InJanuary1995ztheworldwitnessedtheemergenceofanewinternationaleconomicorderwiththelaunchingoftheWorldTradeOrganization•TheWTO,whichsucceedstheGAIT,isexpectedtostrengthentheworldtradingsystemandtobemoreeffectivethantheGATTingoverninginternationaltradeingoodsandservicesinmanyaspects.

First,tradeliberalizationallovertheworldisexpectedtoincreaseviathedramaticreductionsinwadebarrierstowhichthemembersoftheWTOarecommitted.UndertheWTO,membersarerequiredtoreducetheirtariffandnon-tariffsonmanufacturinggoods.Inaddition,protectingdomesticagriculturalsectorsfromforeigncompetitionwillbecomeawfullydifficultinthenewWTOsystem.

Second,rulesandregulationsgoverninginternationaltradewillbemorestronglyenforced.UndertheoldsystemoftheGATT,thereweremanycaseswheretrademeasures,suchasanti-dumpingandcountervailingduties,wereintentionallyusedsolelyforprotectionistreasons.TheWTO1sstrengthenedrulesandregulationswillsignificantlyreducetheabusingofsuchtrademeasuresbyitsmembercountries.TheWTOisalsoequippedwithanimproveddisputesettlementmechanism.Accordingly,weexpecttoseeamoreeffectiveresolutionoftradedisputesamongthemembercountriesinthisnewtradeenvironment.

Third,newmultilateralruleshavebeenestablishedtocoverareaswhichtheGATTdidnotaddress,suchasinternationaltradeinservicesandtheprotectionofintellectualpropertyrights•Therestillremainanumberof

problemsthatneedtoberesolvedbeforeinternationaltradeinservicescanbecompletelyliberalized,andnewly-developedideasortechnologiesarefairlycompensated.However,justtheestablishmentofmultilateralrulesinthesenewareasisadistinguishedcontributiontotheprogresstowardaglobalfreetradesystem.

AlongwiththelaunchingoftheWTO,thisnewerainworldtradeischaracterizedbyachangeinthestructureoftheworldeconomy.Today,aworld-widemarketforgoodsandservicesisrapidlyreplacingaworldeconomycomposedofrelativelyisolatednationalmarkets.Domesticfinancialmarketshavebeenintegratedintoatrulyglobalsystem,andthemultinationalcorporationisbecomingaprinciplemechanismforallocatinginvestmentcapitalanddeterminingthelocationofproductionsitesthroughoutmuchoftheworld•

Differentkindsoftaxeshelptospreadthetaxburden.AnyonewhopaysataxissaidtoHbeartheburden”ofthetax.Theburdenofataxmayfallmoreheavilyonsomepersonsthanonothers.Thatiswhythethreelevelsofgovernmentinthiscountryuseseveralkindsoftaxes•Thisspreadstheburdenoftaxesamongmorepeople•Fromthestandpointoftheiruse,themostimportanttaxesareincometaxes,propertytaxes,salestaxes,andestate,inheritance,andgifttaxes.Someareusedbyonlyonelevelofgovernment;
