PNGhasarelativelysmalldualeconomy,comprisingaformalandinformaleconomy.Theformaleconomyisdominatedbylarge-scaleresourceprojects,particularlyinminingandpetroleum,andprovidesalarge

Theinformaleconomysupports85%ofthepeoplethroughsemi-subsistenceagriculture.Theformalsectoremploysaround15%oftheworkforce.

During2004,PNG'sec

onomygrewbecauseofbuoyantcommoditypricesandgoodfiscalmanagementbygovernment.IncreasedforeignreservesandastrengthenedKinahelpedinflationandinterestratesremainlow.WithmoderateGDPgrowth,risingtaxreceiptsandreducedgovernmentborrowingcosts,thePNGGovernment'sfiscaldeficitisexpectedtoremainsmall,despiteamodestsurplusin2004.

However,withweakmediumtermrevenueprospects,PNGneedstoconsolidateandbuildoncurrenteconomicandfiscalprogressandprovidesocialservicesandaregulatoryframeworktosupportbroadbasedeconomicgrowth.PNGneedsimprovedaccountabilityandgovernancemechanisms,includingpublicexpendituremanagementandpublicsectorreform,topromoteandsafeguardimprovedproductivity.

Withminingandpetroleumsectorproductionforecasttodeclinefrom2006,majorchallengesforthePNGGovernmentincludemakinggooduseofexistingrevenue,expandingthenon-miningsectorandensuringeconomicstabilitythroughcontinuedpoliticalandsocialreforms.

Socialindicators

PNG'spopulationhassufferedsignificantdeclinesinlivingstandardsinrecentyearsduetoworseningeconomicperformance.Althoughthecountrydoesnotexhibitthewidespreadabjectpovertypresentinsomedevelopingcountries,poorhealthandsocialindicatorsshowthatpovertyisarealproblem.

PNG'smainsocialindicators,suchaslifeexpectancyandmaternalandchildmortalityrates,showimprovementssince1975,butarestillwellbelowtheaveragesforlowermiddleincomecountries(LMICs>.
