In1789,JamesMadisonintroducedintheHouseofRepresentativesaseriesofamendmentswhichlaterweredraftedintotwelveproposedamendmentsandsenttothestatesforratification.Tenofthemwereratifiedin1791andthefirsttenamendmentstotheconstitutionwerecalledtheBillsofRightsbecausetheyweretoinsureindividualliberties.
