ChapterIGeneralProvisions

Article1TheseRegulationsareformulatedforthepurposesofenhancingrelationsbetween

thepeople'sgovernmentsatalllevelsandthepeople,protectingthelawfulrightsandinterestsofletter-writersandvisitors,andmaintainingagoodorderinletter-writingandvisiting.

Article2Theterm"lettersandvisits"intheseRegulationsmeansthatcitizens,legalpersonsorotherorganizationsgiveinformation,makecommentsorsuggestionsorlodgecomplaintstothepeople'sgovernmentsatalllevelsandtherelevantdepartmentsofthepeople'sgovernmentsatorabovethecountylevelthroughcorrespondence,E-mails,faxes,phonecalls,visits,andsoon,whicharedealtwithbytherelevantadministrativedepartmentsaccordingtolaw.

Acitizen,legalpersonoranyotherorganizationthatgivesinformation,makescommentsorsuggestionsorlodgescomplaintsbysuchmeansasprescribedintheprecedingparagraphisdefinedasaletter-writerorvisitor.

Article3Thepeople'sgovernmentsatalllevelsandtherelevantdepartmentsofthepeople'sgovernmentsatorabovethecountylevelshalleffectivelyhandlelettersandvisitsbyconscientiouslydealingwithletters,receivingvisitors,heedingpeople'scomments,suggestionsandcomplaintsandacceptingtheirsupervision,sothatthepeople'sinterestsarebestserved.

Thepeople'sgovernmentsatalllevelsandtherelevantdepartmentsofthepeople'sgovernmentsatorabovethecountylevelshallkeepfree-flowingchannelsforletter-writersandvisitorsandprovideconveniencefortheletter-writersorvisitorswhogiveinformation,makecommentsorsuggestions,orlodgecomplaintsbysuchmeansasprescribedintheseRegulations.

Noorganizationorindividualmayretaliateagainstletter-writersorvisitors.

Article4Theworkregardinglettersandvisitsshallbedoneundertheleadershipofthe

people'sgovernmentsatalllevelsandinadherencetotheprinciplesofterritorialjurisdiction,responsibilitiesassumedatdifferentlevels,thedepartmentinchargebeingthedepartmentresponsibleandcombinationoftheneedtosolveproblemslawfully,timelyandlocallywithpersuasion.

Article5Thepeople'sgovernmentsatalllevelsandtherelevantdepartmentsofthepeople'sgovernmentsatorabovethecountylevelshallmakepolicydecisionsinascientificanddemocraticmanner,performtheirdutiesaccordingtolawandpreventcontradictionsanddisputesatsourcefromleadingtolettersandvisits.

Anypeople'sgovernmentatorabovethecountylevelshallestablishaworkpatternforlettersandvisitscharacterizedbyunifiedleadership,coordinationamongdifferentdepartments,overallplanningandall-roundconsideration,seekingbothtemporaryandpermanentsolution,eachassumingitsownresponsibilitiesandjoiningeffortswithothersforthecommongoal,anditshallresolvecontradictionsanddisputesinatimelymannerbyholdingjointmeetingsandsettingupamechanismformakinginvestigationandcoordinationandhandlinglettersandvisitsandaworkingsystemofsupervisioninthisrespect.

Responsiblepersonsofthepeople'sgovernmentsatalllevelsandtherelevantdepartments

ofthepeople'sgovernmentsatorabovethecountylevelshallreadlettersforimportantissuesandgivewritteninstructionsonthem,receivevisitorsforimportantissues,listentoreportsontheworkregardinglettersandvisits,andstudyandsolveoverridingproblemsinsuchwork.

Article6Anypeople'sgovernmentatorabovethecountylevelshallsetupadepartmentforlettersandvisits.Therelevantdepartmentofthepeople'sgovernmentatorabovethecountylevelandthepeople'sgovernmentofthetownortownshipshall,accordingtotheprinciplesof

facilitatingworkandcreatingconvenienceforletter-writersandvisitors,respectivelyassignaunitresponsiblefortheworkregardinglettersandvisits（hereinafterreferredtoastheunitforlettersandvisits）orindividualsthespecificreasonabilityforworkinthisfield.

Thedepartmentforlettersandvisitsofthepeople'sgovernmentatorabovethecountylevelistheadministrativedepartmentofthepeople'sgovernmentatthecorrespondinglevelwhichisresponsiblefortheworkregardinglettersandvisitsandperformsthefollowingduties:

（1）toaccepttheletter-or-visitmatterpresentedbyaletter-writerorvisitor,transmit

ittoanotherorgan,orassignanotherorgantohandleit;

（2）tohandletheletter-or-visitmatterhandedoverbythepeople'sgovernmentatahigher

leveloratthecorrespondinglevel;

（3）tocoordinateeffortsinhandlingimportantletter-or-visitmatters;

（4）tourgeandexaminethehandlingofletter-or-visitmatters;

（5）tostudyandanalyzebothlettersandvisits,conductinvestigationandstudyand,in

atimelymanner,makesuggestionsonimprovingpoliciesandworktothepeople'sgovernmentat

thecorrespondinglevel;and

（6）toprovideguidancetootherrelevantdepartmentsofthepeople'sgovernmentatthe

correspondinglevelandthedepartmentsorunitsforlettersandvisitsofthepeople'sgovernments

atlowerlevelsintheirworkregardinglettersandvisits.

Article

7Thepeople'sgovernmentsatalllevels

shallestablish

andimprovethe

responsibility

systemforlettersandvisits,

andshall,instrict

accordancewiththeprovisions

oftherelevantlaws,administrative

regulations

andtheseRegulations,

investigatethe

individualswhoareresponsibleformalfeasanceorderelictionofdutycommittedintheworkregardinglettersandvisitsandcirculateanoticeofthematterwithinanappropriatescope.

Thepeople'sgovernmentsatalllevelsshallincorporatetheachievementsscoredintheworkregardinglettersandvisitsintotheperformanceassessmentofpublicservants.

Article8Therelevantadministrativeorganorunitshallgiverewardstotheletter-writer

orvisitorwho,bygivinginformationorpresentingcommentsorsuggestionsinitsletterorvisit,

hasmadecontributionstothenationaleconomicandsocialdevelopment,andtotheimprovementoftheworkofStateorgansandtheprotectionofpublicinterests.

Therelevantadministrativeorganshallgiverewardstotheunitorindividualthathasscoredoutstandingachievementsintheworkregardinglettersandvisits.

ChapterIIChannelsforLettersandVisits

Article9Thepeople'sgovernmentsatalllevelsandtherelevantdepartmentsofthepeople'sgovernmentsatorabovethecountylevelshallmakeknowntothepublicsuchmattersasthecorrespondenceandE-mailaddresses,telephonenumbersforcomplaints,timeandplacesforreceivinglettersandvisitors,methodsofinquiringabouttheprogressandresultsoftheletter-or-visitmattershandled.

Thepeople'sgovernmentsatalllevelsandtherelevantdepartmentsofthepeople'sgovernmentsatorabovethecountylevelshall,attheplacesforreceivinglettersandvisitorsoratthewebsites,makeknowntothepublicthelaws,regulationsandrules,theproceduresforhandlingletter-or-visitmattersandothermattersconcerningprovisionofconvenienceto

letter-writersandvisitors.

Article10Thepeople'sgovernmentsatthelevelofacitydividedintodistrictsandthose

atthecountylevelandtheirrelevantdepartmentsandthepeople'sgovernmentsoftownsortownshipsshallestablishthesystemofreceptiondayonwhichtheresponsiblepersonsofadministrativeorgansreadlettersandreceivevisitors,andcoordinateeffortsinhandlingletter-or-visitmatters.Letter-writersandvisitorscanreportletter-or-visitmattersfacetofacetotheresponsiblepersonsoftheadministrativeorgansatthepublicizedreceptionplaceonthepublicizedreceptionday.

Responsiblepersonsofthepeople'sgovernmentatorabovethecountylevelandoftherelevantdepartmentsofthesaidgovernmentortheindividualsdesignatedbythemmaygototheplaceswheretheletter-writersorvisitorslivetotalktothemfacetofaceandexchangeviewswiththemwithregardtotheoverridingproblemstheyhavereported.

Article11ThedepartmentforlettersandvisitsoftheStateshall,bymakingfulluseof

theexistingnetworkresourcesforgovernmentalaffairsinformation,establishanationalinformationsystemforlettersandvisits,inordertoprovideconvenienceforletter-writersandvisitorstopresentletter-or-visitmattersandinquireaboutthehandlingofthelettersandvisitslocally.

Thelocalpeople'sgovernmentatorabovethecountylevelshall,bymakingfulluseoftheexistingnetworkresourcesforgovernmentalaffairsinformation,establishordesignatetheinformationsystemforlettersandvisitswithinitsadministrativeareasandconnectitsinformationsystemforlettersandvisitswiththoseofthepeople'sgovernmentsathigherlevels,theirrelevantdepartmentsandthepeople'sgovernmentsatlowerlevels.

Article12Thedepartmentforlettersandvisitsoranyotherrelevantdepartmentsofthe

people'sgovernmentatorabovethecountylevelshall,inatimelymanner,inputthecomplaint

lodgedbyaletter-writerorvisitorintotheinformationsystemforlettersandvisits.Theletter-writerorvisitormay,onthestrengthofthecomplaintacceptancecertificatei
