粉煤灰俗称飞灰，是火力发电厂的废弃物，即煤粉在1500℃--1700℃下燃燃后，由烟道气带出并经除尘器收集的粉尘。

据统计，每燃烧1t煤就能产生250--300kg的粉煤灰和20--30kg的炉渣。

近年来随着电力工业的迅速发展，电厂粉煤灰的排泄量不断增加。

我国的粉煤灰大部来自大、中型火电厂的煤粉发电锅炉，另一部分则是来自城市集中供热的粉煤锅炉。

粉煤灰排放目前大多是湿排，需耗用大量的水；堆放需占用大量的土地。

1999年，我国粉煤灰排放量达到1.6亿吨，2000年粉煤灰年排放量1.53亿t，2005年达到3亿t以上。

据有关资料统计分析和预测，按目前排灰状况和利用水平，排灰用水达10亿多吨/年；贮灰占地约达50万亩，历年累积堆放总量已达10亿吨以上，虽每年利用量在不断增加，但总利用率还不足每年排放量的50%。

随着电力工业装机容量增加，排灰量、用水量、占地量还要相应增加。

同时，湿法排灰不但费水、费电、污染环境，还降低了粉煤灰的活性，不利于它的综合利用。

随着我国对除尘、干灰输送技术的不断成熟，今后电厂的粉煤灰应积极采用高效除尘器，并设计分电场干灰收集装置使粉煤灰具有更大的用途。

对湿式除尘器收集的粉煤灰，应尽量设置脱水装置或使其晾干，尽量降低水分至30%以下，为粉煤灰的综合利用创造条件。

粉煤灰露天堆放，刮风天灰尘污染空气，下雨天渗水污染地下水。

根据国内外试验研究发现，粉煤灰渗水使地下水产生不同程度的污染，比较明显的是使pH值升高、有毒有害的铬、砷等元素增加。

再加上粉煤灰贮灰场大多位于江、河、湖及城市水源保护区域，水源保护问题也十分迫切。
