ManyintheMiddleEasthavingdifficultyinadjustingthemselvestothenewsituationcreatedbythedepartureoftheimperialpowers.Forthefirsttimeinalmost200yeras,therulersandpeoplesoftheMiddleEastartehavingtoacceptthefinalresponsibilityfortheirownaffairestomaketheirownmistakesandtoaccepttheconsequences.Thisisdifficulttointernalize,eventoperceive,aftersolongaperiod.Fortheentirelifetimesofthosewhoformulateandconductpolicyatthepresenttimeandoftheirpredecessorsformanygenerations,vitaldecisionsweremadeelsewhere,ultimatecontrollayelsewhere,andtheprincipletaskofstatesmanshipanddiplomacywasasfaraspossibletoavoidorreducethedangersofthissituationandtoexploitsuchopportunitiesasitmightfromtimetotimeoffer.Itisverydifficulttoforsakethehabitsnotjustofalifetimebutofawholeeraofhistory.Thedifficultyismuchgreaterwhenalienculture,socialandeconomicpreeminencecontinuesandevenincreases,despitetheendingofalienpoliticalandmilitarydomination.

MilitaryandtoagrowingextentpoliticalinterventionbytheWesthasindeedended,buttheimpactofitsscienceandculture,itstechnology,amenitiesandinstitutionsremainsandevenincreases.Asinotherpartsofthenon-Westernworld,thisimpacthasbeenandwillbeenormous.Inthesecircumstances,itisnaturalthatMiddleEasternersshouldcontinuetoassume–andproceedontheassumption---thatrealresponsibilityanddecisionstilllieelsewhere.Initscrudestform,thisbeliefleadstowildandstrangeconspiracytheoriesdirectedagainstthosewhomtheyregardastheirenemies---Israel,andmoregenerallytheJews,theUnitedStates,andmoregenerallytheWest.Notheoryistooabsurdtobeassertedortoopreposteroustobewidelyandinstantlybelieved.Eaveamongmoreresponsiblestatesmenandanalysts,asimilarbeliefinalienpower,albeitinalesscrudeform,oftenseemstoguidebothanalysisandpolicy.Someevengosofarastoinviteoutsideintervention,presumableinthebeliefthatonlyoutsidepowershavethecapacitytomakeandenforcedecisions.AcaseinpointistheconstantappealtotheUnitedStatestoinvolveitselfintheArab-Israelconflict,oddlycoupledwiththerepeatedaccusationof“:
