1远程教育的发展现状

从国内开办网上教学的站点数量看，网上教学作为现代远程教学的一种重要形式，正显示出强劲的生命力。

学校上网成为已成为一种趋势，在互联网上开办远程教学，既可以提高学校的知名度，又可以推动已有的教学资源上网，让全国各地乃至国外的学生能够接受到最先进的教学方法和更丰富的教学资源，提高国内教学的整体质量和效益。

    特别是自1998年以来，教育部先后批准清华大学、北京邮电大学、浙江大学、湖南大学等37所高等学校进行现代远程教育试点。

在教育部的直接领导下，经过试点学校的共同努力，远程教育试点工作取得了显著成绩。

试点学校对具有中国特色的，基于计算机网络、电信网络和卫星电视网络资源环境的远程教育进行了多方面的积极探索，开发了一批基于上述网络环境的远程教育资源，对推动远程教育的发展起了重要作用。

远程教育的学科层次覆盖范围从专科、本科直到研究生，涉及到的专业种类也很多，主要以科技或经济含量较高的专业为主,因为这些专业的市场需求量大，具有较大社会经济价值。

从招生形式上看，除少数大学是从普通高考中招生的外，其他学校采取成人高考、本校命题等多种形式招生，电大则采取了相应学历免试入学的形式招生，试点以来这些学校的生源普遍比较好，至今累计共招收远程学习学生近10万人。

试点院校都比较重视质量和管理问题，建立了集中进行远程教学和教学管理的专门机构，较好地协调了校内教学、教学管理和技术支持部门之间的关系。

从利用的技术平台来看，这些高校都利用计算机网络来开展远程教育，并且采用各种各样的传输方式。

学生的学习方式包括基于WWW浏览器自主学习，通过BBS讨论和利用Email进行交互。

此外，清华和北大采用卫星电视网络和有线电视网进行视频传输来实现课程点播，北邮采用了中国电信的宽带多媒体公众电信网，浙大和东南大学采用类似的广电网SDH进行双向实时授课。

人大的远程教学全部通过计算机网络和多媒体课件进行的。

从交互技术上看，各校分别通过DDN专线、VSAT卫星、ISDN专线、PSTN可视电话和普通电话进行了双向实时视音频交互的试验教学，并对通过计算机网络进行的非实时交互教学进行了积极的探索。

    在远程教育的资金投入方面，除中央政府和地方政府对卫星电视网络、电信网络和计算机网络的硬件以及部分实验性的资源建设投入外，现代远程教育试点的投入主要依靠各试点学校自筹资金。

在合作形式方面，有高校之间的联合，有高校与信息产业部门之间的合作，有高校与公司之间的合作等。

3．远程教育存在的问题

目前，网上教学正呈现出迅速发展的态势，但是还存在以下一些亟待解决的问题。

1）计算机普及程度偏低是目前最大的障碍。

没有广泛的计算机应用基础，就不可能使教育真正进入互联网；同时上网人数又是网上教学赖以生存发展的基础，这也是目前当网上学校数量增多后，市场风险加大的缘故。

（2）远程教育并不是简单的利用网络提供学习的概念，而是包含了一系列标准化的技术和管理手段在内的综合解决方案。

目前很多教育站点都提供了各自的教学内容，但是由于技术标准不统一，造成了信息交换的巨大障碍。

因此，很多教育网站自行其事，不能形成一套完整的全国性的远程教育体系，阻碍了远程教育社会化的深入发展。

3）宽带多媒体电信网等基础建设的质量有待提高。

目前，我国的电信网络建设的规模还远远不能适应广大用户的需要，要扩大远程教育，必须加大基础设施的投资力度。

4）网络学习的质量保证问题。

在网络学习环境中，许多学习活动都属于教师的职责范围以外，使得教育者的控制能力大大削弱。

学生自主学习意味着学生将管理自己的学习活动，但教育机构却有责任去影响和保证学生的学习质量。

这并非意味着教师要控制并决定学生的一切学习活动。

他们应该为学生提供使用学习设施的机会并引导和帮助他们提高学习效率。

并且在网络环境中，学生们一起学习、讨论。

在这样的相互合作中，几乎没有竞争。

同学间的这些支持或教导有时很有意义，然而有时起不到效果，甚至起到相反的作用。

5）网上教学的资源相对不足，交互式技术媒体的作用与功能没有得到充分发挥。

教师的重视程度普遍不高，并缺乏相应的激励机制予以引导。

此外还需要进一步解决远程教育的应试问题，既要保证质量控制，又要简化操作，提高效率。

以上这些问题是事关远程教育质量和效益的重大问题。

而解决这个问题的关键还是教育观念和对远程教育客观规律的认识问题。

远程教育虽然与其他教育方式有些类似，但其教学环境和传统的课堂教育有本质上的差别。

因此，需要研究和使用与传统教育不同的教育方法和技巧，并应着手解决远程教育的学习观、媒体观和质量效益观等教育理论和观念，促使远程教育能增强适应性，并且高效、高质量地展开。
