ThehometextileindustrysectorhasaverylargeshareinthepieofPakistan'sexportsandGDP.Thissectorearns65percentoftotalforeignexchange,inwhichabout40percentoftheworkforceisemployed.Theregisteredgrowthrangesfrom2.8percentknitwearto38.2percentsynthetictextiles.Presently,Pakistanhasthetenthpositionamongexportersoftextileanditspositioniscontinuouslydecliningintermsofvalue.Chinaisearning$39bnatthetopandIndiawith$9bnisthefifth.
FromJanuary2005onwards,thetextilebusinesswillbegovernedundertheagreementontextilesandclothingATQsignedundertheauspicesofWorldTradeOrganization.TheTextileMonitoringBoardTMBisnowlookingaftertheimplementationofnewrulesofthetradethatoffersbothchallengesandopportunitiestothecountrieslikePakistan.ToenhancethecredibilityofPakistaniproductsitneedstoadoptinternationalqualitystandards.Pakistanstillhasalongwaytogoin
obtainingcertificationsofISC-9000,ISO,14000andotherStandards.
ArecentassessmentreportissuedbytheInternationalCottonAdvisoryCommitteepointsoutrisingtextilemillsconsumptionmainlyinChinawhichislikelytopushtradefiguresofthecommoditytoarecordhigh."Internationalcottontradeisforecastatarecord8.4milliontonsin2005-06,"accountingfor34percentofprojectedworldproduction.
ImportsbyChinaareexpectedtoaccountfor35percentofworldimportsthisyearcomparedwith20percentlastyear.Exportsfrommanycountriesareprojectedtoincrease,becauseofthedemandfromChinaandhighstocks.Itsaidthecottonplantedareawasestimatedat35.4millionhectaresduring2005-06with115millionbalesprojectedcottonproductionledbyChina,theUnitedStates,IndiaandPakistan.
Pakistanislikelytoretainthefourthplaceamong
cotton-producingcountries'thisseasonafterChina,theUnitedStatesandIndia.Thefederalagricultureministryearlierthisyearset12millionbalescottonproductiontarget,butinspiredbythepreviousyear'soutputtheauthoritiesincreasedthetargetto15million.
Thecountryproducedarecord14.7millionbalesthisyearsupportedbybetterweatherandleastpestattacks,mainlyinPunjabandSingh.However,thecurrentseasonisunlikelytooffersuchbenefits.Duetolessfavorableweather,yieldsareexpectedtodecreasebyfourpercentandreach705kilogramahectare.
Normally,thiscountryexportsaroundhalfmillionbalesormoreeveryyear.Butthecotton-importingcountriesarebecomingqualityconsciousduetorisingcompetitionintextileexportsinthequota-freeregime,whichcouldaffectourexportsaswehavenotaddressedtheissueyet.
Thetextilesector,whichcontributes67%ofPakistanexports,wouldin2005faceseverestcompetitionfromothermajorsupplierslikeChina,HongKong,Thailand,India,andBangladesh.Pakistanhasmadesomeprogressinfacingpost-quotaeratotaketheproductionofthetextilegoodsupwardsinthevaluechain.
Themosttragicthingisclosureofmanysynthetic
textile-processingmills,duetofloodsoffashionpolyesterdyedandprintedfabricsfromChina.Inthemid-70'sandtillthenewmillenniumPakistanhadspecialtyintheregionforhighqualitypolyesterfinishedfabrics.
Themachinesarenowbeingplacedinjunkyardduetopolicymakers.PriortosigninganysuchtextileagreementtheCommerceandTextileMinistryshouldconsidertheimportanceofman-madefiberindustryofPakistan,includingviscosefibred.
ThetextileindustryhasamajorroleplayintheeconomicdevelopmentoftheCountryasithasanedgeoverotherindustriesinindigenousrawmaterial.Pakistanisthefourthlargestcottonproducer
ofreasonablequalityandalargelabourforcewithoneofthelowestwagesintheworld.Thespinningsectoroftextileisoneofthemostimportantsectors.Atpresentitiscompriseson453textilemillsinthecountrywith9.3millionspindlesand148thousandrotors.Outofthis,nearly7.6millionSpindlesand69thousandrotorsareinoperation.Thecapacityutilizationhasstagnatedat81.7%inspindlesand46.6%inrotors.
Yamistheprimaryproductofthetextileindustry.Theproductionandexportofthevalue-addedgoodsintextilesectordependonthesupplyofyam.Oneoftheinterestingaspectsoftextilesectoristhattheprimaryproductsaretheoutputofthecapitalincentiveindustry,whilevalue-addedgoodsmaybeproducedinthesmall-scalesectorandeveninthecottageindustry.
Thetextileindustryhasevolvedthroughnumerousstagesoverthelastfivedecades.Duringthe1960'sthespinningsectorgrewatonlyamodestrate.Duringthepoliticaluncertaintiesoftheearly1970sthroughto1984,thecottonindustrywasstagnantwithonlyameagreexpansionormodernization.Despiteseveralcomparativeadvantages,Pakistancontinuedtoproducebelowstandardproducts.
From1985throughto2000withthecombinedeffortsofprivateandpublicsector,thetextileindustrymadearapid.Developmentandbecamethecatalystforindustrialgrowth.Totalinvestmentintextileindustryduringthelastthreeyearsisnowbeingestimatedat$4billionwhich
hasledtoimprovementinproductivity,bothintermsofqualityandquantity,inyam,fabrics,hometextilesandgarments.
Inthelastthreeyears,thetextileoperatorsimportedmorethan$lbillionworthofmachinery.Thespinningsectorhasobviouslyreceivedthehighestattentionandresourcesfollowedbyweavingandthenvarioussub-sectorsofvalue-addedsegments.Besidesrevivalofl90,000spindles,morethan783,000spindleshavealsobeenaddedtothecapacityduringthelastthreeyears.Thishasresultedinincreaseddemandforrawcottonandpolyesterstaplefibers.
Theproductionanddelivery,performanceinquality,quantity,price,proficiencyandcompetencyareappearingatthelevelofacceptanceinthevarietyoftextileandclothingproducts.TheshareretainedbythedevelopingcountriesintheinternationalmarketoftextileandclothingtradepriortoJanuary1,2005,willnotbeinthesamepositioninfuture.Thelesscompetitiveexportersarelikelytolosethemarket,oratleast,areductioninexport;providedtheyarenotthepreferentialexportersthroughanyotheragreement.Identificationandovercomingtheweaknessesintrading,technology,quality,marketingandmanagementshouldbeaddressedpriorto2005tostrengthenthebusinessrelationshipwiththemajorinternationalbuyers.
ThereisagreatpossibilitythatPakistanwouldgainandcapturemoremarketsinthequota-freeeraasitisproducingheightquality
textileproductswithpromptsupplyowingtoindigenousrawcotton.Ontheotherhandschemesoftechnologicalupgradation,textilecitiesandfreightsubsidiescouldalsoassisttextileexportstofacetheWTOregimechallenges.TherecentWTOmeetinginHongKongparticipantswasoftheviewtowithdrawsubsidytoagricultureinthewest.Ifimplementedinthetruespiritthirdworldcountries'agricultureoutputwillfindgoodaccesswithbettermarketprices,whichwillbringpriceincreasefactorinagriculturelandsintheunderdevelopedcountries.Themajorstressnowwillbetoobtainimumcropyieldtogainmoredollarvalue.
Pakistan'stextileexporttotheEuropeanUnionEDdroppedbyl6.3percentinthefirsteightmonthsofthecurrentcalendaryearmainlyduetothecaptureofEUtextilemarketbyChineseproducts.TheEuropeanUnion'slatestfiguresrevealtimenotonlyPakistanbutthetextileexportofanumberofotherdevelopingcountriesalsosufferedamajorsetbackasaresultofabout40percentincreaseintheChineseexporttoEUmarket.TextileexportfromotherAsianCountriesincludingSouthKorea,ThailandandBangladeshalsosawsignificantreduction,by28.6percent,15.1percentand9.3percentrespectively.
TheunprecedentedboomintheChineseexporttoEUissimplyattheexpenseofAsianandAfricanclothingexporters.ThisupwardswingislikelytoContinuekeepinginviewtheavailabilityofcheaplaborinChinaandthepricecompatibilityofitsproducts.Aftertheworldwide
removaloftextilequotassinceJanuarythisyear,thedevelopingcountrieshaveturnedouttobethemainlosers.TextileexportingcountrieshavebeenstrugglingtokeepupwithChina'slargeandmodernclothingproductionfacilitiesinaliberalizedtradingenvironment.ThefiguresshowChina'sboominclothingexports,withEUimportsfromthecountryincreasing43.9percentbyvalueand39.9percentbyvolumeinthefirsteightmonths.
ThisinfluxofChineseclothingledtoserioustradetensionsbetweenBeijingandBrusselsandWashingtonearlierthisyear.AlthoughPeterMendelssohn,theEUTradeCommissioner,eventuallynegotiatedatrucewithChinainJune,moreproblemsemergedlaterwhentheEuropeanretailersfacedasupplycrisis,withshipmentsofChinesetextileblockedatcustomsatatimewhenautumnandwinterretailtradingseasonwasaroundthecorner.
Thefiguresshowthatsomenationshavebeenquickertorespondtothequotafreeenvironmentandrestructuretheirtextilesectors.TheperformanceofBangladesh,whichhasatleastavoidedadouble-digitfallinEUimports,wasevidenceofprice-cuttingandrationalization.ButitseemsthatPakistanhasdonenohomeworkinthisregard.
Tojustifyitsdecisiontore-introducetemporarysafeguardsonChineseimports,BrusselshasbeenprobingboththeclothingtradeflowfromChinaanditsimpactontheEU.Pakistan'stextilevalue-added
