By2016,theUnitedStateswillnolongerbetheworld’sNo.1economy.ThattitlewillbehandedovertononeotherthanthecurrentNo.2:
China.
TheOrganizationforEconomicCooperationandDevelopmentinParissaidinreportpublishedthisweekthatChinawasoncoursetosurpasstheU.S.economyinjustthreeshortyears.
That’saboutthetimePresidentBarackObamawillendhissecondterm.ThenextpresidentwillpotentiallybethefirstonesinceWorldWarIIthatdidn’tgoverntheworld’smostpowerfuleconomy.Mostforecasts,however,haveChina’seconomyatNo.1in2020.
“Fromalong-rangeperspective,ChinahasnowovertakentheEuroareaandisoncoursetobecometheworld’slargesteconomyaround2016,afterallowingforpricedifferences,”OECDsaidinitsChinareportreleasedthisweek.
Chinastillhasalotofgrowingtodo.Bycomparison,it’spercapitaincomeisthreeandahalftimeslessthanthatoftheU.S.,andevenlessthanBrazil.ButmosteconomistsforecastthatChina’srapidurbanization—nowat50%andseenrisingto70%withinfiveyears—coupledwithhigherincomeswillchangethewayChinaoperates.Asitis,ChinaismovingfromanexportdriveneconomytoamoreWesternonethatisgearedtoitslocalconsumers.
Itsnewleadershiphasmadesocialprogramsafocusofitsfiveyearplanaswell.China,forallitswealthintheEasterncities,isstillapoorcountry.Andanagingone.Chinawillspendbillionsbuildingoutitssocialsafetynetoverthenextfewyears,improvingthelivelihoodofretiringandelderlyChinese.
Thecountryisalsofocusingmoreonhightech,value-addedproduction.Greenenergyisastrategicfocalpointofthecountry’s12thfiveyearplanandthatmeansinvestmentsinnewsectors—fromelectriccarstolithiumbatteries,toalternativeenergiesdesignedtoeradicateChina’spollutionproblem.AllofthisinvestmentisseenasafurthercatalystforrapidgrowthinChina.Intheory,newsocialpoliciesshouldbeabletospreadthewealthinthisnationof1.3billion.

TheorganizationpredictedChina’s2013GDPtocomeinat8.5%comparedto2012growthof7.5%.
“Thegradualpick-upinactivityprovidesastrongbackgroundfortheambitiousreformsChinaneedstoputinplacetocontinueontheroadtoprosperity,”OECDSecretary-GeneralAngelGurriawasquotedsayinginastorybyXinhuanewsagency.

在未来几年里,中国将斥巨资打造自己的社会保障提高退休人员和老年人的生活水平。
中国还在更多地关注高科技、高附加值产业。
绿色能源是中国第十二个五年计划的战略焦点,这意味着要对新领域进行投资——从电动汽车到锂电池,再到替代能源——从而根除污染问题。
