Goodevening,myfellowamericans.
First,ishouldliketoexpressmygratitudetotheradioandtelevisionnetworksfortheopportunitiestheyhavegivenmeovertheyearstobringreportsandmessagestoournation.myspecialthanksgotothemfortheopportunityofaddressingyouthisevening.
Threedaysfromnow,afterhalfcenturyintheserviceofourcountry,ishalllaydowntheresponsibilitiesofofficeas,intraditionalandsolemnceremony,theauthorityofthepresidencyisvestedinmysuccessor.thisevening,icometoyouwithamessageofleave-takingandfarewell,andtoshareafewfinalthoughtswithyou,mycountrymen.
Likeeveryother--likeeveryothercitizen,iwishthenewpresident,andallwhowilllaborwithhim,godspeed.ipraythatthecomingyearswillbeblessedwithpeaceandprosperityforall.
Ourpeopleexpecttheirpresidentandthecongresstofindessentialagreementonissuesofgreatmoment,thewiseresolutionofwhichwillbettershapethefutureofthenation.myownrelationswiththecongress,whichbeganonaremoteandtenuousbasiswhen,longago,amemberofthesenateappointedmetowestpoint,havesincerangedtotheintimateduringthewarandimmediatepost-warperiod,andfinallytothemutuallyinterdependentduringthesepasteightyears.inthisfinalrelationship,thecongressandtheadministrationhave,onmostvitalissues,cooperatedwell,toservethenationgood,ratherthanmerepartisanship,andsohaveassuredthatthebusinessofthenationshouldgoforward.so,myofficialrelationshipwiththecongressendsinafeeling--onmypart--ofgratitudethatwehavebeenabletodosomuchtogether.
Wenowstandtenyearspastthemidpointofacenturythathaswitnessedfourmajorwarsamonggreatnations.threeoftheseinvolvedourowncountry.despitetheseholocausts,americaistodaythestrongest,themostinfluential,andmostproductivenationintheworld.understandablyproudofthispre-eminence,weyetrealizethatamerica'sleadershipandprestigedepend,notmerelyuponourunmatchedmaterialprogress,riches,andmilitarystrength,butonhowweuseourpowerintheinterestsofworldpeaceandhumanbetterment.
Throughoutamerica'sadventureinfreegovernment,ourbasicpurposeshavebeentokeepthepeace,tofosterprogressinhumanachievement,andtoenhanceliberty,dignity,andintegrityamongpeoplesandamongnations.tostriveforlesswouldbeunworthyofafreeandreligiouspeople.anyfailuretraceabletoarrogance,orourlackofcomprehension,orreadinesstosacrificewouldinflictuponusgrievoushurt,bothathomeandabroad.
Progresstowardthesenoblegoalsispersistentlythreatenedbytheconflictnowengulfingtheworld.itcommandsourwholeattention,absorbsourverybeings.wefaceahostileideologyglobalinscope,atheisticincharacter,ruthlessinpurpose,andinsiduous[insidious]inmethod.unhappily,thedangeritposespromisestobeofindefiniteduration.tomeetitsuccessfully,thereiscalledfor,notsomuchtheemotionalandtransitorysacrificesofcrisis,butratherthosewhichenableustocarryforwardsteadily,surely,andwithoutcomplainttheburdensofaprolongedandcomplexstrugglewithlibertythestake.onlythusshallweremain,despiteeveryprovocation,onourchartedcoursetowardpermanentpeaceandhumanbetterment.
Crisestherewillcontinuetobe.inmeetingthem,whetherforeignordomestic,greatorsmall,thereisarecurringtemptationtofeelthatsomespectacularandcostlyactioncouldbecomethemiraculoussolutiontoallcurrentdifficulties.ahugeincreaseinnewerelementsofourdefenses;developmentofunrealisticprogramstocureeveryillinagriculture;adramaticexpansioninbasicandappliedresearch--theseandmanyotherpossibilities,eachpossiblypromisinginitself,maybesuggestedastheonlywaytotheroadwewishtotravel.
Buteachproposalmustbeweighedinthelightofabroaderconsideration:
theneedtomaintainbalanceinandamongnationalprograms,balancebetweentheprivateandthepubliceconomy,balancebetweenthecostandhopedforadvantages,balancebetweentheclearlynecessaryandthecomfortablydesirable,balancebetweenouressentialrequirementsasanationandthedutiesimposedbythenationupontheindividual,balancebetweenactionsofthemomentandthenationalwelfareofthefuture.goodjudgmentseeksbalanceandprogress.lackofiteventuallyfindsimbalanceandfrustration.therecordofmanydecadesstandsasproofthatourpeopleandtheirgovernmenthave,inthemain,understoodthesetruthsandhaverespondedtothemwell,inthefaceofthreatandstress.
Butthreats,newinkindordegree,constantlyarise.ofthese,imentiontwoonly.
Avitalelementinkeepingthepeaceisourmilitaryestablishment.ourarmsmustbemighty,readyforinstantaction,sothatnopotentialaggressormaybetemptedtoriskhisowndestruction.ourmilitaryorganizationtodaybearslittlerelationtothatknownofanyofmypredecessorsinpeacetime,or,indeed,bythefightingmenofworldwariiorkorea.
Untilthelatestofourworldconflicts,theunitedstateshadnoarmamentsindustry.americanmakersofplowsharescould,withtimeandasrequired,makeswordsaswell.butwecannolongerriskemergencyimprovisationofnationaldefense.wehavebeencompelledtocreateapermanentarmamentsindustryofvastproportions.addedtothis,threeandahalfmillionmenandwomenaredirectlyengagedinthedefenseestablishment.weannuallyspendonmilitarysecurityalonemorethanthenetincomeofallunitedstatescooperations--corporations.
Nowthisconjunctionofanimmensemilitaryestablishmentandalargearmsindustryisnewintheamericanexperience.thetotalinfluence--economic,political,evenspiritual--isfeltineverycity,everystatehouse,everyofficeofthefederalgovernment.werecognizetheimperativeneedforthisdevelopment.yet,wemustnotfailtocomprehenditsgraveimplications.ourtoil,resources,andlivelihoodareallinvolved.soistheverystructureofoursociety.
Inthecouncilsofgovernment,wemustguardagainsttheacquisitionofunwarrantedinfluence,whethersoughtorunsought,bythemilitary-industrialcomplex.thepotentialforthedisastrousriseofmisplacedpowerexistsandwillpersist.wemustneverlettheweightofthiscombinationendangerourlibertiesordemocraticprocesses.weshouldtakenothingforgranted.onlyanalertandknowledgeablecitizenrycancompelthepropermeshingofthehugeindustrialandmilitarymachineryofdefensewithourpeacefulmethodsandgoals,sothatsecurityandlibertymayprospertogether.
Akinto,andlargelyresponsibleforthesweepingchangesinourindustrial-militaryposture,hasbeenthetechnologicalrevolutionduringrecentdecades.inthisrevolution,researchhasbecomecentral;italsobecomesmoreformalized,complex,andcostly.asteadilyincreasingshareisconductedfor,by,oratthedirectionof,thefederalgovernment.
Today,thesolitaryinventor,tinkeringinhisshop,hasbeenovershadowedbytaskforcesofscientistsinlaboratoriesandtestingfields.inthesamefashion,thefreeuniversity,historicallythefountainheadoffreeideasandscientificdiscovery,hasexperiencedarevolutionintheconductofresearch.partlybecauseofthehugecostsinvolved,agovernmentcontractbecomesvirtuallyasubstituteforintellectualcuriosity.foreveryoldblackboardtherearenowhundredsofnewelectroniccomputers.theprospectofdominationofthenation'sscholarsbyfederalemployment,projectallocations,andthepowerofmoneyiseverpresent--andisgravelytoberegarded.
Yet,inholdingscientificresearchanddiscoveryinrespect,asweshould,wemustalsobealerttotheequalandoppositedangerthatpublicpolicycoulditselfbecomethecaptiveofascientific-technologicalelite.
Itisthetaskofstatesmanshiptomold,tobalance,andtointegratetheseandotherforces,newandold,withintheprinciplesofourdemocraticsystem--everaimingtowardthesupremegoalsofourfreesociety.
Anotherfactorinmaintainingbalanceinvolvestheelementoftime.aswepeerintosociety'sfuture,we--youandi,andourgovernment--mustavoidtheimpulsetoliveonlyfortoday,plunderingforourowneaseandconveniencethepreciousresourcesoftomorrow.wecannotmortgagethematerialassetsofourgrandchildrenwithoutriskingthelossalsooftheirpoliticalandspiritualheritage.wewantdemocracytosurviveforallgenerationstocome,nottobecometheinsolventphantomoftomorrow.
Duringthelonglaneofthehistoryyettobewritten,americaknowsthatthisworldofours,evergrowingsmaller,mustavoidbecomingacommunityofdreadfulfearandhate,andbe,instead,aproudconfederationofmutualtrustandrespect.suchaconfederationmustbeoneofequals.theweakestmustcometotheconferencetablewiththesameconfidenceasdowe,protectedaswearebyourmoral,economic,andmilitarystrength.thattable,thoughscarredbymanyfastfrustrations--pastfrustrations,cannotbeabandonedforthecertainagonyofdisarmament--ofthebattlefield.
Disarmament,withmutualhonorandconfidence,isacontinuingimperative.togetherwemustlearnhowtocomposedifferences,notwitharms,butwithintellectanddecentpurpose.becausethisneedissosharpandapparent,iconfessthatilaydownmyofficialresponsibilitiesinthisfield
