  AstheNewYorkexperienceshows,recyclinginvolvesmorethansimplyseparatingvaluablematerialsfromtherestoftherubbish.Adiscardremainsadiscarduntilsomebodyfiguresouthowtogiveitasecondlife-anduntileconomicarrangementsexisttogivethatsecondlifevalue.Withoutadequatemarketstoabsorbmaterialscollectedforrecycling,throwawaysactuallydepresspricesforusedmaterials.

  Shrinkinglandfillspace,andrisingcostsforburyingandburningrubbishareforcinglocalgovernmentstolookmorecloselyatrecycling.Inmanyareas,theEastCoastespecially,recyclingisalreadytheleastexpensivewaste-managementoption.Foreverytonofwasterecycled,acityavoidspayingforitsdisposal,which,inpartsofNewYork,amountstosavingofmorethan$100perton.Recyclingalsostimulatesthelocaleconomybycreatingjobsandtrimsthepollutioncontrolandenergycostsofindustriesthatmakerecycledproductsbygivingthemamorerefinedrawmaterial.
