禅城区季华二路以南，禅西大道以西，东平河以北围合的区域。

总用地面积约2700亩，其中启动区的建设用地约占500亩（可根据城市设计方案及区政府的有关要求作适当调整）。

为促使智慧型产业在禅城迅速落地生根，禅城将以佛山高新区为依托，打造战略新兴产业核心基地，目前已经预留了足够的土地空间，并出台相关配套政策（资金、人才、土地），加快创新平台、服务平台建设。

禅城智慧型现代产业体系将包括加快发展战略性新兴产业，重点发展现代服务业，改造提升优势传统产业三大方面内容。

禅城将着力培育光电产业、新IT产业、物联网产业、新能源产业等四大战略性新兴产业；发展总部经济、金融服务业、现代物流业、服务外包业、商务会展与中介服务业等五大现代服务业。

广佛都市圈是珠三角的核心都市圈，是广东地区的地理中心及产业链条中心、行政管理中心，也是泛珠三角的核心区域。

广佛都市圈的目标是推动新一轮经济起飞，广佛都市圈的建设，使佛山和禅城面临着巨大的历史机遇，这对于提高禅城在佛山和整个珠三角甚至泛珠三角的地位，提升其综合服务功能都具有巨大的促进作用。

正准备建设的地铁2号线沿将季华路高新园区范围设两个站点，通向广州交通枢纽广州新客站，高新园区具有广佛都市圈建设得天独厚的区位条件。

3.2研究的内容

策划方案需着眼城市发展全局，根据禅城区城市发展战略、该片区发展战略研究，充分吸收和借鉴先进规划策划理念，研究智慧新城的发展目标与功能定位，产业定位、产业发展布局和发展策略，提出产业发展时序和招商引资开发经营模式、产业配套发展建议、建设方式等内容，有效引进一批跨国公司关注并参与。

用大项目为主，服务类配套，用智慧理念建设和管理智慧新城。

智慧新城应尽量减少居住建筑的建设，形成总部、金融、研发三位一体的片区发展模式。

3.3.1功能结构

佛山金融第一街季华路携地铁2号线为商业带动轴，东平河北岸为滨河生态景观轴，高新园区打造智慧新城的战略新兴产业核心基地。

规划范围地块北侧有国家火炬项目、现状产业园区，东邻石湾陶瓷发祥之地、千年陶都，西接南庄生态景观湖产业旅游基地。

JihuaRoad,theNo.1financialstreetinFoshan,takestheNo.2subwaylineasthecommercialdrivingaxis,withthenorthbankofDongpingRiverastheriversideecologicallandscapeaxis.TheHigh-techZoneisdevelopedintothecorebaseofstrategicemergingindustryofthe“WisdomNewTown”.Onthenorthernsideoftheplotwithintheplanningscope,thereisanationaltorchplan.Fortheexistingindustrialzone,itisadjacenttotheplaceoforiginofShiwanporcelainintheeast,whichisaporcelaincapitalwiththousand-yearhistory;while,inthewest,itbordersonthetourismbaseofNanzhaungEcologicalLandscapeLakeindustry.

3.3.2交通架构

禅西大道为南北向的快速道路，现正在施工，未来与季华路立交接驳。

佛开高速公路北连广州，正进行拓宽改造，穿越该规划范围。

南北向城市次干道华宝路与张槎街道主要道路衔接，已建成通车。

华富南路为现状道路。

ChanxiAvenueisasouth-to-norththroughway.Itisunderconstructionnow.ItwillconnectwiththeflyoverofJihuaRoad.FokaiExpressway,connectingtoGuangzhouinthenorth,isunderexpansionandreconstruction,andpassesthroughtheplanningscope.HuabaoRoad,asouth-to-northurbancollectorstreet,connectsthemainroadofZhangchaStreet.Ithasbeencompletedandopentotraffic.SouthHuafuRoadistheexistingroad.

主要商业、景观大道，城市主干道季华路已建成通车，是禅城区东西向的大动脉。

东平路为现状建设于河堤上的道路。

JihuaRoad,asthemaincommercial,landscapeavenueandurbanthorough-fare,hasbeencompletedandopentotraffic.Itistheeast-to-westmainarteryofChanchengDistrict.DongpingRoadisaroadbuiltontheriverbankatpresent.

3.3.3以容积率作为密度分区的主要指标，该规划范围全区划分为4个密度分区。

季华路沿线地块容积率为5.0以上。
