1.GeneralProvisions
I.1.1ThisProvisionisestablishedespeciallytocontroltheengineeringanddesignscopeoflarge-scaleconstructionprojectsinpetrochemicalindustry,determinethedesigncriteria,designprincipleandspecification,optimizethegenerallayoutandthedesignschemeforutilitysupplies,realizethecontroltargetsingeneralprocessflow,generallayout,totalstaffestablishment,overallscheduleandtotalinvestmentoftheconstructionproject,increasetheinvestmentefficiency,coordinateandunifythecontentsanddepthofdocumentforoveralldesign.
I.1.2Thisprovisionisapplicableformanydesigninstituteswhowillparticipateinnewly-builtlargeconstructionprojectsinpetrochemicalindustry.Fortheconstructionprojectinwhichmanyproductionplantsandauxiliaryfacilitiesneedtoberenovatedandexpandedortheprojectforwhichtheownerrequeststomakeanoveralldesign,thisprovisionshallbereferredtoduringtheimplementation.
I.1.3Theoveralldesigndocumentshallbepreparedaccordingtotheapprovedfeasibilitystudyreport.Whenimportedtechnologiesareadoptedintheconstructionproject,theoveralldesigndocumentshallbefinishedwithin3monthsaftertheprocessproductiontechnologyprincipleisfinalizedandthecontractissigned.
Ifthereisanymajordeviationsbetweentheoveralldesigndocumentandtheapprovedfeasibilitystudyreport,thereasonsandbasesforchangesshallbeexplained.
I.1.4Thefollowingprinciplesshallbeadoptedintheoveralldesign:
1.Carryouttheguidingideologyoflowinvestment,highoutputandbestactualeconomicresult,andincreasetheleveloflocalizationbasedontheprincipleofbeing“active,stableandsound,reliable,andpracticalandrealistic”;
2.Carryoutthereformonplantdesignmode,andpromotetheintegrationofplantsandoutdoorlocationofplants;thelocationofauxiliaryfacilitiesshallbereasonableineconomy,favorableforproduction,andeasyinmanagement;itisstronglyrecommendedtomaketheutilitysuppliestobesocialized.Promotethe“cleanproduction”,andpayattentiontotheenvironmentalprotection,increasetheeconomicresultandsocialresultoftheinvestment,ensurethatthemajorindexintheplantdesignareadvancedandreasonablesoastomaketheplantdesignclosetothelevelofsimilarinternationalplants.
I.1.5Thedepthofoveralldesigndocumentshallreachtotheextentthatthedesignscopeisexplicitandalltheindividualitemstobeconstructedaretakenintoconsideration,andtheoveralldesigndocumentcanbeusedasthebasisoffundamentaldesign(preliminarydesign)foreachindividualitemoftheprojectafterithasbeenreviewedandapproved.Thefollowingcontentsmustbefulfilledintheoveralldesign:
Onedecision:
decidethesubjectsofdesignanddesigndivision.
Twobalances:
materialbalanceinthewholeplant;
fuelandenergybalanceinthewholeplant.
Threeunifies:
unifythedesignguidingideology;
unifythetechnicalstandard;
unifythedesignbases(suchasmeteorologicalconditions,designdataforutilitysupplies,sizeforrawmaterialandauxiliarymaterialsetc.).
Fourcoordinations:
coordinatethecontentsanddepthofdesignandregulationrelatingtoengineering;
coordinatethedesignschemeforenvironmentalprotection,laborsafetyandhealth,andfirefighting;
coordinatethedesignscopeforutilitysupplies;
coordinatethelivingfacilities.
Fivefinalizations:
finalizethegeneralprocessflowdiagram;
finalizethegeneralplanelayout;
finalizethetotalstaffestablishment;
finalizetheoverallschedule;
finalizethetotalinvestmentestimation.
I.1.6TheProvisioncannotindicateallthemajoritemsoflarge-scaledconstructionprojectsinpetrochemicalindustry,theitemsalreadyindicatedmaynotbeincludedineachproject.Thedesigninstitutemaymakeadditionandreductiondependingontheparticularconditionoftheproject.
I.1.7TheProvisioncannotbeusedasthebasisforinternaldisciplineworkdivisionofdesignorganization,norbeusedasthebasisformakingupthevolumesandchapterandsectionineachvolumeofthedesigndocument.Itcanbedeterminedaccordingtotheparticularconditions,butthecompletedesignhastobereachtoandmeetwiththedepthofthisprovision.
2.GeneralDescription
2.1General
2.1.1Generalforconstructionproject
Thefollowingmaincontentsshallbeincluded:
1.Projectnameandconstructionlocation
2.Contentofproject.Itdescribesthedescriptionofproductionplantandconstructionscaleintheconstructionprojectandbrieflydescribesthecompleteutilitysuppliesandauxiliaryfacilities.
3.Thesystemofconstructionproject.Itdescribestheoperationmanagementandfinancialresourcesetc.
2.1.2Designbasis
Indicatethedocumentofrelevantdesignbasis(includingthedescription,numberanddateofthedocument.Itisbettertousetheimportantoneastheappendixtotheoveralldesign):
1.Thefeasibilitystudyreportanditsapprovaldocument.
2.Theenvironmentalimpactreportthathasbeenapproved.
3.Decisiononmajorissuesofoveralldesignmadebythecompetentdepartmentandowner(suchasimportantminutesofmeeting,approvaldocuments).
4.Planninginformationofthedistrictinwhichtheconstructionprojectislocated.
5.Intentagreementforoff-plantproject.
6.Therelevantagreementsignedwiththerelevantdepartmentfortheprojectwhichisdependentonsocietyandexistingenterprise.
7.Theimportcontractandminutesofmeetingsignedwithforeigncompaniesforeachimportproject(plant)etc.
8.Relevantdocumentssuchasfinancialresources,modeofloanandagreementetc.
9.Designcontract.
10.Otherimportantdocuments.
2.1.3Designprincipleandrelevantregulations
Inaccordancewiththerelevantnationalguidelinesandpoliciesandcombinedwithspecificconditionsoftheconstructionproject,describesomemajorprinciplesondesignwhichshouldbeadheredtointhisproject,andfocusshallbeputonthefollowingpoints:
1.Principleonintegrationofproductionplant,outdoorlocation.
2.Principleonsocializationofutilitysupplies.
3.Principleonselectionofprocesstechnologicalprinciple,determinationofengineeringtechnologystandard,extentofimportingforeigntechnologyandlocalization(separatedescriptionbyprocessplant)etc.
4.Principleonautomationlevelofproductionplant,utilitysuppliesandauxiliaryequipmentandselectionofinstrumentandcontrolsystem,regulationsondesignofpowersupplyandgassupplyforinstrumentationetc.
5.Principleondesignofsize,standard,layoutandotherdataforutilitysupplies,auxiliaryfacilitiesandnon-productionfacilitiesetc.
6.Principleonsettingupmechanicalrepair,electricalrepairandinstrumentrepair.
7.Countermeasuresinpreventionandcureofcontamination.
8.Principleondesignofadministrationandlivingfacilities.
9.Principleondesignofsafety(includingfirefighting)facilities.
10.Unifiedregulationsondesignofstorageandtransportation.
11.Regulationonselectionofengineeringanddesignstandard.
