29LeakageCurrentTest

29.1Acord-connectedproductratedforanominal240-voltorlesssupplyshallbetestedinaccordancewith29.3-29.6.Leakagecurrentshallnotexceed:

a)0.5milliampereforanungrounded2-wireproduct;

b)0.5milliampereforagrounded,3-wire,portableproduct;

and

c)0.75milliampereforagrounded,3-wire,product:

1)Employingastandardattachmentplugrated20amperesorless;

2)Intendedtobefastenedinplaceorlocatedinadedicatedspace.

29.2Leakagecurrentreferstoallcurrents,includingcapacitivelycoupledcurrents,thatmaybeconveyedbetweenexposedconductivesurfacesofanapplianceandgroundototherexposedconductivesurfacesofanappliance.

29.3Allexposedconductivesurfacesaretobetestedforleakagecurrents.Theleakagecurrentsfromthesesurfacesaretobemeasuredtothegroundedsupplyconductorindividuallyaswellascollectivelywheresimultaneouslyaccessible.Partsareconsideredtobeexposedsurfacesunlessguardedbyanenclosureconsideredacceptableforreducingtheriskofelectricshockasdefinedin9.1-9.5.Surfacesareconsideredtobesimultaneouslyaccessibleiftheycanbereadilycontactedbyoneorbothhandsofapersonatthesametime.Thesemeasurementsdonotapplytoterminalsoperatingatvoltagesthatarenotconsideredtoinvolveariskofelectricshock.Ifallaccessiblesurfacesarebondedtogetherandconnectedtothegroundingconductorofthepower-supplycord,theleakagecurrentcanbemeasuredbetweenthegroundingconductorandthegroundedsupplyconductor.

29.4Ifaconductivesurfaceotherthanmetalisusedfortheenclosureorpartoftheenclosure,theleakagecurrentistobemeasuredusingmetalfoilhavinganareaof10by20centimeters(3.9by7.9inches)incontactwiththesurface.Ifthesurfacehasanareaoflessthan10by20centimeters(3.9by7.9inches),themetalfoilistobethesamesizeasthesurface.Themetalfoilisnottoremaininplacelongenoughtoaffectthetemperatureoftheappliance.

29.5ThemeasurementcircuitforleakagecurrentistobeasillustratedinFigure29.1.Themeasurementinstrumentisdefinedin(a)–(d).Themeterthatisactuallyusedforameasurementneednotonlyindicatethesamenumericalvalueforaparticularmeasurementaswouldthedefinedinstrument.Themeterusedneednothavealltheattributesofthedefinedinstrument:

a)Themeteristohaveaninputimpedanceof1500ohmsresistiveshuntedbyacapacitanceof0.15microfarad.

b)Themeteristoindicate1.11timestheaverageofthefull-waverectifiedcompositewaveformofthevoltageacrosstheresistororcurrentthroughtheresistor.

c)Overafrequencyrangeof0-100kilohertz,themeasurementcircuitryistohaveafrequencyresponse–ratioofindicatedtoactualvalueofcurrent–equaltotheratiooftheimpedanceofa1500-ohmresistorshuntedbya0.15-microfaradcapacitorto1500ohms.Atanindicationof0.5milliampere,themeasurementisnottohaveanerrorofmorethan5percentat60hertz.

d)Unlessthemeterisbeingusedtomeasureleakagefromonepartofanappliancetoanother,themeteristobeconnectedbetweentheaccessiblepartsandthegroundedsupplyconductor.

29.6Asampleoftheapplianceistobetestedforleakagecurrentintheas-receivedcondition,withoutpriorenergizationexceptasmayoccuraspartoftheproductionlinetesting,butwiththegroundingconductor,ifany,openattheattachmentplug.Thesupplyvoltageistobeadjustedtotheapplicablevaluesspecifiedin33.1.8.Thetestsequence,withreferencetothemeasuringcircuit,Figure29.1,istobeasfollows.

a)WiththeswitchS1open,theapplianceistobeconnectedtothemeasuringcircuit.LeakagecurrentistobemeasuredusingbothpositionsofswitchS2,andwiththeapplianceswitchingdevicesinalltheirnormaloperatingpositions.

b)SwitchS1isthentobeclosed,energizingtheappliance,andwithin5seconds,theleakagecurrentistobemeasuredusingbothpositionsofswitchS2andwiththeapplianceswitchingdevicesinalltheirnormaloperatingpositions.

c)Theleakagecurrentistobemonitoreduntilthermalstabilization.BothpositionsofswitchS2aretobeusedindeterminingthismeasurement.Thermalstabilizationistobeobtainedbyoperationasinthenormaltemperaturetest.

29.7Normallythecompleteleakagecurrenttest,asdescribedin29.6,istobeconductedwithoutinterruptionforothertests.However,withtheconcurrenceofthoseconcerned,theleakagecurrenttestmaybeinterruptedtoconductothernondestructivetests.

30ContinuityofGroundingCircuitTest

30.1Theresistanceshallbenotmorethan0.1ohmbetweenanypointrequiredtobegrounded,asspecifiedin25.1.2,and:

a)Foranapplianceintendedforpermanentelectricalconnection,thepointontheenclosureatwhichthepower-supplysystemwillbeconnected.

b)Foracord-connectedapplianceemployingagroundingconductorinthecord,thepointtowhichthegroundingconductorofthepower-supplycordisconnected.

30.2Theresistancemaybedeterminedbyanyconvenientmethodexceptthatifunacceptableresultsareobtained,eitheradirectoralternatingcurrentequaltothecurrentratingofthemaximum-current-ratedbranch-circuitovercurrent-protectivedevicethatmaybeemployedwiththeapplianceistobepassedfromtheequipmentgroundingterminalorthepointofattachmentofthewiringsystemtothedeadmetalpart,andtheresultingdropinpotentialistobemeasuredbetweenthesetwopoints.Theresistanceinohmsisdeterminedbydividingthedropinpotentialinvoltsbythecurrentinamperespassingbetweenthetwopoints.

31StartingCurrentTest

31.1Whenoperatedasdescribedin31.3,anapplianceshallstartandoperatenormallywithout:

a)Trippinganoverloadprotectorprovidedaspartoftheappliance;

or

b)Openingthefuse,whenconnectedtoacircuitprotectedbyafuseasdescribedin31.2.

31.2Thefusementionedin31.1(b)istobeotherthanatime-delaytype.Thecurrentratingofthefuseistobeequaltothecurrentratingofthesupplycircuitofthelowestratingtowhichtheapplianceisintendedtobeconnected.

Exception:

Atime-delayfusemaybeemployed,providedthattheapplianceismarkedinaccordancewith55.1.2and:

a)Theconstructionoftheapplianceorthenatureofitsusageissuchthatitislikelytobeusedcontinuallyonthesamebranchcircuitafterinstallation–forexample,awindowfan,anatticventilator,orthelike;

b)Theapplianceisofthehouseholdtypethatwouldnormallybeusedona15-or20-amperebranchcircuit.

31.3Todeterminewhetheranappliancecomplieswiththerequirementsin31.1.theapplianceistobeconnectedtoapower-supplycircuitprotectedbyafuseasspecifiedin31.2orintheexceptionto31.2,whicheverapplies.Theapplianceistobeatroomtemperatureatthebeginningofthetest.Theapplianceistobestartedthreetimeswithouttrippinganoverloadprotectorprovidedaspartoftheappliance,oropeningthefuseprotectingthesupplycircuit.Eachstartoftheapplianceistobemadeunderconditionsrepresentingthebeginningofnormaloperation-thebeginningofthenormaloperatingcycleinthecaseofanautomaticappliance.Themotoroftheapplianceistobeallowedtocometofullspeedaftereachstart,andtocometorestbetweensuccessivestarts.

31.4Anapplianceemployingageneralusereceptacleshallbeloadedtothemarkedratingofthereceptacleoutlet.See18.18

32InputTest

32.1Thecurrentinputtoanapplianceshallbenotmorethan110percentoftheratedvaluewhentheapplianceisoperatedunderconditionsofintendedservice,whenconnectedtoapower-supplycircuitofmaximumratedvoltageandratedfrequency.

33TemperatureTest

33.1Allfans

33.1.1Whentestedasdescribedin33.1.3–33.2.2,anapplianceshallnot:

a)Attainconstanttemperaturesatanypointonthefansufficientlyhightocauseariskoffire;

b)Causedeteriorationofanymaterialsemployedintheappliance;

c)Haveconstanttemperaturerisesatspecificpoints(particularlythosesurfacesthatmaybecontactedbytheuserwiththefanoperatingasintended)morethanthosespecifiedinTable33.1.(See33.1.10.)

33.1.2Athermalprotectivedeviceshallnotoperateduringthetemperaturetest.See21.6.

31.1.3Coilandwindingtemperaturesaretobemeasuredbythermocoupleslocatedonexposedsurfaces,exceptthechange-in-resistancemethodmaybeusedforacoilthatisinaccessibleformountingofthermocouples,suchasacoil:

a)Immersedinsealingcompound;

b)Wrappedwiththermalinsulation;

c)Wrappedwithmorethantwolayersofmaterialsuchascotton,paper,orrayonhavingatotalthicknessofmorethan0.8mm(1/32inch).

Inanalternating-currentmotorhavingaframediameterof177.80mm(7inches)orless,thethermocoupleistobemountedontheintegrally-applied(enamel)insulationofthewindings.

33.1.4ThermocouplesaretoconsistofwiresnotlargerthanNo.24AWG.Whenthermocouple
