国外提供package的公司一般是由年薪的。
Signingbonus签约奖金签约奖金很大程度上是为了能招聘到人才而使用的一种激励制度。
譬如两个竞争对手，都需要同一级别的人员，而相互间工资水平不存在很大差别，因为很高也就不存在“挖”的问题了，一般市场上没有30％的差幅是很难对一些关键岗位的人造成吸引的。
但是，如果你把工资提高30％，就会打破企业现在的工资结构，企业不能为某一个岗位、某几个人做这样的安排，所以就去设计一种签约奖金，一般一次性付给人才（平均摊后仍相当于他当月工资提高30％），但他的工资与现行的工资一样，不用改变企业现行工资制度。
