Withtheincreaseinautoproduction，privateturnpike（收费公路）companiesunderlocalauthoritiesbegantospringupandby1921therewere387,000milesofpavedroads.Manywerebuiltusingspecificationsof19thcenturyScottishengineersThomasTelfordandJohnMacAdam（forwhomthemacadamsurfaceisnamed），whosespecificationsstressedtheimportanceofadequatedrainage.Beyondthat，therewerenonationalstandardsforsize，weightrestrictionsorcommercialsigns.DuringWorldWarI，roadsthroughoutthecountrywerenearlydestroyedbytheweightoftrucks.WhenGeneralEisenhowerreturnedfromGermanyin1919afterservingintheU.S.Army’sfirsttranscontinentalmotorconvoy（车队），henoted“Theoldconvoyhadstartedmethinkingaboutgoodtwolanehighways，butGermany’sAutobahnormotorwayhadmademeseethewisdomofbroaderribbonsacrosstheland.”

Itwouldtakeanotherwarbeforethefederalgovernmentwouldactonanationalhighwaysystem.DuringWorldWarII，atremendousincreaseintrucksandnewroadswererequired.Thewardemonstratedhowcriticalhighwaysweretothedefenseeffort.Thirteenpercentofdefenseplantsreceivedalltheirsuppliesbytruckandalmostallotherplantsshippedmorethanhalfoftheirproductsbyvehicle.Thewaralsorevealedthatlocalcontrolofhighwayshadledtoaconfusingvarietyofdesignstandards.Evenfederalandstatehighwaysdidnotfollowbasicstandards.Somestatesallowedtrucksupto36,000poundswhileothersrestrictedanythingover7,000pounds.Agovernmentstudyrecommendedanationalhighwaysystemof33,920milesandCongresssoonpassedtheFederalAidHighwayActof1944whichcalledforstrictcentrallycontrolleddesigncriteria.

Theinterstatehighwaysystemwasfinallylaunchedin1956andhasbeenhailedasoneofthegreatestpublicworksprojectsofthecentury.Tobuildits44,000milewebofhighways，bridgesandtunnels，hundredsofuniqueengineeringdesignsandsolutionshadtobeworkedout.Considerthemanygeographicfeaturesofthecountry---mountains，steepgradeswetlands，rivers，desertsandplains.Variablesincludedtheslopeoftheland，theabilityofthepavementtosupporttheroad，theintensityofroaduseandthenatureoftheunderlyingsoil.Urbanareaswereanotherproblem.Innovativedesignsofroadways，tunnels，bridges，overpassesandinterchangesthatcouldrunthroughorbypassurbanareassoonbegantoweavetheirwayacrossthecountryforeveralteringthefaceofAmerica.

Longspansegmentedconcretecable，stayedbridgessuchasHaleBoggsinLouisianaandtheSunshineSkywayinFloridaandremarkabletunnelslikeFortMcHenryinMarylandandMt.BakerinWashingtonmetmanyofthenation’sphysicalchallenges.Trafficcontrolsystemsandmethodsofconstructiondevelopedundertheinterstateprogramsooninfluencedhighwayconstructionaroundtheworldandwereinvaluableinimprovingtheconditionofurbanstreetsandtrafficpatterns.

TodaytheinterstatesystemlinkseverymajorcityintheU.S.andtheU.S.withCanadaandMexico.Builtwithsafetyinmindthehighwayshavewidelanesandshouldersdividingmediansorbarriers，longentryandexitlanescurvesengineeredforsafeturnsandlimitedaccess.ThedeathrateonhighwaysishalfthatofallotherU.S.roads（0.86deathsper100millionpassengermilescomparedto1.99deathsper100milliononallotherroads）.

ByopeningtheNorthAmericancontinent，highwayshaveenabledconsumergoodsandservicestoreachpeopleinremoteandruralareasofthecountry，spurredthegrowthofsuburbsandprovidedpeoplewithgreateroptionsintermsofjobsaccesstoculturalprograms，healthcare，andotherbenefits.Aboveall，theinterstatessystemprovidesindividualswithwhattheycherishmostpersonalfreedomofmobility.

Theinterstatesystemhasbeenanessentialelementofthenation’seconomicgrowthintermsofshippingandjobcreation.Morethan75percentofthenation’sfreightdeliveriesarrivebytruckandmostproductsthatarrivebyrailorairuseinterstatesforthelastlegofthejourneybyvehicle.NotonlyhasthehighwaysystemaffectedtheAmericaneconomybyprovidingshippingroutes，ithasledtothegrowthofspin-offindustrieslikeservicestations，motels，restaurants，andshoppingcenters.Ithasallowedtherelocationofmanufacturingplantsandotherindustriesfromurbanareastorural.

Bytheendofthecenturytherewasanimmensenetworkofpavedroadsresidentialstreetsexpresswaysandfreewaysbuilttosupportmillionsofvehicles.ThehighwaysystemwasofficiallyrenamedforEisenhowertohonorhisvisionandleadership.Theyearconstructionbeganhesaid:
