candidate.Sincethattime,DemocratshavecontinuedtoconveneonceeveryfouryearsanddraftapartyplatformandnominateaPresidential
candidate.Andourmeetingthisweekisacontinuationofthat
tradition.Butthereissomethingdifferentabout
tonight.Thereissomethingspecialabout
tonight.Whatisdifferent?
Whatisspecial?
I,BarbaraJordan,amakeynote
speaker.Alotofyearspassedsince1832,andduringthattimeitwouldhavebeenmostunusualforanynationalpoliticalpartytoaskthataBarbaraJordantodeliverakeynote
address.ButtonighthereI
am.AndIfeelthatnotwithstandingthepastthatmypresencehereisoneadditionalbitofevidencethattheAmericanDreamneednotforeverbe
deferred.
NowthatIhavethisgranddistinctionwhatintheworldamIsupposedtosay?
IcouldeasilyspendthistimepraisingtheaccomplishmentsofthispartyandattackingtheRepublicans--butIdon’tchoosetodo
that.IcouldlistthemanyproblemswhichAmericans
have.Icouldlisttheproblemswhichcausepeopletofeelcynical,angry,
frustrated:
problemswhichincludelackofintegrityingovernment;
thefeelingthattheindividualnolongercounts;
therealityofmaterialandspiritualpoverty;
thefeelingthatthegrandAmericanexperimentisfailingorhas
failed.Icouldrecitetheseproblems,andthenIcouldsitdownandofferno
solutions.ButIdon’tchoosetodothat
either.ThecitizensofAmericaexpect
more.Theydeserveandtheywantmorethanarecitalof
problems.
Weareapeopleinaquandaryaboutthe
present.Weareapeopleinsearchofour
future.Weareapeopleinsearchofanational
community.Weareapeopletryingnotonlytosolvetheproblemsofthepresent,unemployment,inflation,butweareattemptingonalargerscaletofulfillthepromiseof
America.Weareattemptingtofulfillournationalpurpose,tocreateandsustainasocietyinwhichallofusare
equal.Throughoutouthistory,whenpeoplehavelookedfornew
waystosolvetheirproblems,andtoupholdtheprinciplesofthisnation,manytimestheyhaveturnedtopolitical
parties.TheyhaveoftenturnedtotheDemocratic
Party.Whatisit?
WhatisitabouttheDemocraticPartythatmakesittheinstrumentthepeopleusewhentheysearchforwaystoshapetheirfuture?
WellIbelievetheanswertothatquestionliesinourconceptof
governing.Ourconceptofgoverningisderivedfromourviewof
people.Itisaconceptdeeplyrootedinasetofbeliefsfirmlyetchedinthenationalconscienceofallof
us.
Nowwhatarethesebeliefs?
First,webelieveinequalityforallandprivilegesfor
none.ThisisabeliefthateachAmericanregardlessofbackgroundhasequalstandinginthepublicforum--allof
us.Becausewebelievethisideasofirmly,weareaninclusiveratherthananexclusive
party.Leteverybodycome!
IthinkitnoaccidentthatmostofthoseemigratingtoAmericainthe19thcenturyidentifiedwiththeDemocratic
Party.WeareaheterogeneouspartymadeupofAmericansofdiverse
backgrounds.
Webelievethatthepeoplearethesourceofallgovernmentalpower;
thattheauthorityofthepeopleistobeextended,not
restricted.Thiscanbeaccomplishedonlybyprovidingeachcitizen
witheveryopportunitytoparticipateinthemanagementofthe
government.Theymusthavethat,we
believe.Webelievethatthegovernmentwhichrepresentstheauthorityofallthepeople,notjustoneinterestgroup,butallthepeople,hasanobligationtoactively--underscoreactively--seektoremovethoseobstacleswhichwouldblockindividualachievement-obstaclesemanatingfromrace,sex,economic
condition.Thegovernmentmustremovethem,seektoremove
them.
Weareapartyof
innovation.Wedonotrejectourtraditions,butwearewillingtoadapttochangingcircumstances,whenchangewe
must.Wearewillingtosufferthediscomfortofchangeinordertoachieveabetter
future.WehaveapositivevisionofthefuturefoundedonthebeliefthatthegapbetweenthepromiseandrealityofAmericacanonedaybefinally
closed.
Webelieve
that.This,myfriends,isthebedrockofourconceptof
governing.ThisisapartofthereasonwhyAmericanshaveturnedtotheDemocratic
Party.Thesearethefoundationsuponwhichanationalcommunitycanbe
built.Let’sallunderstandthattheseguidingprinciplescannotbediscardedforshort-termpolitical
gains.Theyrepresentwhatthiscountryisall
about.TheyareindigenoustotheAmerican
idea.Andtheseareprincipleswhicharenot
negotiable.
Inothertimes,IcouldstandhereandgivethiskindofexpositiononthebeliefsoftheDemocraticPartyandthatwouldbe
enough.Buttodaythatisnot
enough.Peoplewant
more.Thatisnotsufficientreasonforthemajorityofthepeopleofthiscountrytovote
Democratic.Wehavemade
mistakes.Werealize
that.Inourhastetodoallthingsforallpeople,wedidnotforeseethefullconsequencesofour
actions.Andwhenthepeopleraisedtheirvoices,wedidn’t
hear.Butourdeafnesswasonlyatemporarycondition,andnotanirreversible
condition.
EvenasIstandhereandadmitthatwehavemademistakes,IstillbelievethatasthepeopleofAmericasitinjudgmentoneachparty,theywillrecognizethatourmistakesweremistakesofthe
heart.They’llrecognize
that.
Andnowwemustlooktothe
future.Letusheedthevoiceofthepeopleandrecognizetheircommon
sense.Ifwedonot,wenotonlyblasphemeourpoliticalheritage,weignorethecommontiesthatbindall
Americans.Manyfearthe
future.Manyaredistrustfuloftheirleaders,andbelievethattheirvoicesarenever
heard.Manyseekonlytosatisfytheirprivatework
wants.Tosatisfytheirprivate
interests.ButthisisthegreatdangerAmerica
faces.Thatwewillceasetobeonenationandbecomeinsteadacollectionofinterest
groups:
cityagainstsuburb,regionagainstregion,individualagainst
individual.Eachseekingtosatisfyprivate
wants.Ifthathappens,whothenwillspeakforAmerica?
Whothenwillspeakforthecommongood?
Thisisthequestionwhichmustbeansweredin
1976.Arewetobeonepeopleboundtogetherbycommonspirit,sharinginacommonendeavor;
orwillwebecomeadividednation?
Forallofitsuncertainty,wecannotfleethe
future.WemustnotbecomethenewPuritansandrejectour
society.Wemustaddressandmasterthefuture
together.Itcanbedoneifwerestorethebeliefthatweshareasenseofnationalcommunity,thatweshareacommonnational
endeavor.Itcanbe
done.Thereisnoexecutiveorder;
thereisnolawthatcanrequiretheAmericanpeopletoformanational
community.Thiswemustdoasindividuals,andifwedoitasindividuals,thereisnoPresidentoftheUnitedStateswhocanvetothat
decision.Asafirststep,wemustrestoreourbeliefin
ourselves.Weareagenerouspeoplesowhycan’twebegenerouswitheachother?
WeneedtotaketoheartthewordsspokenbyThomas
Jefferson:
“Letusrestoretosocialintercoursethatharmonyandaffectionwithoutwhichlibertyandevenlifearebutdreary
things.”
Anationisformedbythewillingnessofeachofustoshareintheresponsibilityforupholdingthecommon
good.Agovernmentisinvigoratedwheneachofusiswillingtoparticipateinshapingthefutureofthis
nation.Inthiselectionyearwemustdefinethecommongoodandbeginagaintoshapeacommon
future.Leteachpersondohisorher
part.Ifonecitizenisunwillingtoparticipate,allofusaregoingto
suffer.FortheAmericanidea,thoughitissharedbyallofus,isrealizedineachoneof
us.
Andnow,whatarethoseofuswhoareelectedpublicofficialssupposedtodo?
WecallourselvespublicservantsbutI’lltellyou
this:
Weaspublicservantsmustsetanexamplefortherestofthe
nation.Itishypocriticalforthepublicofficialtoadmonishandexhortthepeopletoupholdthecommongoodifwearederelictinupholdingthecommon
good.Moreisrequiredofpublicofficialsthanslogansandhandshakesandpress
releases.Moreis
required.Wemustholdourselvesstrictly
accountable.Wemustprovidethepeoplewithavisionofthe
future.
Ifwepromiseaspublicofficials,wemust
deliver.Ifweaspublicofficialspropose,wemust
produce.IfwesaytotheAmericanpeopleitistimeforyoutobesacrificial;
sacrifice.Ifthepublicofficialsaysthat,wemustbethefirstto
give.Wemust
be.Andagain,ifwemakemistakes,wemustbewillingtoadmit
them.Wehavetodo
that.Whatwehavetodoisstrikeabalancebetweentheideathatgovernmentshoulddoeverythingandthatidea,thebelief,thatgovernmentoughttodo
nothing.Strikea
balance.Lettherebenoillusionsaboutthedifficultyofformingthiskindofanational
community.It’stough,difficult,not
easy.ButaspiritofharmonywillsurviveinAmericaonlyifeachofusremembersthatweshareacommon
destiny.Ifeachofusrememberswhenself-interestandbitternessseemtoprevailthatweshareacommon
destiny.
Ihaveconfidencethatwecanformthiskindofnational
community.
IhaveconfidencethattheDemocraticPartycanleadthe
