1.general

总则

Theagreementisfortheprotectivecoatingsofdedicatedseawaterballasttanksarrangementinalltypesofshipsabove500tonnageanddouble-sideskinspacesarrangedinbulkcarrierswhichareabove150metersinlengthtowhichthePerformanceStandardforProtectiveCoatings（PSPC）asadoptedbyResolutionMSC215（82）isapplied.

此协议是针对500总吨以上各类型船舶专用海水压载舱和150米以上散货轮的双舷侧处所得保护涂层，其中PSPC是根据决议MSC215（82）来执行的。

TheobjectiveofthecoatinginspectionistobeensurethattherequiredminimumlevelandqualityofprotectivecoatingbyPSPCisadequatelyapplied.

涂层检查的目的是保证保护涂层的质量标准满足PSPC的最低要求。

UnlessexpresslyprovidedotherwiseinPSPCandthisGuideline,inspectionbysamplingshouldbeadoptedtotheextentnecessaryformarkingpracticaljudgment,.Thismeansthattheextentofinspectionshouldbevaried,dependingonthequalitycontrolofshipyards,toensurethattherequiredminimumlevelandqualityisachievedinaccordancewithPSPC.

除了在PSPC标准和指南中已明确的部分外，可采用取样检测可作出涂层质量的判断，这意味着检查的程度是各式各样的，依靠船厂的质量控制来保证达到PSPC标准到要求的最低质量标准。

Duringpaintapplication,whenOwner、paintmanufactureandshipyardhasdissidencetothecoatingresultasfinalinspectionresult.

在涂装施工过程中，当船东、油漆商及船厂三方对涂层检查员的检验结果又异议时，如果其中两房达成一致，则视两方结果为最终检验结果。

Owner、shipyardandpaintManufactureallagreethatthecoatinginspectorsatisfiedwithPSPC’srequirementshallbeassignedbyShipyard,assistantbyPaintManufacture’sTSR,Andallpartssign“PSPCCOATINGINSPECTORPOWEROFATTORNEY”.（seeappendix1）

船东、船厂和油漆厂商一致同意由船厂指派满足PSPC要求的涂层检查员，由油漆现场服务代表协助，并签订“PSPC涂层检察院授权书”。

Thechoiceofcoatinginspector（s）shouldbepartof“PSPCCOATINGINSPECTORPOWEROFATTONEY”.Anyofthepartiesinvolvedintheagreementhavetherighttorequestforreplacementoftheinspetorwhoisdeemedunsuitableorunsatisfactoryfortheproperprogressofthevessel’sconstruction.Ifanywhopartiestotheagreementconsiderthatsucharequestisjustified,theinspectorshallbereplacedassoonasconvenientlypossiblebyanotherinspectorwhoisqualifiedinaccordancewithPSPC’srequirement.

涂层检查员的选择作为“PSPC涂层检查员授权书”的一部分。

当原检查员被认定为不合适或不满足船舶建造的正确流程，检查协议中的任何一方有权要求替换检查员，如果协议胡总的任意两方认为此需求是正当的，检查员需尽可能地立即替换为另一个符合PSPC资质要求的人员。

Theclassshallberesponsibleofreviewtheagreement,andspotcheckthecoatinginspectorwhethersatifiedwithPSPC’srequirementduringcoatingapplication.

船级社将负责复阅此协议，并在涂装施工胡总检查涂层检查员是否满足PSPC的要求。

PaintManufacturehasresponsibilitytoprovidetherelevantcertificationandtechnicalfileofcoatingsystemtosatisfyPSPC’srequirement,assistanttocompletetheCTF.

油漆厂商负责提供符合PSPC要求的相关涂层系统证书及技术文件，协助完成CTF.

Theshallbecomeeffectiveonthedatewhenthecontracthasbeensigned.

此协议将于合同签字时生效。

2..CoatingSystem

涂层系统

TheselectionofcoatingsystemshallsatisfytherequirementofPSPC（MSC215（80）/ANNEX1）andshallbetype-approved.

涂层系统的选择须满足PSPC要求并具有型式认可。

PaintmanufactureisresponsibletoprovideapprovedcertificationtosatisfyPSPC’srequirement.

油漆厂商负责提供满足要求的认可证书。

3.CoatingInspector

涂层检查员

CoatinginspectorsrequiredtocarryoutinspectionsshallbequalifiedtoNACECoatingInspectorLevel2,FOESIOInspectorLevelⅢ,oranequivalentqualificationasverifiedbytheAdministration/Class.However,onlycoatinginspectorswithatleast2yearsrelevantcoatinginspectorexperienceofqualifiedtoNACECoatingInspectorInspectorLevel2orFROSIOInspectorLevelⅢ,orwithanequivalentqualification,canwriteand\orauthorizeprocedures,ordecideuponcorrectiveactionstoovercomenon-compliances.

执行检查的涂层检查员需具备有NACE2级或FROSIOⅢ,或由行政部门/船级社核实的等效资质。

然而，只有拥有至少2年相关涂层检验经验并具有NACE2级或FROSIOⅢ,或等效的资质的涂层检查员能写和/或认证程序，或决定修正工作以消除不符合项目。

Theassistantcoatinginspectorsdothepartoftheinspectionsshallbeunderthecoatinginspector’ssupervison.

助理涂层检查员需在涂层检查员的监督下完成某些检查工作。

4.QualityControlProcess

质量控制程序

Inordertoensurethecoatingqualityundercontrol,theinspectionitemsaredetaileddescriptionintheappendix2”QualityControlProcessForProtectiveCoatingsofBallasttanks”.

为了确保涂层质量可控，检查项目具体请参见附件2”压载舱保护涂层质量控制程序”。

5.Duringcoatingapplication,thedetailedrequirementshallbeaccordingto“Proceduresforcoatinginspectionandcoatingsystemrepairduringshipconstruction.”（Seeappendix3）

在涂装施工中，具体的要求按照“船舶建造中涂层检验和涂层系统修补程序。

”（见附件3）

6.Aftertheagreementissigned,ifthenewPSPC’sguidelineorotherstandardisissued,thesignedtechnicalfilemayberevisedandagreedbythepartiesintheagreement,

此协议签订后，如果新的PSPC指南或其他标准发布，冷饮对已签的技术文件进行修改并经协议三方同意。

7.Iftheprocedureinthisagreementhasbeenmodifiedandagreedbythreeparties,itshallbesubmittedtoClassforreview.

如果协议中的程序修改且三方同意，则需提交船级社审阅。

8.LanguageusedinallrelativedocumentationshallbegenerallyinEnglish.

所有相关文件的语言一般为英语。

Thisqualitycontrolprocessprovidesstandardinspectionrequirementsincludinginspectionitems,inspectionscopeandetcfortheprotectivecoatingsofdedicatedseawaterballastinalltypesofshipsabove500tonnageanddouble-sideskinspacearrangedinbulkcarrierswhichareabove150tonnageanddouble-sideskinspaceinbulkcarrierswhichareabove150metersinlengthtowhichthePerformanceStandardforProtectiveCoatings（PSPC）asadoptedbyResolutionMSC215（82）isapplied.

此质量控制流程是针对500总吨以上及各类型船舶专用海水压载舱和150米以上散货轮的双舷侧处所的保护涂层。

为便于实施保护涂层性能标准（PSPC）提供了检验标准（含检验项目、测试范围等），其中PSPC是根据决议MSC215（82）来执行的。

此流程将作为船东、船厂和油漆制造商三方认可的涂层检查员对上述范围内的压载水舱进行检验的依据，同时作为“针对所有船型专用压载水舱和散货船双舷侧处所涂装三方协议”附件而生效。

2.general

概述

2.1Thecoatinginspector,havingbeenagreeduponbytheOwner,ShipyardandPaintManufacture,shallperformrelevantinspectionandmeasurementfortheprotectivecoatings,recordtheirresultsanddocumentintheCoatingTechnicalFile（CTF）.ThecoatinginspectorshallhavebeencertifiedtoNACECoatingInspectorLevel2,FROSIOInspectorLevelⅢorequivalentasverifiedbytheAdministrationortherelevantClassificationSociety.TheCIFshallbereviewedbytheAdnimistrationortherelevantClassificationSociety.

涂层检查员的资质需在经过船东、船厂和油漆制造商三方的确认后，方能进行对压载舱保护涂层的相关检验，测量，并在涂层技术文件（CIF）中记录结果和归档。

其中：

涂层检查员应具备NACE2级或FROSIOⅢ或者由行政部门或相关船级社认可的具有同等效力的资格认证。

CIF由行政部门或者相关船级社进行核查。

Thecoatinginspectormayaskassistantinspectorstodothepartoftheinspectionsunderthecoatinginspector’ssupervision.

压载舱保护涂层检验可在涂层检查员的监督下，由助理涂层检查员执行部分的检验工作。
