Introduction
HistoryofTheIFAB
TheIFABistheuniversaldecision-makingbodyfortheLawsoftheGameofassociationfootball.Itsobjectivesaretosafeguard,compileandamendtheLawsastheyapplywithinthescopeofworldfootballasorganisedbyFIFA,whichincludesensuringthattheLawsareuniformlyappliedworldwideandmonitoredaccordingly,andthatorganisedfootballispractisedconsistently.
TheIFABwasformedwhentworepresentativesfromeachofthefootballassociationsofEngland,Scotland,WalesandNorthernIrelandmeton2June1886.ThebrainchildoftheEnglishFA,thenewbodywascreatedtodrawupauniformsetofLawsatatimewheneachcountryapplieddifferentrules.OnceestablishedastheguardiansoftheLawsoftheGame,TheIFAB’srolewasandremainstopreserve,monitor,studyandwhereappropriateimprovetheLaws.
Thegameoffootballspreadrapidlyandin1904sevennationsmetinParistoformFIFA,FédérationInternationaledeFootballAssociations,whichjoinedTheIFABin1913.
TheIFABhasoverseenmanyLawchangessincethecreationofthefirstsetofofficialLawsin1863.Forexample,offsideisprobablythemostamendedLawe.g.originallyaplayerinfrontoftheballwasoffside.Thegoalareafirstappearedin1869,followedbycorner-kicksin1872,andthefirstpenaltykickwasawardedin1891-until1902itcouldbetakenfromanypointalongaline12yardsfromthegoal.The1912decisiontoprohibitgoalkeepersfromhandlingtheballoutsidethepenaltyarealedtoanincreaseinthenumberofgoalsandfrom1920playerscouldnotbeoffsidefromthrow-ins.
Steadily,TheIFABchangedthegameandthemind-setofthosewhoplayedandwatchedit.Thechangeprohibitinggoalkeepersfromhandlingdeliberate‘back-passes’,introducedafterthe1990FIFAWorldCupItaly™,andthe1998rulingthatredcardsbeawardedforserioustacklesfrombehindaregoodexamplesofthatshiftinattitude.
InOctober2010TheIFABreconsideredtheintroductionofgoallinetechnology(GLT)andagreedtoatwo-yearperiodofcomprehensivetesting.InJuly2012TheIFABmadethehistoricdecisionstoapproveGLTandtheuseofAdditionalAssistantReferees.
March2016wasalsoanhistoricAGMwhenatestingphaseforVideoAssistantRefereeswasapprovedalongwiththemostcomprehensiverevisionoftheLawsoftheGameinTheIFAB’shistory.
StructureandworkingofTheIFAB
In2012TheIFABstartedareformprocesswhichconcludedon13January2014whenTheIFABbecameanautonomousassociationunderSwissLawandapprovedthestatutesthatdefinethepurpose,structureandresponsibilitiesofTheIFABanditsbodies.ToensuretheworkofTheIFABistransparent,democraticandmodern,anexecutivesecretariat,ledbytheSecretaryofTheIFAB,wasintroduced.
WhilstTheIFABcompositionremainedunchanged,thereformsawtheformationoftheFootballAdvisoryPanelandTechnicalAdvisoryPanelconsistingofexpertsfromacrosstheworldoffootball.ThesepanelsaimtoimprovetheconsultationprocessandfosteramoreproactiveapproachtothedevelopmentoftheLaws.
AnnualGeneralMeeting(AGM)
TheAGMtakesplaceinFebruaryorMarchinEngland,Scotland,WalesandNorthernIrelandinstrictrotation,aswellasalocationdecidedbyFIFAinFIFAWorldCup™years.AGMdecisionsontheLawsoftheGamearebindingonconfederationsandnationalfootballassociationsasfrom1June.However,confederationsandnationalfootballassociationswhosecurrentseasonorcompetitionhasnotendedby1Junemaydelaythechange(s)untilthebeginningoftheirnextseasonorendofthecompetition;thosewhichstartbefore1JunemayapplythemonceTheIFABhasissuedtheofficialcircularannouncinganychanges.
NoalterationtotheLawsoftheGamecanbemadebyanyconfederationornationalfootballassociation(includingcompetitions)unlessithasbeenpassedbyTheIFAB.
AnnualBusinessMeeting(ABM)
TheABMisthepreparatorymeetingfortheAGMandisheldinNovember.TheABMcanconsideritemssubmittedbyanyconfederationornationalfootballassociationandmayapproveexperimentsandtrials.However,changestotheLawsmustbeapprovedattheAGM.
TechnicalSubcommittee(TSC)
TheIFABTSCconsistsofexpertsfromthefourBritishFAs,FIFAandTheIFABandisresponsibleforconsideringpotentialLawchangesandoverseeingtrialsapprovedbytheABMandAGM.
AdvisoryPanels
TheFootballAdvisoryPanel(FAP)andTechnicalAdvisoryPanel(TAP)consistofexpertsfromacrosstheworldoffootball,whosupportTheIFAB’sworkontheLawsoftheGame.Theyincludeformerplayers,coachesandrefereesfromdifferentconfederationsandfootballbodies. FAPprovidesperspectivesfromplayersandcoacheswhileTAPassessestechnicaldetailsandpossibleimpactsonrefereeingofanyLawchanges.
BackgroundtothecurrentLawrevision
TheauthorityforthecurrentrevisionoftheLawsoftheGameisfoundintheminutesofthe127th,128thand129thAGMs.TheTSCstartedworkinautumn2014andtheminutesofthe129thAGMon28thFebruary2015recordthat:
“(…)theaimoftherevisionistomaketheLawsoftheGamemoreaccessibleandmoreeasilyunderstoodbyeveryoneinfootballandincreaseconsistencyofunderstanding,interpretationandapplication.
TherevisionhasfocussedonmakingtheLawsappropriateforthemoderngameatalllevels.Themajorareasofchangeare:
∙Moresimplestructure-LawandLawInterpretationhavebeencombinedsoalltheinformationforeachLawisinthesameplace.
∙Updatedtitles–someLawshavebeenrenamedtoreflecttheircontentandallowinclusionoftextnotpreviouslyassignedtoaLawe.g.Law6:
‘TheAssistantReferees’hasbecome‘TheOtherMatchOfficials’toallowinclusionofFourthOfficials,AdditionalAssistantRefereesetc.
∙Englishandphraseology–unnecessarywordshavebeenremovedandamoreconsistentuseofwordsandphrasesmakestheLawsmorereadable,helpstranslationandreducesconfusionandmisunderstandings.Contradictionsandunnecessaryrepetitionshavebeenremoved.TheLawsarenow‘genderneutral’,reflectingtheimportanceofwomeninfootballtoday.
∙Updatedcontent–somechangesbringtheLawsuptodatewithmodernfootballe.g.theincreasednumberofsubstitutes

TheIFABbelievesthatthisrevisionmakestheLawsoftheGamemoreaccessibleandmoreeasilyunderstoodbyeveryoneinvolvedorinterestedinfootball.Thisshouldleadtoincreasedconsistencyofunderstanding,interpretationandapplicationsotherearefewerdisputesandcontroversiesresultingfromconflictinginterpretations.

Modifications
SubjecttotheagreementofthenationalfootballassociationconcernedandprovidedtheprinciplesoftheseLawsaremaintained,theLawsmaybemodifiedintheirapplicationformatchesforplayersofunder16yearsofage,forwomenfootballers,forveteranfootballers(over35yearsofage)andforplayerswithdisabilities,inanyorallofthefollowingways:
