Highways

Earlyinthe20thcenturymostofthestreetsandroadsintheU.S.weremadeofdirt,brickandcedarwoodblocks.Builtforhorse,carriageandfoottraffic,theywereusuallypoorlycaredforandtoonarrowtoaccommodate(容纳)automobiles.

Withtheincreaseinautoproduction,privateturnpike(收费公路)companiesunderlocalauthoritiesbegantospringupandby1921therewere387,000milesofpavedroads.Manywerebuiltusingspecificationsof19thcenturyScottishengineersThomasTelfordandJohnMacAdam(forwhomthemacadamsurfaceisnamed),whosespecificationsstressedtheimportanceofadequatedrainage.Beyondthat,therewerenonationalstandardsforsize,weightrestrictionsorcommercialsigns.DuringWorldWarI,roadsthroughoutthecountrywerenearlydestroyedbytheweightoftrucks.WhenGeneralEisenhowerreturnedfromGermanyin1919afterservingintheU.S.Army’sfirsttranscontinentalmotorconvoy(车队),henoted“Theoldconvoyhadstartedmethinkingaboutgoodtwolanehighways,butGermany’sAutobahnormotorwayhadmademeseethewisdomofbroaderribbonsacrosstheland.”

Itwouldtakeanotherwarbeforethefederalgovernmentwouldactonanationalhighwaysystem.DuringWorldWarII,atremendousincreaseintrucksandnewroadswererequired.Thewardemonstratedhowcriticalhighwaysweretothedefenseeffort.Thirteenpercentofdefenseplantsreceivedalltheirsuppliesbytruckandalmostallotherplantsshippedmorethanhalfoftheirproductsbyvehicle.Thewaralsorevealedthatlocalcontrolofhighwayshadledtoaconfusingvarietyofdesignstandards.Evenfederalandstatehighwaysdidnotfollowbasicstandards.Somestatesallowedtrucksupto36,000poundswhileothersrestrictedanythingover7,000pounds.Agovernmentstudyrecommendedanationalhighwaysystemof33,920milesandCongresssoonpassedtheFederalAidHighwayActof1944whichcalledforstrictcentrallycontrolleddesigncriteria.

Theinterstatehighwaysystemwasfinallylaunchedin1956andhasbeenhailedasoneofthegreatestpublicworksprojectsofthecentury.Tobuildits44,000milewebofhighways,bridgesandtunnels,hundredsofuniqueengineeringdesignsandsolutionshadtobeworkedout.Considerthemanygeographicfeaturesofthecountry---mountains,steepgradeswetlands,rivers,desertsandplains.Variablesincludedtheslopeoftheland,theabilityofthepavementtosupporttheroad,theintensityofroaduseandthenatureoftheunderlyingsoil.Urbanareaswereanotherproblem.Innovativedesignsofroadways,tunnels,bridges,overpassesandinterchangesthatcouldrunthroughorbypassurbanareassoonbegantoweavetheirwayacrossthecountryforeveralteringthefaceofAmerica.

Longspansegmentedconcretecable,stayedbridgessuchasHaleBoggsinLouisianaandtheSunshineSkywayinFloridaandremarkabletunnelslikeFortMcHenryinMarylandandMt.BakerinWashingtonmetmanyofthenation’sphysicalchallenges.Trafficcontrolsystemsandmethodsofconstructiondevelopedundertheinterstateprogramsooninfluencedhighwayconstructionaroundtheworldandwereinvaluableinimprovingtheconditionofurbanstreetsandtrafficpatterns.

TodaytheinterstatesystemlinkseverymajorcityintheU.S.andtheU.S.withCanadaandMexico.Builtwithsafetyinmindthehighwayshavewidelanesandshouldersdividingmediansorbarriers,longentryandexitlanescurvesengineeredforsafeturnsandlimitedaccess.ThedeathrateonhighwaysishalfthatofallotherU.S.roads(0.86deathsper100millionpassengermilescomparedto1.99deathsper100milliononallotherroads).

ByopeningtheNorthAmericancontinent,highwayshaveenabledconsumergoodsandservicestoreachpeopleinremoteandruralareasofthecountry,spurredthegrowthofsuburbsandprovidedpeoplewithgreateroptionsintermsofjobsaccesstoculturalprograms,healthcare,andotherbenefits.Aboveall,theinterstatessystemprovidesindividualswithwhattheycherishmostpersonalfreedomofmobility.

Theinterstatesystemhasbeenanessentialelementofthenation’seconomicgrowthintermsofshippingandjobcreation.Morethan75percentofthenation’sfreightdeliveriesarrivebytruckandmostproductsthatarrivebyrailorairuseinterstatesforthelastlegofthejourneybyvehicle.NotonlyhasthehighwaysystemaffectedtheAmericaneconomybyprovidingshippingroutes,ithasledtothegrowthofspin-offindustrieslikeservicestations,motels,restaurants,andshoppingcenters.Ithasallowedtherelocationofmanufacturingplantsandotherindustriesfromurbanareastorural.

Bytheendofthecenturytherewasanimmensenetworkofpavedroadsresidentialstreetsexpresswaysandfreewaysbuilttosupportmillionsofvehicles.ThehighwaysystemwasofficiallyrenamedforEisenhowertohonorhisvisionandleadership.Theyearconstructionbeganhesaid:
