  Abstract:

Intelligenttraffictelematicsisthedevelopmentdirectionofmodernintelligenttransportation,thepaperanalyzesthecurrentoutstandingproblemsfacingthehighwayrescue,combinedwiththeactualneedsoftherescuedecisionsdiscussedonthehighwayrescuevehiclenetworkingtechnology,whichcangreatlyincreasethemotorwayrescueefficiencyandrescueeffect.

  1Foreword

  ExpresswaysinChinafromscratch,hasbroughttothetransportefficient,fastandeasyatthesametimehasalsobroughtaboutnegativeeffects,suchastrafficaccidentsincreased.NumberofhighwayaccidentsinChina,deathtoll,injuriesincontinuousgrowth[1].

  Existingstudiesshowthattrafficincidentresponsetimeshortened1min,clearingperiodmaybeshortenedby4~5min.Aftertheaccident,deathtollwithinthe30min85%percentofthetotalnumberofdeaths,canbeeffectiveinlessthan30minaftertheaccidentrescue,accidentfatalityratewillbegreatlyreduced.Therefore,reducingtrafficincidentresponsetime,reducetheincidenceofinjuriesandcleanuptime,isofgreatsignificance.

  Highwayrescuetechniquesbasedontelematicscanmaketheemergencyservicesoftheaccidentforthefirsttimebenotifiedandrespondaccordingtothecircumstancesoftheaccidenttorationalizerecentlythroughtheoptimalpathofrescueworkersandfiremenrushedtothescene,whichisboundtogreatlyenhancerescueeffectiveness.

  2highwayaccidentshighlightproblemsfacedbyrescue

  2.1Inefficienciesininformationacquisitionandpublishing

  Atpresent,theInductioncoilmostsettingsinthetrafficdiversionoftheHighwayDepartment.Moreartificialcollectionofinformation,largelybytheirownersandwitnessesthepoliceorpatrolofficerscollectedinformation.Collectedaccidentdatainfield,90%bytelephonetransmission,10%discoveredbypatrolcar,video[2].Andintermsofinformationdisseminationfacilities,whilesectionsofroadswithinformationboards,butlesspublishingtraffic-relatedinformation.Thus,inefficienciesininformationacquisitionandpublishingfacilitiesinfielduse.

  Atpresent,themostthreehighwayelectromechanicalsystemisdevelopedbydifferentsoftwarecompanies,datastructure,datatransmissionmodearedifferent,leadtothelowutilizationrateofinformation,degreeofintegration[3].Highwaymajormanagementdepartment,highwaymanagement,roadandthetrafficpolice,allhavetheirownwayofinformationacquisition,afewbigdepartmentbetweennotonlythelackofeffectiveinformationcommunicationandsharing,andeachhaveinformationofalignmentisalsoverylow.

  connectivityTelematicsisconvergenceofInternetandmobileInternetderived,throughavarietyofinformationsensingequipment,usingsatellitenavigation,mobilecommunicationandwirelessInternetaccesstechnologyandnetworkservices,suchasenablingtechnology,achievinghuman,intelligentsynergyamongvehicles,roads,environment,soastoachieveharmonyandunity,whileaccordingtodifferentfunctionalneeds,tomonitortheoperationalstatusofallvehiclesandintegratedservicedelivery.Telematics,namely“carmovinganimalsnetworkingtechnology”referstotheelectronictagsmountedonvehiclesbyradiofrequencyidentificationtechnologytoachievetheinformationnetworkplatformforallvehiclesonpropertyinformationforextractionandstaticanddynamicinformationandeffectiveuseof,anddependingontheoperationalstatusoffunctionalrequirementsforallvehiclesforeffectiveregulationandtheprovisionofintegratedservices.Thistechnologyisthecoreoftheconceptoftrafficinformationnetworkcontrolplatformmountedoneachcar’ssensorterminals,toachieveeffectivesupervisionandtoprovidecomprehensiveservicestoallvehiclesthatITS,intelligenttransportation.Istheadvancedsensortechnology,networktechnology,communicationtechnology,dataprocessingtechnology,automaticcontroltechnology,informationtechnologyandotherappliedorganicallythewholetransportmanagementsystemandestablishareal-time,accurate,efficient,integratedtransportationmanagementandcontrolsystem.

  Basedoncarnetworkingofrescuetechnologyintohasgeographicinformationtechnology,andglobalsatellitepositioningtechnology,andwirelesscommunicationstechnology,andnetworkcommunicationsandinformationsecuritytechnology,technology,willpersonnel,andvehiclesofmonitoringmanagement,andcommandscheduling,andtargettrack,andemergencyalarm,andinformationpublishing,varietyvalue-addedservicesetYuone,formedsetlocationmonitoring,andalarmprocessing,andtransporttaskscheduling,andrescuemanagementofintegratedinformationmanagementplatform.  4.1vehiclemonitoringtechnology

  UsingGPS/GSM/GISandadvancedtechnologysuchastheInternet,positioningofthevehiclescanbeachievedforquerying,tracking,andviewthebackupcarsystemvehiclesofyouridentityandinformation[4].Bytheinstallationofportablein-carterminals,throughsystematicmonitoringnetworkswillbewalkingthecourse,fatiguedriving,overloading,emergencyalarmmonitoring.In-carsystemshavealsobeenrecordedinalltheimportantpartsofthevehicletypeandmanufacturer,whenavehiclebreaksdown,whichwillprovideaccurateinformationreferenceforrescueworkers.Trafficaccidentsareoftencausedbyspeeding.Managerscanmonitorandenforceconstraintsinapre-definedwaycarscanonlydrivewithinthespeedlimitsprescribed,whichgreatlyimprovesroadsafety.

  4.2Automaticalarmtechnology
