　日本地震

昨天下午，在日本当地3月11日14点46分（北京时间3月11日13点46分），我们的邻国日本的东海岸发生了千年一遇的巨大地震，震级达到里氏8.8级（有的网站又说8.9级），强震破坏力超过20多个汶川地震，造成巨大的人员伤亡和财产损失，余震不断，最大达到了7.1级。

更加雪上加霜的是，今天在福岛两座核电站，核物质发生了泄漏，让人担心不已。

　　这次日本几乎遭受到毁灭性的打击，但是通过看到网上一系列的报道，我感觉面对地震方面我国也要好好学习。

在这，我不得不想起我国发生的大地震，包括前几天云南盈江发生的5.8级大地震。

首先在民众方面，日本发生了如此大的地震，民众虽然很害怕，但是很快也慢慢镇静下来，街上的人们排队也是井然有序，这给政府工作带来了一些便利。

其次，在政府方面，政府迅速组织救灾，第一时间放下大国的心态，对外宣称需要任何国家任何的援助，真正做到这样的，才是真正把民众放在首位。

再次，联想到我国的大地震，程度不如这样猛烈，但是却造成很大的损失，日本的房子造的都很坚固，大多都能抗震，我国一些房地产商为了自己的私欲，拿人民的性命不当回事，造一些“豆腐渣”工程，导致我国每当地震来袭，总是损失惨重，越来越高的房价，更是让人民怨声载道，政府真应该拿些措施好好管管了。

　　日本是个地震多发国家，在抗震方面也是世界一流的，从小学开始每月都会举行几次地震演习，使人们知道面对地震该这样去做，房子建造方面也是牢固为主，抗震为主，不敢想象在这个地震频发国家，造一些“豆腐渣”工程会怎样，肯定会遭来全国上下口诛笔伐吧。

现在地震带活跃起来了，我国也是在地震带边缘，在地震抗震方面应该多向日本取取经。

　　还有不得不说说我国的愤青们，在贴吧里，面对日本遭受大地震幸灾乐祸，我简直是觉得有点无理。

是的，日本政府曾经是给我们民众带来巨大伤害，但是日本民众是无辜的，一码事归一码事，不要混为一谈，日本普通民众也是活生生的生命，还有请想想我们汶川地震时候，日本不也是给我们许多帮助吗?

请停止那样无理的行为吧!

也希望日本早点渡过此次劫难，早日重建，相信日本还会在废墟上开出一朵花!

镇定面对灾难灾民谈笑风生

面对这场巨大的灾难，日本大多数老百姓却一点都不怕。

新潟地震发生后，很快，日本NHK电视台就播放了架设在东京闹市区街头的多架摄像机拍下的镜头，人们可以看到地震时街面都在晃动，带着镜头里的万家灯火也跳跃着，摇摆着。

然而，大街上的行人却照常走路，汽车照样运行，商店里依然人头攒动，看不到一个人东张西望，惊惶失措，更没有人大呼小叫，就像没发生地震一样。

次日早晨，记者又在电视上看到了异常镇定的新潟人：

由于部分道路塌陷，救援车辆无法及时到达灾害现场，成群结队的受灾者在寒风中只是静静等待，默默地采取着自救措施；从人们的表情上，很难区分出谁是灾民谁不是灾民，他们用一种十分平静的心态对待自己失去房屋、财产甚至亲人的现实；刚刚从脱轨的“新干线”列车上被救下来、还困在附近一座车站里的旅客，竟然有许多人面带微笑，向记者描述地震时的遇险场面。

高效实施救援官民默契配合

新潟地处山区，秋天的气温要比平原地区低得多，对灾区的救援成了日本人最关心的话题。

地震发生3小时后，新潟县知事平山征夫就呼吁日本自卫队给予紧急支援。

自卫队出动了30多架直升机四处搜寻被困人员，救助伤员、老人和孩子，帮助运送食品和饮水。

日本政府也立即在首相官邸的危机管理中心设立了“官邸对策室”。

日本警察厅设立了以警备局局长为首的“灾害警备本部”。

日本媒体也行动起来，进行了实用性很强的报道，比如NHK的教育频道从地震发生一小时后就开始播放寻找受灾地区的亲朋好友的信息。

在新潟各地，许多老人和孩子被安排在一些学校的体育馆里过夜；医院里虽然躺满了受伤人员，甚至有的医院还停了电，但是医护人员都在尽心尽责地为伤员治疗；许多商店、超市的货架全倒了，满地狼藉，但是营业员将食品清理出来搬到路边，向人们销售；有的饮食店在路边支起锅灶，免费向灾民提供做饭的地方；有的地方山高路又断，人们就聚集在山上，一起烧火御寒，等待救援。

普及防灾意识地震演习频繁

1995年1月17日，日本遭遇了里氏7．2级的“阪神大地震”，造成大量人员伤亡。

这次大地震后，日本政府又强化了防震抗灾措施，不仅从中央到地方迅速制定了地震防灾策略，还提高了建筑物抗震的标准。

此外，各个地震多发区的居民组织经常进行一些综合性防震训练和地域防灾训练。

日本全国各地设有许多大大小小的地震博物馆和地震知识学习馆，免费向市民开放，让市民们亲身体验地震。

这些地震馆内有模拟火灾现场的烟雾走廊，有模拟地震的震动平台，供人们亲身体验6级“地震”的状态。

因此，对日本国民来说，强烈的防震救灾意识已经深入人心。

在每年法定的“防灾日”，日本全国上下都会动员市民参与大规模的地震防灾演练，一方面让市民懂得如果应付突如其来的灾难，另一方面也是提醒市民时时不忘防灾。

防震体系完备临震经验丰富

数百万年前，由于太平洋海底火山爆发，形成了日本现在的大小岛屿。

日本东海岸面临太平洋的一片极深海域，如今这一带海底仍不安定，因而日本成了地震多发地区。

在这块经常晃动的岛屿上，“久经震场”的日本人由于掌握了大量的地震知识，积累了丰富的临震经验，所以面对地震往往比其他国家的人要镇静得多。

同时，日本在测震、防震、救灾方面下了很大工夫，投入了巨资，这也是日本人不怕地震的一个重要原因。

早在1978年，日本便制定了《大规模地震对策特别措施法》，规定一旦预测到大地震，在发生前两三天，将由首相亲自发表《警戒宣言》，政府随即启动全面避难救援措施。

除此之外，日本科学家还在一些海域的水下2000米的海槽上安装了监测系统，通过海上监测船将有关信息发射到人造卫星上，再利用全球定位系统，密切监视大陆架板块的移动。
