Thankyouallverymuch.Ohmygoodness.Thankyou.Ithinkwecouldjustendtheprogramrightnow.（Laughter.）Florence,thankyou.ThankyouforcontinuingtobeasmilingadvocateonbehalfofanAIDS-freegeneration.Andcongratulationsonthosetwosonsofyours,whoarethestrongestevidenceofwhatwecanachieve.I’mverygratefultoyouforsharingyourenergy,yourstory,andyourpassionwithustoday.

Iamsopleasedtohavethisopportunitytounveil,formally,theblueprintforanAIDS-freegeneration.AndthiscouldnothavehappenedwithoutDr.EricGoosby.I’veknownEricalongtime.WhenIdecidedtoacceptthePresident’soffertobeeSecretaryofState,IknewtherewasonlyonepersonthatIwouldhopetorecruittobeeourGlobalAIDSAmbassador.BecauseErichasboththefirsthandexperience,goingbacktotheverybeginningofhismedicaltrainingandpracticeinSanFrancisco,tothevisionhehasastocontinuetopushustodoevenmorethanwethinkwepossiblycan,andthedrivetoactuallydeliverthat.He’sauniquehumanbeing,andwearesogratefulforhisservice.AndIwanttoreturnthefavor,myfriend,andthankyoupubliclyforeverythingyouhavedone.（Applause.）

Alsosittinginthefrontrowisthemanwhohasbeenleadingthegovernment’sresearcheffortsfromtheveryearlydaysoftheepidemic,Dr.TonyFauci.Thankyouforbeinghereandthankyouforeverythingyouhavedone.（Applause.）

FromUSAID,wehaveDr.ArielPablos-Mendez,whohasalsobeen,alongwitheveryoneatUSAIDandtheCentersforDiseaseControlandPreventionandothergovernmentagencies,oneofthosepublicservantswhohasdedicatedhisorherlifetothiswork.

SoIamgratefultoeveryoneinourgovernmentwhohasdonewhathasmadeallthedifference.Wecouldnotbemakingthisannouncementhaditnotbeenforthecountlesshoursinlaboratories,atbedsides,inthefield,everythingthatpeoplehavecontributed.

AndalsoletmethankMichelSidibe,whohasalsobeenonthefrontlines,andfromUNAIDS,anabsolutelyessentiallyorganizationinplayingtheirreplaceableroleinthisfight.Thankyousomuch,Michel.（Applause.）

AndDr.Dlamini-Zuma,thefirstwomantochairtheAfricanUnionmission,alongtimepublicservant,governmentofficial,activistinSouthAfrica.TheAUisacriticalpartnerinourworkagainstHIV/AIDS,andIdon’tthinkthere’sanyonewhoisbetterpositionedtoleadtheAUatthistime.Andthefactshe’sthefirstwomentoleadtheAUinits50-yearhistoryisanadditionalbenefit.Thankyousomuch,myfriend.（Applause.）

AndtoSenatorEnziandCongresswomanLeeandCongressmanBass,whotrulyhavebeenleaders,butalsorepresentmembersofCongressonbothsidesoftheaisle.Thisisaprogramthatreallyhashadbipartisansupport–theleadershipofPresidentBushincreatingPEPFAR,themitmentandleadershipofPresidentObama.ThisissomethingthatIthinkhasreallymadeadifferenceforAmericansandforAmerica.Itrepresentsourverybestvaluesinpractice.

SotoallthemembersofCongress,theadvocatesandactivists,thescientists,peoplelivingwithHIV,thankyouforjoiningusaswetakethisnextstepinthejourneywebeganyearsago,butwhichweformallyannouncedayearago,tochangethecourseofthispandemicandusherinanAIDS-freegeneration.

Now,makenomistakeaboutit:

HIVmaywellbewithusintothefuture.Butthediseasethatitcausesneednotbe.Wecanreachapointwherevirtuallynochildrenarebornwiththevirus,andasthesechildrenbeeteenagersandadults,theyareatafarlowerriskofbeinginfectedthantheyaretoday.AndiftheydoacquireHIV,theyhaveaccesstotreatmentthathelpspreventthemfromnotonlyfromdevelopingAIDS,butfromandpassingthevirusontoothers.

Nowearlierthisyear,attheInternationalAIDSConferencehereinWashington,IdescribedsomeofthestepswehavetakentoachieveanAIDS-freegeneration.Andtoday,Iwanttostepbackandmaketwobroadpointsaboutthisgoal.

First,let’srememberwhy,aftersomanyyearsofdiscouragingnews,thisgoalisnowpossible.Byapplyingevidence-basedstrategiesinthemosteffectivebinations,wehavecutthenumberofnewinfectionsdramatically.Justlastweek,UNAIDSannouncedthat,overthepastdecade,therateofnewHIVinfectionshasdroppedbymorethanhalfin25low-and-middle-inecountries,mostoftheminSub-SaharanAfrica.Justlistentothesenumbers:

InZimbabwe,a50percentreduction;inNamibia,a68percentreduction;andinMalawi,a73percentreductionintherateofnewinfections.

Soaswecontinuetodrivedownthenumberofnewinfectionsanddriveupthenumberofpeopleontreatment,eventuallywewillbeabletotreatmorepeoplethanbeeinfectedeveryyear.Thatwillbethetippingpoint.Wewillthengetaheadofthepandemic,andanAIDS-freegenerationwillbeinoursight.Now,wedon’tknowhowlongitwilltaketodothiseverywhere,butweknowthatwecandoit.

Andthatbringsmetothesecondpoint:

We’vesetthegoal.Weknowit’spossible.Nowwehavetodeliver.Thatmaysoundobvious,butitisn’t,becausethehistoryofglobalhealthanddevelopmentislitteredwithgrandplansthatneverpannedout.Andthatmatters,becauseifwemakemitmentsandthenfailtokeepthem,notonlywillourcredibilitybediminished,butpeoplewillloseheart.Theywillconclude,wrongly,thatprogressjustisn’tpossible,andeveryonewilllosefaithineachother.Thatwillcostlives.AndinthefightagainstHIV/AIDS,failingtoliveuptoourmitmentsisn’tjustdisappointing,itisdeadly.

That’swhyIamsorelentlesslyfocusedondeliveringresults.InJuly,IaskedEricGoosbyandhisteamtoproduceaplantoshowpreciselyhowAmericawillhelpachieveanAIDS-freegeneration.AsIsaidthen,IwantthenextCongress,thenextSecretaryofState,andourpartnerseverywheretoknowhowwewillcontributetoachievingthisgoal.Andtheresultistheblueprintwearereleasingtoday.Itlaysoutfivegoalsandmanyspecificstepswewilltaketoacplishthosegoals.

First,wearemittingtorapidlyscalingupthemosteffectivepreventionandtreatmentinterventions.Andtoday,Icanannouncesomenewnumbersthatshowhowfarwe’vealreadye.Thisyear,throughPEPFAR,wedirectlysupportednearly5.1millionpeopleonantiretroviraltreatment.（Applause.）Thatisa200percentincreasesince2008.

Now,thinkforamomentwhatthismeans.WhatdidFlorencesaywastheonlyhopeshecouldgiveherfellowwomenlivingwithHIV?

ShesaiditwastheARVs.Andthisyear,theAmericanpeoplegavethathopetomorethan5millionoftheirfellowcitizensonthisearth.Andthroughthem,wegavehopetotheirfamiliesandmunities,andIthinkthatshouldmakeeveryAmericanprofoundlyproud.

Now,oursecondgoalisthattheblueprintsayswehavetogowherethevirusis,targetingthepopulationsatthegreatestriskofcontractingHIV,includingpeoplewhoinjectdrugs,sexworkers,andthosetraffickedintoprostitution,andmenwhohavesexwithmen.（Applause.）

Whendiscrimination,stigma,andotherfactorsdrivethesegroupsintotheshadows,theepidemicbeesthatmuchhardertofight.That’swhywearesupportingcountry-ledplanstoexpandservicesforkeypopulations,andbolsteringtheeffortsofcivilsocietygroupstoreachouttothem.Andweareinvestinginresearchtoidentifytheinterventionsthataremosteffectiveforeachkeypopulation.

Aspartofourefforttogowherethevirusis,wearefocusingevenmoreintentlyonwomenandgirls,becausetheyarestillathigherriskthenmenofacquiringHIVbecauseofgenderinequityandviolence.SoweareworkingtoensurethatHIV/AIDSprogramsrecognizetheparticularneedsofwomenandgirls,forexample,byintegratingtheseeffortswithfamilyplanningandreproductivehealthservices.（Applause.）Wearealsoworkingtopreventandrespondtogender-basedviolence,investingirls’education,addressgenderinequality,andtakeotherstepsthathavebeenproventolowertheirriskofcontractingthevirus.

Third,wewillpromotesustainability,efficiency,andeffectiveness.We’vealreadysavedhundredsofmillionsofdollarsbyswitchingtogenericdrugsinourtreatmentregimen.Andwewillcontinuetoensurethatwegetthemostoutofeverydollarspent.

Fourth,wewillpromoteaglobalefforttoachieveanAIDS-freegeneration,becausethismustbeasharedresponsibility.Thatmeansourpartnercountriesmuststepuptotheresponsibilitiesofcountryownership.Andwelooktoourpartnercountriestodefinetheservicestheirpeopleneedthemost,setpriorities,andconvenefundingpartnerstocoordinate.Donorsmustmeettheirfundingmitmentswhilealsodoingmoretosupportcountryownership.

Todrivealltheseefforts,theUnitedStateswillcontinuetosupporttheGlobalFund,wewillinvestinglobalhealthdiplomacy,anduseourdiplomaticleveragetosupportourgoalsandbringotherstothetable.

AndIhavetosayIwassoimpressedwhenIwasinSouthAfricathissummer.IwenttoCapeTown.We–EricandIwenttogether,Ambassadorwasthere,alongwiththeSouthAfricanMinisterofHealth,whohasbeenanexemplaryleader.Let’sgivetheMinisterofHealthofSouthAfricaaroundofapplause.（Applause.）

HehasworkedsohardwithagreatteamandwithPresidentZuma’sfullsupporttoreallytakeontheresponsibilityofcountryownershipandmanagement.AndwhenwewereintheclinicinCapeTown,wesawsomereallyimpressivedevelopments,includingamoreefficientwaytodispensethedrugsthatareneeded.AnditwasagreattributetowhattheSouthAfr
