  thisisadayofnationalconsecration,andiamcertainthatonthisdaymyfellowamericansexpectthatonmyinductioninthepresidencyiwilladdressthemwithacandorandadecisionwhichthepresentsituationofourpeopleimpeis.thisispreeminentlythetimetospeakthetruth,thewholetruth,franklyandboldlynorneedweshrinkfromhonestlyfacingtheconditionsfacingourcountrytodaythisgreatnationwillendureasithasendured,willreviveandwillprospersofirstofall,letmeexpressmyfirmbeliefthattheonlythingwehavetofearisfearitself-nameless,unreasoning,unjustifiedterror,whichparalyzesneededeffortstoconvertretreatintoadvance.ineverydarkhourofournationallife,aleadershipoffranknessandvigorhasmetwiththatunderstandingandsupportofthepeoplethemselves,whichisessentialtovictoryandiamconvincedthatyouwillagaingivethatsupporttoleadershipinthesecriticaldays. 

  insuchaspiritonmypartandonyours,wefaceourcommondifficulties.theyconcern,thankgod,onlymaterialthings.valueshaveshrunkentofantasticlevels;taxeshaverisen,ourabilitytopayhasfallen,governmentofallkindsisfacedbyseriouscurtaiimentofincome,themeansofexchangearefrozeninthecurrentsoftrade;thewitheredleavesofindustrialenterpriselieoneveryside,farmersfindnomarketsfortheirproduce,andthesavingsofmanyyearsandthousandsoffamiliesaregone. 

  moreimportant,ahostofunemployedcitizensfacethegrimproblemofexistence,andanequalandgreatnumbertoilwithlittlereturn.onlyafoolishoptimistcandenythedark realitiesofthemoment. 

  andyet,ourdistresscomesfromnofailureofsubstance,wearestrickenbynoplagueoflocusts.comparedwiththeperilswhichourforefathersconquered,becausetheybelievedand 

  werenotafraid,wehavesomuchtobethankfulfornaturesurroundsuswithherbountyandhuman,effortshavemultipliedit.plentyisatourdoorstep,butageneroususeofitlanguishesintheverysightofthesupplyprimarilythisisbecausetherulersoftheexchangeofmankind’sgoodshavefailed,throughtheirownstubbornnessandtheirownincompetence,haveadmittedtheirfailureandhaveabdicated.practicesoftheunscrupulousmoneychangersstandindictedinthecourtofpublicopinion,rejectedbytheheartsandmindsofmen. 

  true,theyhavetried,buttheireffortshavebeencastinthepattenofanoutworntradition.facedbyafailureofcredit,theyhaveproposedonlythelendingofmoremoneystrippedofthelureofprofitbywhichtheyinduceourpeopletofollowtheirfalseleadership,theyhaveresortedtoexhortation,pleadingtearfullyforrestoredconfidence.theyonlyknowtherulesofagenerationofselfseekers.theyhavenovision,andwhenthereisnovision,thepeopleperish.

  happinessliesnotinthemerepossessionofmoneyitliesinthejoyofachievement,inthethrillofcreativeefforts,thejoyandmoralstimulationofworknolongermustbeforgotteninthemadchaseofevanescentprofits.thesedarkdays,myfriends,willbeworthalltheycostus,iftheyteachusthatourtruedestinyisnottobeministeredonto,buttoministertoourselves,toourfellowmen.

  yesthetaskcanbehelpedbydefiniteeffortstoraisethevalueoftheagriculturalproductandwiththisthepowertopurchasetheoutputofourcities.itcanbehelpedbypreventingrealisticallythetragedyofthegrowinglossesthroughforeclosuresofoursmallhomesandourfarms.itcanbehelpedbyinsistencethatthefederal,thestate,andthelocalgovernmentactforthwithonthedemandsthattheircostsbedrasticallyreduce.itcanbehelpedbytheunifyingofreliefactivitieswhichtodayareoftenscattered,uneconomical,unequal.itcanbehelpedbynationalplanningfor,andsupervisionofallformsoftransportation,andofcommunications,andotherutilitiesthathaveadefinitelypubliccharacter.therearemanywaysinwhichitcanbehelped,butitcanneverbehelpedbymere1ytalkingaboutit.wemustact,wemustactquickly. 

  andfinallyinourprogresstowardaresumptionofwork,werequiretwosafeguardsagainstthereturnoftheevilsoftheoldorder;theremustbeastrictsupervisionofallbankingandcreditsandinvestments;theremustbeanendtospeculationwithotherpeople-smoney;andtheremustbeprovisionsforanadequatebutsoundcurrency. 

  these,myfriends,arethelinesofattack.ishallpresentlyurgeuponanewcongressinspecialsession,detailedmeasuresfortheirfulfillment,andishallseektheimmediateassistanceofthe48states. 

  throughthisprogramofaction,weaddressourselvestoputtingourownnationalhouseinorder,andmakingincomebalanceoutflowourinternationaltraderelations,thoughvastlyimportant,areinpointoftimeandnecessitysecondarytotheestablishmentofasoundnationaleconomyifavorasapracticalpolicytheputtingoffirstthingsfirst.ishallsparenoefforttorestoreworldtradebyinternationaleconomicreadjustment,buttheemergencyathomecannotwaitonthataccomplishment.

  withthispledgetaken,iassumeunhesitatingly,theleadershipofthisgreatarmyofourpeoplededicatedtoadisciplinedattackuponourcommonproblems.actioninthisimage,actiontothisend,isfeasibleundertheformofgovernmentwhichwehaveinheritedfrommyancestors.ourconstitutionissosimple,sopractical,thatitispossiblealways,tomeetextraordinaryneeds,bychangesinemphasisandarrangementswithoutlossofacentralform,thatiswhyourconstitutionalsystemhasproveditselfthemostsuperblyenduringpoliticalmechanismthemodernworldhaseverseen.ithasmeteverystressofvastexpansionofterritoryofforeignwars,ofbitterinternalstrife,ofworldrelations. 

  anditistobehopedthatthenormalbalanceofexecutiveandlegislativeauthoritywi1lbefullyequal,fullyadequatetomeettheunprecedentedtaskbeforeus.butitmaybethatanunprecedenteddemandandneedforunderlayactionmaycallfortemporarydeparturefromthatnormalbalanceofpublicprocedure. 

  wefacethearduousdaysthatliebeforeusinthewarmcourageofnationalunityintheclearestconsciousnessofseekingallandpreciousmoralvalues,withthecleansatisfactionthatcomesfromthesternperformanceofdutybyoldandyoungalike,weaimattheassuranceofarounded,apermanentnationallife.
