘探和开发海床的固定或浮动平台都应配备垃圾记录簿 。该垃圾记录簿，无论是否作为正式航海日志的一部分， 还是其他形式 ,都应采用本附则附录中规定的格式：Ev

24、ery ship of 400 tons gross tonnage and above and every ship which is certified to carry 15 persons or more engaged in voyages to ports or offshore terminals under the jurisdiction of another Parties to the Convention and every fixed and floating platform engaged in explorationand exploitation of the

25、 sea-bed, shall be provided with a garbage recordbook. The garbage record book, whether as a part of the ship s official logbook or otherwise, shall be in the form specified in the Appendix to this Annex.(a) 每次排放入海或至接收设备或完成的焚烧作业都应立即记录在垃圾记 录簿中，并在焚烧或排放的当天由负责的高级船员签字。 垃圾记录簿每记完一页都应由船长签字。 垃圾记录簿 的每项记载应至少用英

26、文、法文或西班牙文书写。如果这些记载也使用该船船旗国的官方语言书写，在发生争执或有不同意见时，以船旗国的官方语言的记载为准。Each discharge into the sea or to a reception facility, or a completed incineration,shall be promptly recorded in the garbage record book and signed for on the date of the incineration or discharge by the officer in charge. Each completed

27、 page pf the garbage record book shall be signedby the master of the ship . The entries in the Garbage Record Book shall be at least in English, French or Spanish.Where the entries are also made in an official language of the State whose flag the ship is entitled to fly, the entries in that language

28、 shall prevail in case of a dispute or discrepancy.(b) 每次排放或焚烧的记录都应写明日期与时间、 船舶位置、垃圾种类和焚烧或排放垃圾的估计数量；The entry for each incineration or discharge shall include date and time, position of the ship, category of the garbage and the estimated amount incinerated or discharged;(c) 垃圾记录簿 应保存在船上或固定或浮动平台上的合适的位

This document shall be preserved for a period of two years from the date of the last entry

30、 is made on the record;(d) 如发生本附则第 7 条所指的任何排放或意外落失，垃圾记录簿上应予以记录，或对任何小于 400 总吨的船舶， 应在该船的正式航海日志中记录该排放或落失的地点、情况和原因、排放或落失的物品细目、以及为防止或尽量 减少这种排放或意外落失业已采取的合理预防措施。In the event of any discharge or accidental loss referred to in regulation 7 of this Annex an entry shall be made in the Garbage Record Book, or i

31、nthe case of any ship of less than 400 gross tonnage, an entry shall bemade in the ships official log-book, of the location, circumstances of, andthe reasons for the discharge or loss, details of the items discharged or lost, and the reasonable precautions taken to prevent or minimize such discharge or accidental loss.(4) 主管机关可以对下述船舶免除垃圾记录簿要求The Administration may waive the requirements for garbage record books for:(i) 核准载运 15 名或以上人员，航行持续时间为 1h 或以下的船舶；或Any ship engaged on voyages of one (1) hour or less in duration which is certified to carry 15 persons or more; or(ii) 从事海床
