Morethanhalfofnon-recyclableplasticanalyzedinthesurveycamefromsachets-smallplasticpacketsoftenlinedwithaluminiumorcontainingothermaterialsthatmakethemnon-recyclable.SmallportionsofproductsrangingfromcoffeetoshampooareoftensoldinsachetsinthePhilippines,andareseenasanaffordablesolutionforconsumers.

ButGratesaidthepopularityappearedtobemorearesultofwhatisavailable,withwealthierconsumerssimplybuyingmultiplesachets."Ifyou,tothesupermarkets,it’srareforyoutobeabletobuycoffeeinbiggercontainers;it’sallinsachets,"hesaid.

Thesurveyisthefirsttimeanorganizationhastriedtoquantify(确定数量)sachetuse,andtheNGOhopestopressureboththegovernmentandindustrytotakeactiononcontrollingsingle-useplastic.Thereportfoundthatwherelocal-levelplasticbagbanshavebeenputinplaceandstrictlyenforced,usagehasdroppeddramatically.
