I.Introduction

Withthedevelopmentofworldeconomyandtechnology,theworldisbecomingamutuallyconnectedanddependentwebsystem.Thisissocalledglobalization.“Globalizationissometimesinterpretedorpresentedasatrendresultingfromtechnologicalinnovations,andcertainlysuchinnovationhasfuelledglobalizationprocess”（Michie3）.Thusfromculturetoeconomy,frompoliticstolaw,nearlyallthesefieldsareinvolvedinthissystem.Globalizationhasbecomeanoverwhelmingtrendintheworld，fromtheculturepointofview,itisculturalglobalization.Culturalglobalizationhasnotacertaindefinition.Technologyhasnowcreatedthepossibilityofglobalculture.TheInternet,fax,satellite,andcableTVaresweepingawayculturalboundaries.Culturalglobalizationsymbolizesthattheworldculturehasenteredintoanewphase.Itisatrendwhichintheprocessofcapitalexpanding,theworldislinkedintoonetightcombination,everycountry’scultureintheworldwouldtouch,conflict,intercourse,assimilate,andmerge.Itpromotesintegrationandremovesnotonlytheculturalbarriersbutalsothenegativedimensionsofculture.Itisavitalsteptowardsamorestableworldandbetterlivesforthepeopleinit.Astheincreasingofthesocialexchange,cultureisnolongerconfinedinonenationorstate.Thismakeshumanbeingsoversteptheconfinesofdistrictsornations.

Asthelargestdevelopingcountryintheworld,Chinawillbeinfluencedprofoundlybythistrend.TherearebothopportunityandchallengeforChina.ThepositiveaspectsrefertothattheculturalglobalizationprovidestheopportunityforChinatointroducetheforeignadvancedculture,atthesametime,ChineseculturewillwalkintotheworldandanotherchanceistochangetheChineseoutmodedculture.Asweallknow,inChinatheculturaldevelopmentindifferentregionsarenotbalanced.Sothenegativeaspectslieinthattheculturalglobalizationdeepenstheculturegapbetweentheprosperousareasandthebackwardregions,anotheristhistrendthreatenstheChinesetraditionalculture.Lastbutnottheleast,Chinaalsofacestheseverechallengeof“westernization”.

II.TheOpportunityforChinainCulturalGlobalization

Theaggressivespreadofmarketeconomyandcommunicationtechnology,whichisoftenunderthecontrolofwesternmultinationals,bringsnewchancestothelocalcultureandvaluesofChina.Sometimesitseemsasifatidalwaveiscreepingacrosstheglobe.“Theculturesofallcountriesandregionsinteractandintegratetoformaunitedwhole”（Tomlinson21）.Culturalglobalizationbringsnewopportunitiesfortheculturesofeachnationtomingleincreativeways.Italsoprovidesusararehistoricchancetocatchupwiththedevelopedcountries.Obviously,Chinaisinthisinterrelatedandinterdependentsystem.

A.ToLearnForeignAdvancedCulture

Chinaisacountrywithalonghistoryandculturaltradition.SincethefoundingofthePRCin1949,theChinesegovernmenthasestablishedthesocialistcultureinthedominantposition.DuringtheCulturalRevolution,thesocialistcultureofChinaexperiencedadeepcrisis.ItbroughttheChinesegovernmenttoadoptthereformandopening-uppoliciesafter1978,whichconcernedbotheconomicandculturalareas.Thenewpolicies,however,don’tmeantoshakethedominantpositionofsocialistcultureinChina.Asamatteroffact,TheChinesegovernmentsparesnoefforttoconsolidatethedominantpositionofsocialistculture.

SincethereformandopeningupofChina,thetransformationofeconomicsystemhasbroughtthedivisionandreorganizationofinterestsinoursociety;ithascausedconsiderablechangesineconomy,politics,culture,andotherfieldsofpeople’slife,especiallyinculture.Thenpeopledonotthinkthat“foreign”isthesynonymofdanger,Chinesepeoplebegantoacceptthenewforeignthings,andthentheculturalbarrierhasbeenbrokendownbetweenChinaandtheforeigncountries.Theworldcultureresourceswouldspreadallovertheworldandtheopportunitywouldcomeoutforintroducingtheadvancedculture.TheemergedexternalculturehasalsoacceleratedtheculturalmodernizationofChina.Someconceptsandideassuchaslaw,science,democracy,andinnovationareintroducedfromtheforeigncountries.IfitseemsthatlifeintheWestbecomeafast-forwardblur，considerChain.Injust20years,sincemarketforceswereunleashedbyeconomicreforms,lifeformanyurbanChinesehaschangeddrastically.Arecentsurveyof12majorcitiesshowedthat97percentoftherespondentshadtelevisionsand88percenthadrefrigeratorsandwashingmachines.Anotherstudyrevealsthatfarmersareeating48percentmoremeateachyearand400percentmorefruit.ShanghaiasoneofthelargestcityinChinahaslongbeenopentotheWest,inadecadescoresofgleamingnewskyscrapershaveshotuptocrowdandjostletheskyline,crampthenarrowwildingstreets.Onthestreetsthewomenaredressedinbrightcolors,andmanycarryseveralshoppingbags,especiallyontheNanjingRoad,whichislinedwithboutiquesandmalls.

In“TheYearofFranceinChina”,FrancepresentsdiverseexpressionsofFrenchculturetoChina,especiallyvariousartformssuchasoilpainting,sketchwoodcut,sculptureandevendrama.TheexhibitionhasgivenartisticenjoymenttotheChineseartloversandenhancestheirunderstandingoftheFrenchculture.AtthesametimeitprovidedavaluablelearningopportunitytomeettheFrenchcultureinaspiritofsharinganddialogue.ItisthesecondpartoftheFrance-ChinaExchangeYearsorganizedontheinitiativeofthepresidentsofthetwocountries.Itishelpfulforthetwocountriestodevelopaglobalpartnership.Also“TheYearofFranceinChina”couldincreasethemutualunderstandingofbothcountriesandintroducethecentury-oldandromanticFrenchculturetotheChinese.TheyareextremelyenrichingChinesepeople’sthinkingandculturalviews.Intheprocessofculturalglobalization,weareabletomakemoreandbetteruseofforeignadvancedculturesoastospeeduptheculturaldevelopmentofChina.

B.ToExporttheChineseCulture

Ontheonehand,foreignadvancedcultureisintroducingtoChinagradually,ontheotherhand,Chinaalsoismakingcontributionstotheworldinmanyaspects,certainlyincludingcultureones.Aswelearntheexternalcultures,wemayexporttheChineseculturetotheoutsideworld,becauseintheeraofmulticulturalinteractionandcoexistence,Chineseculturenotonlykeepsthebloomingvitality,butalsobecomespartoftheworld’swealth,italsopromotesdifferentculturestocontactandinterchange.

Chinahasaverylonghistoryandalargeamountofsplendidculture,whichdatedbacktotheancienttimes.Chineseculturehasmadetremendouscontributionstothecivilizationofthemankind.Weknowthisyearis“TheYearofChinainRussia”.TheChinesePresidentHu　JintaotookpartintheopeningceremonyoftheChineseNationalExhibitionattheCrocusExpoexhibitioncenterinMoscow.Onceheaddressedthattheexhibition,whichwasoneofthemostsignificanteventstobeheldduring“TheYearofChinainRussia”,haveshownthesplendidcultureandhistoryofChina,andalsohavereflectedtheachievementsandsuccessesofChina'sreformandopeninguppolicy.Somefamouspaintings,beautifulchinavaseswereshownontheceremony.TheRussianwouldknowmoreaboutthecultureofChina.ThereforeculturepromotesthecooperationinvariousfieldsandstrengthensthepeopletopeoplecontactbetweenthecountriesandfurtherrevitalizesthegrowthofrelationsbetweenChinaandRussia.In“TheYearofFranceinChina”,italsoprovidedavaluablelearningopportunitytomeetthetwocountriestodevelopaglobalpartnershipandincreasethemutualunderstandingofbothcountriesandintroducethecinesculturetoFrench,theyareextremelyenrichingFrenchpeople’sthinkingtoChina.Allofthisprovedthatallhumancivilizationshouldbesharedamongeachnation,itisnecessaryforChinesepeopletointroducetheChineseculturalvaluestotheoutsideworld.Meanwhile,moreandmoreforeignersbegintoknowtheexcellentChineseculture.

C.ToAbandontheOutmodedCulture

Duringthefivethousandyears,somekindsofculturestillexistthatarenolongerusefulforourcountrydevelopment,andwecallthemdross,suchasthefeudalsuperstition.Tosomeextentthefeudalsurvivalsareprevailinginmanyplacesofourcountry,thebroadexistenceofthemplaysawidespreadnegativeinertiaonoursocialistmodernization.IftheydonoharmtothesocialistcultureofChina,theChinesegovernmentwilltoleratethem;iftheyareconflictingwiththesocialistcultureofChina,theChinesegovernmentwilltrytoeliminatetheirinfluenceasmuchaspossible.ThesocialistcultureisconsideredthecoreofculturalrightsbyChineseleaders.Theywilldefendthisculturalrightunderanycircumstances.Inthenewcentury,someofthefeudalsurvivalsevenbindpeople’smentality.Therefore,itisthenecessaryandurgenttasktocleanthemup,clearingthemawayontheonehandcanhelpustocarryoutthepoliticalsystemreformaswellassocialpoliticalreform,andontheotherhandithelpstoestablishthespiritualcivilizationandpromotethesocialcoordinatedevelopment.
