13、新型墙体材料发展缓慢的重要原因之一是对实心粘土砖限制的力度不够,缺乏具体措施保护土地资源,以毁坏土地为代价制造粘土砖成本极低,使得任何一种新型墙体材料在价格上无法与之竞争。1994年新税制实行后,对粘土砖生产企业仅征收6%的增值税,而不少新型墙体材料,尤其是轻质板材却要交纳17%的增值税务局,加剧了新型墙体材料发展的不利局面。针对这种情况,国家三部一局(建设部、农业部、国土资源部和国家建材局)墙材革新办公室积极指导各地大力开展墙材革新工作,结合各地实际情况,出台了多项墙改政策,有力地促进了新型墙体材料的发展。Self after nearly 20 years research and dev

20、国外先进水平相比,至少落后了30年,例如,1980年以前,我国矿渣棉仅有3家生产厂,年和平能力不足万吨,只能和平品种单一的散棉,硅酸钙绝热材料也只有3家企业,年产8000立方米左右。改革开放以来,我国保温隔热材料有了长足的进步,已发展成为品种比较齐全、初具规模的保温材料的生产和技术体系。1996年全国产量约80万吨,其中矿岩棉约20万吨,玻璃棉约4万吨,泡沫塑料约5万豆子,膨胀珍珠岩约600万立方米(约含45万吨),其它材料6万吨。我国保温材料与工业发达国家相比主要差距是:保温隔热材料在国外的最大用户是建筑业,约占产量的80%。而在我国建筑业市场尚未完全打开,其应用仅占产量的10%。生产工艺整
