Geography

Hebeiprovince,whichsurroundsthecapitalBeijing,coversatotalareaof187,700sqkm.TheprovincialcapitalShijiazhuangis283kmfromBeijinginthenorth.TheprovinceadjoinsTianjianandtheBohaiSeaintheeastandtheprovincesofShangdongandHenaninsouth.ItliesalongtheTaihangMountainsandneighborsShanxiprovinceinthewest,hasacommonboundarywiththeInnerMongoliaautonomousregioninthenorthandbordersonLiaoningprovinceinthenortheast.

ThetopographyofHebeislopesfromthenorthwesttothesoutheastwithcomplicatedandvariedlandforms.Hebeiisthesoleprovincewithseashore,plains,lakes,hillsandplateausandhasalargequantityandvarietyofnaturalresources.

Accordingtoauthoritativepopulationsurvey,thetotalpopulationoftheprovincewas68millionin2004.

Climaticenvironment

Hebeihasacontinentalmonsoonclimate,withtemperaturesof-14to-2°CinJanuaryand20-27°CinJuly,andwithannualprecipitationof400to800mm,occurringmostlyinsummer.Therearemarkedchangesinallseasons.Ithascoldanddrywinter,hotandrainysummer,transientandwindyspring,andcoolandagreeableautumn.

1.2Hebeisetforrapidraillinks

Highspeedtrainswillconnectall11prefecture-levelcitiesinHebeiprovinceby2012astherailnetworkexpandstocovermoreofeasternChina,saidWangDejin,directoroftheBeijingRailwayBureauinHebei'scapitalShijiazhuang.

"Passengerrailwayswithspeedsover200kmanhourwillcovertheregionbythen,"hesaid."The11citiesofHebeiwillbeincludedinthenetworkwithatleasttworailwaysthrougheach."

Hebeiwillthenbecomethefirstprovinceinthenationwithallprefecturalcitiesconnectedbyhigh-speedrailways,hesaid,whichwillhelpeaseticketshortagesandspureconomicdevelopmentintheprovince.

Wangsaidallscheduledrapidrailprojectswillbeginin2009asplanned.

"Thereare17linesinHeibeicurrentlyunderconstructionorthatwillstartworkinthenearterm,"hesaid."Inthenextfouryears300billionyuanwillbeinvestedinbuilding3,000kmofrailways."

LinesfromBeijingtoZhangjiakou,TangshanandShenyangthroughChengde,aswellShijiazhuangtoJinanthroughHengshuiandBaodingtoTianjin,willbeginconstructionthisyear.

WorkonrailwaysfromBeijingtoShijiazhuangthroughBaoding,ShijiazhuangtoWuhanthroughXingtaiandHandan,TianjintoQinhuangdaoandBeijingtoShanghaithroughLangfangandCangzhoubeganlastyear.

A261-km-longlinefromTianjintoQinhuangdaoreceivedapprovalfromthecentralgovernmentinJuly2008.Itsspeedforpassengerrailtravelis200kmanhour,butitisdesignedtoreach350kmanhour.

Theprojectisprojectedtocost33.8billionyuan,ofwhichHebeiwillcontribute4.3billionyuan,withtheMinistryofRailwaysandTianjinfundingtherest.

Uponcompletioninfouryears,therailway'stransportcapacityisestimatedtoreach80millionpassengersayear.

OneofChina'smajorgrainproducingareas,Heibei'smainagriculturalproductsincludewheat,maize,millet,sorghumandcashcropssuchascotton,peanuts,soybeansandsesame.

OfficialsfromtheCzechRepublic,JapanandPakistanhaveallbeeninvitedtoHebeiandmanystate-of-the-arttechnologicalandtopindustrialandresearchexpertshavealsomadefact-findingvisitstotheprovince.

Localenterpriseshavetakenanationalleadinundertakinghigh-techresearchanddevelopingindependentintellectualpropertyrights（IPR）.Thishasresultedincooperationwithnumerousforeigncountries.Manylocaluniversitiesandresearchinstituteshavenowinstalledastate-of-the-artautomaticfirealarmsystem,developedbyQinhuangdaoFootstoneElectronicEnterprises.Inyetanothersuccessstory,theQinhuangdaoYaohuaGlassCoLtdteamedupwiththeUSAtofinaChemicalCoLtdtoproducethefirstbatchoflow-eglassinChina.

Theprovince’sinternationalsuccesshasseenanumberofpost-doctoralandacademicforumsheldattheannualHebeiTradeandEconomicSeminar.Asaresultofthisinitiative,theLangfangcitygovernmenthassignedahigh-techcooperationagreementwiththeUniversityofNationalDefenseofThePeople'sLiberationArmy（PLA）,resultinginsome300seniorPLAofficialspayingavisittothecity.

LangfangalsoagreedaseriesofagriculturaltechnologypartnershipswithHungary,inabidtoupgradeitsagriculturalplantationstructureandaccelerateitsindustrializationprocess.

TheMinistryofScienceandTechnologyrecentlyinvitedambassadorsfromFinland,Norway,Sweden,DenmarkandIcelandtovisitZhangjiakou,acityinthenorthwestoftheprovince.Theydiscussedanumberofagriculturalissues,includingtheplantationofwildherbs,theindustrializationofvegetableproductionandtheintroductionofhighleveltechniquesfromoverseasterritories.

OtheractivityinvolvingthehistoriccityincludestheZhangjiakouZRFurProductsCoLtdappointingaNewZealandcompanyasitsoverseasagency.Thecompany’sproductshavesubsequentlybeenexportedtoJapan,NewZealand,theUSandEurope.Moredomestically,theproductsofthelocalBosunCohavebeendesignatedasnational-levelhigh-techproducts.

AHebei-basedlaboratory,partoftheChinaAgriculturalUniversity,iscurrentlyenjoyinghigh-levelcooperationwithanumberofglobalorganizations,includingtheWorldBank,theFoodandAgricultureOrganizationoftheUnitedNationsandseveralforeigncountries,notablytheUS,Japan,theNetherlandsandGermany.Some30-40foreignexpertsnowvisitthelaboratoryeveryyear.

Anational-levelpotatoproductionbaseintheprovince,withanannualproductionof200millionkg,hasnowdevelopedstrategiclinkswithPeruandMexicoandinitiatedacompleteindustrialandsaleschain.

JapanesericeexpertswerealsoinvitedtoChengdetohelpboostlocalproduction.Thesunflower,introducedfromRomania,hasadditionallybeenwidelypromotedinthecity.

HebeiisoneofChina'smajorcotton-producingprovinces.In2004,plantedcottoncovered669,000hectares,rankingfourthinthecountry;totaloutputwasabout665,000tons,rankingthird.CottongrowninHebeiisverycompetitiveforitsearlymaturationandprocessing,whichhasgivenrisetoalarge-scaletextileindustry.About40milliontonsofcottonisprocessedintotextiles,about8percentofthenationaltotal.

Hebeiiswellknownforproductionofbothtraditionalandmainstreammedicines,especiallyinrawmaterialsandherbalprocessing.Itsproductionof7-ACA,oxytetracyclineandotherchemicalsranksfirstinChina;theoutputofpenicillin,streptomycin,vitaminC,vitaminB12andanhydrousglucoseranksfirstinthecountrywhilemorethan10kindsofpreparationssuchaspenicillinpowderforinjection,amoxicillin,lincomycin,cefazolin,cephradine,cephalexintopproductioninthenation.

Innovationsintechnology,institutionsandmanagementcontinuetomakethepharmaceuticalindustryinHebeiincreasinglycompetitivebothathomeandabroad.
