Butthesenext-generationincinerators,knownaswaste-to-energyplants,havenotcaughtonintheUnitedStates,wheremostgarbageisstillhauledtodistantlandfills.WhatstandsinthewayoftheU.S.adoptingmoreoftheseadvancedtechnologies?
