Toadapt,USconsularservicesexpandedtheirhours,tookonaboutadozenadditionalstaffandhopetohaveanother20officersbyspring.Morefacilitiesarealsobeingexpanded.

Despitetheshockingnumbers,theembassyremainstroubledbychargesthatitrejectsapplicantsunreasonablyandthattheprocessisunfairlyburdensome.“I’mfedup,”saidWendyLiu,24.ThesinglewomanfromBeijingsaidshewasrecentlyrefusedavisaandtoldtore-applywhenherpersonallifeandfinancesweremorestable.“I’llgoanywherebuttheU.S.now,”shesaid.“IthoughtAmericawassupposedtobeacountryoffreedom.”

Aftergivinghisfingerprints,Xuwaitedtobecalledforhisinterview,sittinginanareathatwasasquietasalibrary.Eachpassingminuteseemedtobeaslongasacentury.
