3、splacesonourrelationshipwithchina. iwouldliketobeginbycongratulatingallofyou,thestudents,thefaculty,theadministrators,oncelebratingthecentennialyearofyouruniversity.gongxi,beida.(applause.) asimsureallofyouknow,thiscampuswasoncehometoyenchinguniversitywhichwasfoundedbyamericanmissionaries.manyofitsw

4、onderfulbuildingsweredesignedbyanamericanarchitect.thousandsofamericansstudentsandprofessorshavecomeheretostudyandteach.wefeelaspecialkinshipwithyou. iam,however,gratefulthatthisdayisdifferentinoneimportantrespectfromanotherimportantoccasion79yearsago.injuneof1919,thefirstpresidentofyenchinguniversi

5、ty,johnleightonstuart,wassettodelivertheveryfirstcommencementaddressontheseverygrounds.attheappointedhour,heappeared,butnostudentsappeared.theywerealloutleadingthemay4thmovementforchinaspoliticalandculturalrenewal.whenireadthis,ihopedthatwheniwalkedintotheauditoriumtoday,someonewouldbesittinghere.an

6、dithankyouforbeinghere,verymuch.(applause.) overthelast100years,thisuniversityhasgrowntomorethan20,000students.yourgraduatesarespreadthroughoutchinaandaroundtheworld.youhavebuiltthelargestuniversitylibraryinallofasia.lastyear,20percentofyourgraduateswentabroadtostudy,includinghalfofyourmathandscienc

7、emajors.andinthisanniversaryyear,morethanamillionpeopleinchina,asia,andbeyondhaveloggedontoyourwebsite.atthedawnofanewcentury,thisuniversityisleadingchinaintothefuture. icomeheretodaytotalktoyou,thenextgenerationofchinasleaders,aboutthecriticalimportancetoyourfutureofbuildingastrongpartnershipbetwee

8、nchinaandtheunitedstates. theamericanpeopledeeplyadmirechinaforitsthousandsofyearsofcontributionstocultureandreligion,tophilosophyandthearts,toscienceandtechnology.werememberwellourstrongpartnershipinworldwarii.nowweseechinaatamomentinhistorywhenyourgloriouspastismatchedbyyourpresentsweepingtransfor

9、mationandtheevengreaterpromiseofyourfuture. justthreedecadesago,chinawasvirtuallyshutofffromtheworld.now,chinaisamemberofmorethan1,000internationalorganizations-enterprisesthataffecteverythingfromairtraveltoagriculturaldevelopment.youhaveopenedyournationtotradeandinvestmentonalargescale.today,40,000

10、youngchinesestudyintheunitedstates,withhundredsofthousandsmorelearninginasia,africa,europe,andlatinamerica. yoursocialandeconomictransformationhasbeenevenmoreremarkable,movingfromaclosedcommandeconomicsystemtoadriving,increasinglymarket-basedanddriveneconomy,generatingtwodecadesofunprecedentedgrowth

11、,givingpeoplegreaterfreedomtotravelwithinandoutsidechina,tovoteinvillageelections,toownahome,chooseajob,attendabetterschool.asaresultyouhaveliftedliterallyhundredsofmillionsofpeoplefrompoverty.percapitaincomehasmorethandoubledinthelastdecade.mostchinesepeopleareleadinglivestheycouldnothaveimaginedju

12、st20yearsago. ofcourse,thesechangeshavealsobroughtdisruptionsinsettledpatternsoflifeandwork,andhaveimposedenormousstrainsonyourenvironment.onceeveryurbanchinesewasguaranteedemploymentinastateenterprise.nowyoumustcompeteinajobmarket.onceachineseworkerhadonlytomeetthedemandsofacentralplannerinbeijing.

13、nowtheglobaleconomymeansallmustmatchthequalityandcreativityoftherestoftheworld.forthosewholacktherighttrainingandskillsandsupport,thisnewworldcanbedaunting. intheshort-term,good,hardworkingpeople-some,atleastwillfindthemselvesunemployed.and,asallofyoucansee,therehavebeenenormousenvironmentalandecono

14、micandhealthcarecoststothedevelopmentpatternandtheenergyusepatternofthelast20years-fromairpollutiontodeforestationtoacidrainandwatershortage. inthefaceofthesechallengesnewsystemsoftrainingandsocialsecuritywillhavetobedevised,andnewenvironmentalpoliciesandtechnologieswillhavetobeintroducedwiththegoal

15、ofgrowingyoureconomywhileimprovingtheenvironment.everythingiknowabouttheintelligence,theingenuity,theenterpriseofthechinesepeopleandeverythingihaveheardtheselastfewdaysinmydiscussionswithpresidentjiang,primeministerzhuandothersgivemeconfidencethatyouwillsucceed. asyoubuildanewchina,americawantstobui

16、ldanewrelationshipwithyou.wewantchinatobesuccessful,secureandopen,workingwithusforamorepeacefulandprosperousworld.iknowtherearethoseinchinaandtheunitedstateswhoquestionwhethercloserrelationsbetweenourcountriesisagoodthing.buteverythingallofusknowaboutthewaytheworldischangingandthechallengesyourgener

17、ationwillfacetellusthatourtwonationswillbefarbetteroffworkingtogetherthanapart. thelatedengxiaopingcounseledustoseektruthfromfacts.atthedawnofthenewcentury,thefactsareclear.thedistancebetweenourtwonations,indeed,betweenanynations,isshrinking.whereonceanamericanclippershiptookmonthstocrossfromchinato

18、theunitedstates.today,technologyhasmadeusallvirtualneighbors.fromlaptopstolasers,frommicrochipstomegabytes,aninformationrevolutionislightingthelandscapeofhumanknowledge,bringingusallclosertogether.ideas,information,andmoneycrosstheplanetatthestrokeofacomputerkey,bringingwiththemextraordinaryopportun

19、itiestocreatewealth,topreventandconquerdisease,tofostergreaterunderstandingamongpeoplesofdifferenthistoriesanddifferentcultures. butwealsoknowthatthisgreateropennessandfasterchangemeanthatproblemswhichstartbeyondonenationsborderscanquicklymoveinsidethem-thespreadofweaponsofmassdestruction,thethreats

20、oforganizedcrimeanddrugtrafficking,ofenvironmentaldegradation,andsevereeconomicdislocation.nonationcanisolateitselffromtheseproblems,andnonationcansolvethemalone.we,especiallytheyoungergenerationsofchinaandtheunitedstates,mustmakecommoncauseofourcommonchallenges,sothatwecan,together,shapeanewcentury

21、ofbrilliantpossibilities. inthe21stcentury-yourcentury-chinaandtheunitedstateswillfacethechallengeofsecurityinasia.onthekoreanpeninsula,whereoncewewereadversaries,todayweareworkingtogetherforapermanentpeaceandafuturefreerofnuclearweapons. ontheindiansubcontinent,justasmostoftherestoftheworldismoving

22、awayfromnucleardanger,indiaandpakistanrisksparkinganewarmsrace.wearenowpursuingacommonstrategytomoveindiaandpakistanawayfromfurthertestingandtowardadialoguetoresolvetheirdifferences. inthe21stcentury,yourgenerationmustfacethechallengeofstoppingthespreadofdeadliernuclear,chemical,andbiologicalweapons

23、.inthewronghandsorthewrongplaces,theseweaponscanthreatenthepeaceofnationslargeandsmall.increasingly,chinaandtheunitedstatesagreeontheimportanceofstoppingproliferation.thatiswhywearebeginningtoactinconcerttocontroltheworldsmostdangerousweapons. inthe21stcentury,yourgenerationwillhavetoreversetheinter

24、nationaltideofcrimeanddrugs.aroundtheworld,organizedcrimerobspeopleofbillionsofdollarseveryyearandunderminestrustingovernment.americaknowsallaboutthedevastationanddespairthatdrugscanbringtoschoolsandneighborhoods.withbordersonmorethanadozencountries,chinahasbecomeacrossroadforsmugglersofallkinds. la

25、styear,presidentjiangandiaskedseniorchineseandamericanlawenforcementofficialstostepupourcooperationagainstthesepredators,tostopmoneyfrombeinglaundered,tostopaliensfrombeingcruellysmuggled,tostopcurrenciesfrombeingunderminedbycounterfeiting.justthismonth,ourdrugenforcementagencyopenedanofficeinbeijin

26、g,andsoonchinesecounternarcoticsexpertswillbeworkingoutofwashington. inthe21stcentury,yourgenerationmustmakeityourmissiontoensurethattodaysprogressdoesnotcomeattomorrowsexpense.chinasremarkablegrowthinthelasttwodecadeshascomewithatoxiccost,pollutantsthatfoulthewateryoudrinkandtheairyoubreathe-thecos

27、tisnotonlyenvironmental,itisalsoseriousintermsofthehealthconsequencesofyourpeopleandintermsofthedragoneconomicgrowth. environmentalproblemsarealsoincreasinglyglobalaswellasnational.forexample,inthenearfuture,ifpresentenergyusepatternspersist,chinawillovertaketheunitedstatesastheworldslargestemittero

28、fgreenhousegases,thegaseswhicharetheprincipalcauseofglobalwarming.ifthenationsoftheworlddonotreducethegaseswhicharecausingglobalwarming,sometimeinthenextcenturythereisaseriousriskofdramaticchangesinclimatewhichwillchangethewayweliveandthewaywework,whichcouldliterallyburysomeislandnationsundermountai

29、nsofwaterandunderminetheeconomicandsocialfabricofnations. wemustworktogether.weamericansknowfromourownexperiencethatitispossibletogrowaneconomywhileimprovingtheenvironment.wemustdothattogetherforourselvesandfortheworld. buildingontheworkthatourvicepresident,algore,hasdonepreviouslywiththechinesegove

30、rnment,presidentjiangandiareworkingtogetheronwaystobringamericancleanenergytechnologytohelpimproveairqualityandgrowthechineseeconomyatthesametime. butiwillsaythisagain-thisisnotonmyremarks-yourgenerationmustdomoreaboutthis.thisisahugechallengeforyou,fortheamericanpeopleandforthefutureoftheworld.andi

31、tmustbeaddressedattheuniversitylevel,becausepoliticalleaderswillneverbewillingtoadoptenvironmentalmeasuresiftheybelieveitwillleadtolarge-scaleunemploymentormorepoverty.theevidenceisclearthatdoesnothavetohappen.youwillactuallyhavemorerapideconomicgrowthandbetterpayingjobs,leadingtohigherlevelsofeduca

32、tionandtechnologyifwedothisintheproperway.butyouandtheuniversity,communitiesinchina,theunitedstatesandthroughouttheworldwillhavetoleadtheway.(applause.) inthe21stcenturyyourgenerationmustalsoleadthechallengeofaninternationalfinancialsystemthathasnorespectfornationalborders.whenstockmarketsfallinhong

33、kongorjakarta,theeffectsarenolongerlocal;theyareglobal.thevibrantgrowthofyourowneconomyistiedclosely,therefore,totherestorationofstabilityandgrowthintheasiapacificregion. chinahassteadfastlyshouldereditsresponsibilitiestotheregionandtheworldinthislatestfinancialcrisis-helpingtopreventanothercycleofdangerousdevaluations.we
