AlthoughfigureskatingwasaneventattheSummerGamesof1908and1920,andicehockeywasplayedin1920,theIOCwashesitanttoinaugurateaseriesofseparateWinterGamesbecauseclimaticconditionsdictatedthatthepossiblelocationsforwintersportscompetitionweregeographicallylimited.WhenSwedenandNorwayfirstproposedWinterGamesin1911,theUnitedStatesopposedthegamesonthesegrounds.Ironically,theScandinavianschangedtheirmindsatthe1921meetingoftheIOC,arguingthatWinterGames,unlikeSummerGames,couldnotuniteathletesfromeverycountry.Theywereoutvoted,however,andtheIOCestablishedWinterGames.
