Hello,everybody. Goodafternoon. Iknoweverybodyisitching1(发痒,渴望)togetoutofhereandspendsometimewiththeirfamilies. Iam,too. InoticedsomeofyoucolleagueshavebeenreportingfromHawaiioverthelastweek. ButIjustwantedtosayafewwordsabouttheprogressthatwe’vemadeonsomeimportantissuesovertheselastfewweeks.
Alotoffolksinthistownpredictedthatafterthemidtermelections,Washingtonwouldbeheadedformorepartisanship2(党派偏见)andmoregridlock(僵局). Andinstead,thishasbeenaseasonofprogressfortheAmericanpeople. Thatprogressisreflecting--isareflectionofthemessagethatvoterssentinNovember--amessagethatsaidit’stimetofindcommongroundonchallengesfacingourcountry. That’samessagethatIwilltaketoheartintheNewYear,andIhopemyDemocraticandRepublicanfriendswilldothesame.
Firstofall,IamgladthatDemocrats3andRepublicanscametogethertoapprovemytopnationalsecuritypriorityforthissessionofCongress--theNewSTARTtreaty. Thisisthemostsignificantarmscontrolagreementinnearlytwodecades,anditwillmakeussaferandreduceournucleararsenals4(核军火库)alongwithRussia. Withthistreaty,ourinspectors5willalsobebackonthegroundatRussiannuclearbases. Sowewillbeabletotrustbutverify.
We’llcontinuetoadvanceourrelationshipwithRussia,whichisessentialtomakingprogressonahostofchallenges--fromenforcingstrongsanctions(制裁,处罚)onIrantopreventingnuclearweaponsfromfallingintothehandsofterrorists. Andthistreatywillenhanceourleadershiptostopthespreadofnuclearweaponsandseekthepeaceofaworldwithoutthem.
Thestrong,bipartisanvoteintheSenatesendsapowerfulsignaltotheworldthatRepublicansandDemocratsstandtogetheronbehalfofoursecurity. AndIespeciallywanttothanktheoutstandingworkdonebyVice6PresidentJoeBiden;theChairmanoftheForeignRelationsCommittee,SenatorJohnKerry;andtheRankingRepublican,SenatorRichardLugar,fortheirextraordinaryefforts.
Infact,IjustgotoffthephonewithDickLugar,andremindedhimthefirsttripIevertookassenator--foreigntrip--waswithDickLugartoRussia,tolookatnuclearfacilitiesthere. AndItoldhimhowmuchIappreciatedtheworkhehaddoneandthattherewasadirectlinebetweenthattripthatwetooktogetherwhenIwasafirst-yearsenatorandtheresultsofthevotetodayonthefloor.
ThisallspeakstoatraditionofbipartisansupportforstrongAmericanleadershiparoundtheworld--andthat'satraditionthatwasreinforcedbythefactthattheNewSTARTtreatywonthebackingofourmilitaryandouralliesabroad.
Inthelastfewweeks,wealsocametogetheracrosspartylinestopassapackageoftaxcutsandunemploymentinsurancethatwillspurjobs,businessesandgrowth. Thispackageincludesapayroll7taxcutthatmeansnearlyeveryAmericanfamilywillgetanaveragetaxcutnextyearofaboutathousanddollarsdeliveredintheirpaychecks. Itwillmakeadifferenceformillionsofstudentsandparentsandworkersandpeoplestilllookingforwork. It’sledeconomists8acrossthepoliticalspectrum9topredictthattheeconomywillgrowfasterthantheyoriginallythoughtnextyear.
Inourongoing10struggletoperfectourunion,wealsooverturneda17-year-oldlawandalongstandinginjustice11byfinallyending“don’task,don’ttell.” AsIsaidearliertoday,thisistherightthingtodoforoursecurity;it’stherightthingtodo,period.
Inaddition,wecametogetheracrosspartylinestopassafoodsafetybill--thebiggestupgradeofAmerica’sfoodsafetylawssincetheGreatDepression. AndIhopetheHousewillsoonjointheSenateinpassinga9/11healthbillthatwillhelpcoverthehealthcarecostsofpoliceofficers,firefighters,rescueworkers,andresidentswhoinhaled12(吸入)toxic13airneartheWorldTradeCenteronthatterriblemorningandthedaysthatfollowed.

I’malsodisappointedweweren’tabletocometogetheraroundabudgettofundourgovernmentoverthelongterm. Iexpectwe’llhavearobust14debateaboutthiswhenwereturnfromtheholidays--adebatethatwillhavetoansweranincreasinglyurgentquestion--andthatishowdowecutspendingthatwedon’tneedwhilemakinginvestmentsthatwedoneed--investmentsineducation,researchanddevelopment,innovation,andthethingsthatareessentialtogrowoureconomyoverthelongrun,createjobs,andcompetewitheveryothernationintheworld. Ilookforwardtohearingfromfolksonbothsidesoftheaisle15abouthowwecanaccomplishthatgoal.
Ifthere’sanylessontodrawfromthesepastfewweeks,it’sthatwearenotdoomed16toendlessgridlock. We’veshown,inthewakeoftheNovemberelections,thatwehavethecapacitynotonlytomakeprogress,buttomakeprogresstogether.
AndI’mnotnaïve. Iknowtherewillbetoughfightsinthemonthsahead.
