InMexico,PresidentVicenteFoxismakinganefforttocalmprotestsinthefarmingsectorthroughadialoguewiththegovernment.But,thetalk,sofar,ismostlyone-sided.

ThedialoguebetweenFoxgovernmentofficialsandfarmgroupleadersheldonTuesdayhereinMexicoCityincludedtwocabinetofficialsandanumberofgovernorsandlegislators,butveryfewcampesinos,asthefarmersarecalledinSpanish.

Theleadersofthenation’slargestcampesinoorganizations,theCongresoAgrarioPermanente,orPermanentAgrarianCongress,andtheConfederationNationalCampesino,orNationalFarmersConfederation,boycottedthesession.Theycomplainedthatthegovernment'sdecisiontochangethevenue,fromtheNationalArchivesbuildingtoasportscomplex,violatedanagreementtoconsultwiththemonsucharrangements.

PresidentFoxiscallingonallsuchgroupstoattendanothermeetinglaterthisweeksothattheycancontributetotheefforttoimprovethelotofMexico'sfarmers.

ButcampesinoleaderssayNAFTAhasfavoredsuchlarge-scaleoperationsandleftbehindthemillionsofpoor,small-scalefarmerswhocannotcompetewiththeUnitedStatesandCanada.Twoweeksago,some20,000campesinosmarchedinMexicoCitydemandingthatthegovernmentrenegotiateNAFTA,somethingPresidentFoxhassaidhewouldnotfavor.

Underthetermsofthetreaty,tariffsonseveralcommoditieswerereducedtozeroonJanuary1.By2008,tariffsaresettofallonanumberofotherproductsincludingcorn,sugarandbeans.

TheUnitedStateshasremainedoutofthefrayoverNAFTAhereinMexicootherthanissuingstatementshighlightingthebenefitsoftheagreement.However,Canada’sambassadortoMexico,KeithChristie,inaninterviewpublishedintheReformanewspaperTuesday,saidhiscountryisagainstanychangeinthetreaty.HesaidNAFTAisacompletepackageanditisnotpossibletochangeonepartwithoutreopeningtheentireagreement.That,hesaid,wouldnotbegoodforanyofthecountriesinvolvedandhenotedthatbothCanadaandMexicohavegainedmorethantheUnitedStatesintermsofincreasedexportsasaresultofNAFTA.
