　　检察院积极推进三项重点工作建设报告216年全国两会在北京人民大会堂顺利召开，在最高人民检察院检察长做的工作报告中的数据指出，216年检察机关突出查办大案要案，立案侦查贪污贿赂大案18191件、重特大渎职侵权案件3175件。

查办涉嫌犯罪的县处级以上国家工作人员267人，其中厅局级24人、省部级8人。

这些大要案的告破，显示出检察机关反腐败的力度。

　　反腐败一直是社会关注的热点，检察机关作为法律监督机关，肩负着惩治国家工作人员职务犯罪的职责。

县检察院认真贯彻全国两会精神，认真落实上级检察机关和县委的工作部署，深刻领会三项重点工作的精神实质，正确认识检察工作在推进三项重点工作中的重要作用，全面把握三项重点工作与执法办案的关系。

坚持以执法办案为依托，在履行各项检察职能中深入推进三项重点工作，取得初步成效。

　　一、紧扣执法办案的重点环节，深入推进社会矛盾化解

　　首先，严厉打击各类刑事犯罪，切实解决好群众最关心、最直接、最现实的利益问题。

依法严厉打击黑恶势力犯罪、严重暴力犯罪、多发性侵财犯罪。

突出打击危害重点投资项目、危害重点企业发展、破坏生态环境的犯罪，以及破坏社会主义市场经济犯罪。

依法公诉一批在全县有较大影响的非法吸收公众存款等涉众型犯罪案件。

在严厉查办案件的同时，注重贯彻宽严相济的刑事政策，适当控制办案节奏，尽最大可能减少对抗，促进和谐。

　　其次，严肃查办和积极预防职务犯罪，坚决查处发生在民生领域、容易引发党群干群矛盾的职务犯罪案件。

在全县实施“软环境硬治理”行动中，严肃查办行政执法人员的“中梗阻、底板结”案件，先后查办了发生在规划系统的7名工作人员职务犯罪窝案，促进全县干部队伍执行力建设，确保了经济安全运行。

认真开展职务犯罪风险源点排查工作，在“勤廉睢宁”惩防体系建设中发挥检察职能作用。

　　第三，加大诉讼监督力度，坚决监督纠正群众反映强烈的执法不严、司法不公问题。

大力加强对诉讼活动的法律监督，维护公平正义，更好地服务全县改革发展稳定大局，努力解决关系民生的突出问题。

开展“土地出让市场秩序专项监督行动”，采取督促起诉、支持起诉等方式遏制巨额土地出让金等国有资产流失。

　　二、紧扣执法办案的职能延伸，深入推进社会管理创新

　　一是认真做好不立案、不捕、不诉、不抗诉案件的释法说理工作。

通过公开透明、有理有据的释法说理，增进当事人与执法者之间的理解沟通，化解矛盾，促使当事人服判息诉。

二是认真做好检察环节的综合治理工作。

广泛开展送法“进社区、进企业、进学校、进农村”活动，提高农村干群法律意识。

加强青少年的法制宣传教育和维权工作，多名干警参与“社会妈妈”助养孤儿活动。

在春节前后加强对留守儿童的关怀教育力度。

三是认真做好社会风险排查研判工作。

对情感纠纷引发杀人案、保证合同纠纷申诉案等类案多发的态势，进行分析研判，风险研判报告引起上级检察机关和当地党委政府的重视。

　　三、紧扣执法办案的公信力建设，深入推进公正廉洁执法

　　加强内部制约。

加强对领导班子及成员的重点监督，强势推进执法规范化建设，严格办案质量监督管理；针对执法办案的重点环节和部位，健全制度规范，认真落实省院办案工作流程；健全检察人员执法档案。

　　加强外部监督。

主动争取党的领导和支持，重要事项、重大案件主动向县委汇报。

更加自觉和主动接受人大监督、政协民主监督和舆论监督，实行检察工作“联络月”、“开放日”制度；邀请人大代表、人民监督员、律师及调解中心等相关人员参与执法办案各环节，在坚持威严执法的同时，主动将执法全过程置于外部监督之下；与公安、法院、司法行政部门分别召开座谈会，出台规范性文件，加强相互监督配合。

深化检务公开，检察长通过县电视台进行公开承诺。

　　加强能力建设。

继续推进人才强检战略，组织开展有针对性、实效性的岗位练兵和业务竞赛，培养各类业务能手，进一步完善学习培训制度。

在坚持从严治检的同时，开展感恩教育，完善从优待检措施，真心实意关心干警的成长和进步，积极帮助干警解决后顾之忧。

　　四、紧扣执法办案的质效提升，不断创新思路、创优品牌

　　在深入推进三项重点工作中注重用新思路、新方法、新机制来解决遇到的情况和问题，努力实现执法办案法律效果、政治效果和社会效果的有机统一。

在社会矛盾化解方面，建立健全捕后针对性说理机制，未成年人犯罪办理工作机制，认罪轻案办案机制以及检察长下访工作机制等。

在社会管理创新方面，建立检察长驻监所工作机制，加强对刑罚执行和监管活动的监督；建立网络新闻发言人制度，增强舆论引导工作的主动性和实效性；建立预防青少年犯罪工作机制，培养青少年的法制意识和维权意识。

在公正廉洁执法方面，对近年来行之有效的自侦办案审调分离工作机制、公诉预查机制、审查批捕期限倒推机制、动态考核工作机制进行认真总结，并出台规范性文件。
