only5%ofthestudentsonitscampusesareforeign.Itsvisarulesareneedlesslystrictandstresskeepingoutterroristsratherthanwooing(招揽)talent.Itishardforstudentstowork,eitherpart-timewhilestudyingorforayearortwoaftergraduation.Thegovernmentwantstoextendaschemethatallowsthosewithscienceandtechnologyqualificationstostayforupto29monthsaftergraduating.Butunionsopposeit,claimingthatforeignstudentsundercuttheirmembers'wages.Onethatrepresentshigh-techworkersinWashingtonstatehasfiledacourtchallenge,seekingtohavetheschemeaxed.
