AculturalexchangebetweentheUSandtheSovietUnionmayfaceanAmericanboycottunlessUSNewsandWorldReportcorrespondent,NicholasDaniloff,isfreedfromaMoscowjail.AnAmericanstyletownmeetingisscheduledtotakeplaceinLatvianextweek,butthetwohundredseventyAmericansduetotakepartsaytheywon'tgoifDaniloffremainsinjail.TheyaddthedecisionisapersonaloneandisnotbeingmadebytheReaganAdministrationinretaliationfortheDaniloffdetention.

EgyptianandIsraelinegotiatorshavereachedagreementonresolvingtheTababorderdispute,clearingthewayforasummitbetweenthetwocountriestobegintomorrow.EgyptianPresidentHosniMubarakandIsraeliPrimeMinisterShimonPereswillmeetinAlexandria.DetailsoftheTabaagreementhavenotbeenmadeavailable.

TheUnitedStatesHouseofRepresentativesisdebatinganomnibusdrugbillandexpectstopassthemeasuretomorrow.Thoughthebillhasattractedstrongbipartisansupport,NPR'sCokeyRobertsreportsthedebateontheissuepointsupthedifferencesbetweenpoliticalparties.

WhenCongressreturnedfromtheFourthofJulyrecess,HouseSpeakerTipO'Neillsaidtherewasonlyonethingmembersweretalkingaboutinthecloak-room:

drugs.TheDemocratsquicklypulledtogetherchairmenfromtwelvedifferentcommitteestodraftadrugpackage.Then,stungbycriticismthattheywereactinginapartisanfashion,theDemocraticleadersinvitedtheRepublicanstojointheminthenewlydeclaredwarondrugs.So,whenthebillcametotheHousefloortoday,thepartyleadersledoffdebate.TexasDemocratJimWright.

"It'stimetodeclareanall-outwar,tomobilizeourforces,publicandprivate,nationalandlocal,inatotalcoordinatedassaultuponthismenace,whichisdrainingoureconomyofsometwohundredandthirtybilliondollarsthisyear,slowlyrottingawaythefabricofoursociety,seducingandkillingouryoung.Thatitwilltakemoneyishardlydebatable.Wecan'tfightartillerywithspitballs."

Thequestionofjusthowmuchmoneythismeasurewillcosthasnotbeenansweredtothesatisfactionofallmembers.Democratssayit'soneandhalfbilliondollarsoverthreeyears,withalmostsevenhundredthousandfornextyear.Republicansclaimthepricetagwillrunhigherandaretryingtoemphasizeotheraspectsofthedrugbattle,aspectswhichtheythinkplaybetterinRepublicancampaigns.MinorityleaderRobertMichel.

"Theultimatecureforthedrugepidemicmustcomefromwithintheheartofeachindividualfacedwiththetemptationoftakingdrugs.Itisultimatelyaproblemofcharacter,ofwillpower,offamilyandcommunity,andconcern,andpersonalpride."

Amongotheritems,thebillbeforetheHouseincreasespenaltiesformostdrugrelatedcrimes,setstheminimumjailtermoftwentyyearsfordrugtraffickingandmanufacturing,authorizesmoneyforthedrugenforcementadministrationandprisonconstruction,beefsuptheabilityofthecoastguardandcustomsservicetostopdrugscomingintothiscountry,andcreatesprogramsfordrugeducation.ThevarioussectionsofthemeasuregiveHousemembersampleopportunitytospeakonanissuewheretheywanttheirvoicesheard.MarylandDemocraticBarbaraMcCulskywasnominatedfortheSenateyesterday.Today,shespoketothepartofthebillwhichfundsdrugeradicationprogramsinforeigncountries.

"Whenwefoughtyellowfever,wedidn'tgoatitonemosquitoatatime.Wewentrighttotheswamp.That'swhattheForeignAffairssectionofthislegislationwilldo.Itwillgototheswamps,orwherecocaineiseithergrown,refined,ormanufactured."

RepublicanHensonMooreisrunningfortheSenateinLouisiana.Hespoketothepartofthedrugbillwhichchangesthetradelawsforcountrieswhichdealindrugs.

"We'removingtostopsomething;it'sabsolutelyidiotic.Itneedstobestopped:

thissituationofwhereacountrycanselllegallytousontheonehandandillegallytousunderthetable,sellingdrugsinthiscountrypoisoningouryoungpeopleandourpopulation."

TodayinChina,inNanjing,balloons,firecrackersandliondancersmarkthededicationoftheJohnsHopkinsUniversity—NanjingUniversityCenterforChineseandAmericanStudies.ForthefirsttimesinceWorldWarII,ChineseandAmericanstudentswillattendagraduateinstitutioninChinathatisadministeredjointlybyacademicorganizationsthatareworldsapartfigurativelyandliterally.NPR'sSusanStanbergreports.

Cross-culturalencounterscanbeextremelyenriching;cross-culturalencounterscanbeutterlyabsurd.

Here'swhatthatAmericanwastryingtosayinChinese.

"Fourscoreandsevenyearsago,ourfathersbroughtforthonthiscontinentanewnation...anewnationconceivedinliberty,anddedicatedtothepropositionthatallmenarecreatedequal."

Nowyoudon'thavetobedealingwithclassicAmericanoratorytorunintoproblems.InplanningfortheCenterforChineseandAmericanStudies,therewasmuchdebateastowhetherthenewauditoriumontheNanjingcampusshouldhaveaflatorslopedfloor.Ifthefloorwereflat,theauditoriumcouldbeusedfordances,forparties,butaslopedfloorwouldbebetterforlistening,forviewingfilmsandslides.

"Theargumentfinallywonoutthatforpracticalreasonsaflatfloorwouldbebestbecauseit...itreallywouldmakeitamulti-purposeroom.Youwouldn'thavetofixthefurniture."

StephenMullerisPresidentofJohnsHopkinsUniversity,theUSendofthisSino-Americanjointventureinlearning.

"So,aflatfloorwasbuilt.OnlytheChineseinbuildingitfinallyendedupwithaflatfloorbutattwodifferentlevels,onehigherthantheother.So,ifyouwanttouseitfordances,youeitherhavetohaveveryshortwomenwithverytallmenorviceversa."

Twenty-fourAmericansandthirty-sixChineseofmixedheightsarethefirststudentsattheHopkins-NanjingCenter.NanjingusedtobeNanking,bytheway,backinthedayswhenBeijingwasPeking.TheAmericanswilltakeclassesinChinesehistory,economics,trade,politics,allfromChinesefaculty.TheChinesewillstudytheUSwithAmericanuniversityprofessors.JohnsHopkinsPresidentStephenMullersaysthisisadvancedstudywork.AlltheChinesestudentsareproficientinEnglish;alltheAmericanshavemaster'sdegreesplusfluencyinChinese.

"Thetwenty-fourAmericanscomefromabouteighteencollegesanduniversities.Nooneinstitutioninthiscountryproducesthatmanypeopleofthischaracter;sothat'sabeginning.Nanjingisnottheplace;theCenterisnottheplacetogo,ifyouwantadoctorateinChinesehistoryorChineselanguageorChineseliteratureorwhatever.Thisisapre-professionalprogram."

WhichmeansthemenandwomenwhospendtheyearattheNanjingCenterwillendupasdiplomatsorbusinesspeopleinoneanother'scountry.

"OurhopeisthattheAmericans,tospeakaboutthose,whoaregoingtobeincidentallyroomingwithChineseroommates,whichisaveryinterestingthingtheChineseagreeto,thattheAmericanswillnotonlybringayearoflivinginChina,ayearofhavingstudiedwithChinesefacultyandhearingtheChineseviewofChineseforeignpolicyineconomicsandsoon,thattheywillalsohavethekindoffriendsamongChineseroughlytheiragewhoaregoingtobedealingwiththeUnitedStates.Thatwillslowly,overtheyears,createarealnetwork,ifyouwill,ifpeoplewho,becausethey'vehadthiscommonexperience,candealwitheachotherveryeasilyand,youknow,bekindofarallyingpoint—anoldboy,oldgirlnetwork,asitwere."

HopkinsPresidentMulleradmitsthatasimpleexchangeprogram—ChinesestudentscomingtotheUS,andAmericanstudentsgoingtoChina—wouldinvolvefarfewerheadachesthanrunningjointlyanacademicinstitutiononforeignsoil.PlusthesuccessoftheHopkins-NanjingCenterdependsonundependables,likecontinuingsweetSino-Americanrelationsandbeingabletoattractfunding.Andthere'sthiswrinkle."

"Someofthepeoplewhowillstudythere,withoutanyquestion,willprobablycomefromorafterwardsentertheintelligencecommunity.Thatit'sreallydesirablethatpeoplewhodothathavethatkindofbackground.We'reveryhonestaboutthat,butit'ssoeasytodenouncethewholethingasanespionagecenter,orsomething.Youknow,there'salotoffragilityinthisthing."
