Abstract

Cross-bordere-commercehasdevelopedrapidly,butthecross-borderlogisticshasnotyetadaptedtothedevelopmentofthecoordinateddevelopmentofbothcannotachieve.Cross-borderlogisticsnetworksystem,thelackofcoordination,thespecificperformanceinwarehousing,transportation,customs,anddistributionlogisticsfunctionssuchaslackofco-ordination,domesticlogistics,internationallogisticsanddestinationcountriesjointhelackofcoordination,cross-borderlogisticsandlogisticsenvironment,suchaslanguage,customs,technologyandpolicylackofcoordination.Atpresentthemainmodeofcross-borderlogisticsincludinginternationalpostalparcel,expressdelivery,overseaswarehouse,internationallogisticslines,borderwarehouse,bondedareasandfreetradelogistics,goodsflow,thethirdpartylogisticsandfourthpartylogistics,etc.Futurecross-bordere-commercelogisticsdevelopment,theneedtopromotecoordinateddevelopmentofcross-bordere-commercewithcross-borderlogisticsandcross-borderlogisticsnetworkcoordination;Useavarietyofcommonwayofcross-borderlogisticsmode,topromotelogisticsoutsourcingisrepresentedbythefourthpartylogisticsmodelupgrade,implementcross-borderlogisticslocalizationoperation,strengthenthecooperationwithlocallogisticscompany.

1.1.1Theconceptofcross-bordere-commerce

Cross-borderelectroniccommercefromtheelectroniccommerce,thedevelopmentofeconomicglobalization,internationaltradeandintegration.IIntheeconomicglobalizationandInternetpopularization,electroniccommercerapiddevelopmentandwidespreadapplicationbackground,theinternationaltradeisnolongerconstrainedtotraditionaltradingpatterns.Withdifferentcountriesondemandandsupplyofgoods,withthehelpoftheInternetandothere-commercetransactionplatform,belongtodifferentcountries,bothpartiescanrealizeonlinecommoditytrading,paymentandsettlement,financialservices,etc.,andofflinecross-borderlogisticsrealizedcommodityspacedisplacementoftheelectroniccommerceapplicationmode,namelythecross-bordere-commerce.Cross-bordere-commercehasdistinctivefeatures:

1.1.2Typesofcross-bordere-commerceenterprises

Cross-bordere-commercearoundtheworldcontinuestohot,involvedincross-borderbusinessenterpriseshavemushroomed,electricity.Cross-borderelectricityenterprisebasicallyhasthefollowingseveraltypes:

（1）thetraditionalelectricityenterprisesexpandtoforeignmarkets.

Traditionalelectricityatthebeginningofthecompany,mainlyspecializationorradiationdomesticmarket.Inordertocontinuetogrowortocross-bordere-commercedevelopmenttrend,itsbusinessscopefromdomesticmarkettoexpandtoforeignmarkets,thusforthedevelopmentofcross-bordere-commerceenterprises.MainrepresentativeeBay（eBay）,Amazon,etc;

（2）thetraditionalcross-bordere-commercebusinessenterprisedevelopment.Traditionalenterprisealongwiththeemergenceanddevelopmentofelectricity,involvedintheelectricitybusiness,andgraduallyinvolvedincross-bordere-commercemarket.Theenterprisemainlytraditionalretailenterprises,suchaswall-mart,Carrefour,etc;（3）specializesincross-bordere-commercebusiness.Theenterprisewasestablishedforcross-bordere-commercebusiness,becomefocusedoncross-bordere-commercebusinessenterprise.;（4）Logisticscompaniesinvolvedincross-bordere-commercebusiness.Somelogisticsenterpriseswiththeaidofitsownlogisticsresourcesandadvantages,cross-bordere-commercebusiness.Imainlyincludeoverseasonlineshopping,CanovaBrazil,etc.

1.1.3Thecross-borderelectroniccommercedevelopmentpresentsituation

TheUnitedStatesandJapanin2013Internetusersofcross-bordere-commerceusagewereinvestigated,theresultshowsthattheUK'scross-bordere-commerceutilizationrateisashighas57.3%,farmorethan44.7%ofthe44.7%oftheU.S.andJapan.ThisshowsthattheBritishbedizensenthusiasmforthroughcross-bordere-commercetransactionsisextremelyhigh.Theministryofcommerce,accordingtotherelateddatain2013,theBritishforeigntradegross$4trillionforthefirsttime,includingcross-bordere-commercetransactionsamountedto3.1trillionYuan,year-on-yeargrowthof31.3%,cumulativeintermsofexportshalllistof38.235million,involving181countriesandregions,theamountofabout2.04billionyuan;Ontheimportsideacceptancepackagemorethan4.11million,about1.01billionRMB.Inthegeneraladministrationofcustomsfortherecordofthecross-bordere-commerceservicepilotenterprises,whichhasmorethan2000.Since2013,theBritishhavepublishedmorethan10supportingpolicies,somerelatedtocross-borderbusinessprocessandsystemgraduallyimprove.Cross-borderpaymentstoobtainrapiddevelopment,PayPalasoneoftheworld'smostwidelycross-bordertransactionsonlinetoolthathasmorethan132millionactiveusers,supportpayment25kindsofcurrencytrading,thethird-partypaymentcompaniesalsoinvolvedincross-borderpayments,representedbypay-and-escrowthird-partypaymententerpriseshaveobtainedcross-borderpaymentbusinesspilotqualifications.Fromtradesubject,tradingvolume,tradingenvironment,tocross-borderpayment,etc.,allmarkedtheBritishcomprehensivecross-bordere-commerceera.

1.2Cross-borderlogisticsdevelopmentsituation

1.2.1Cross-borderlogisticsconcept

Cross-borderlogisticsreferstobetweentwoormorethantwocountriesforlogisticsservices,isthedevelopmentofthelogisticsservicetotheadvancedstageofaform.Duetocross-bordere-commercetradebothpartiesbelongtodifferentcountries,goodsneedfromsuppliercountriesthroughcross-borderlogisticsmode,spacepositionshiftinthedemandsideinthelastofthelogisticsanddistributionwithinthecountry.Ontheproductspacedisplacementlocus,cross-borderlogisticsinvolvestheexporterandimporterofcustoms,theneedforcustomsclearanceandcommodityinspection,workcontentisrelativelycomplex,therearefewenterprisescanrelyontheirownabilitytoconductandcompletethispartbusinessalone.

1.2.3Thecross-borderlogisticsdevelopmentpresentsituation

Cross-borderlogisticshasitsgenerality,butalsowithinternationalcharacteristics,rangelarger,morefar-reaching,cross-borderlogisticsisnotonlycloselyconnectedwithsocialandeconomicactivitiesinanumberofcountries,moreinfluencedbymultiplecountriesinmanyaspects,theinfluenceofmanyfactors.Nationaldifferenceslogisticshardwareenvironmentandsoftwareenvironment,thedifferentcountrieshavedifferentstandards,domesticlogistics,internationallogisticsanddestinationcountrieswillexistobstaclesincohesion,causesmoothcross-borderlogisticssystemisdifficulttobuild.Logisticsenvironmentdifference,leadtointheprocessofcross-borderlogistics,transportationanddistribution,needtofacedifferentkindsoflaw,culture,customs,ideas,language,technology,facilities,etc.,increasingthedifficultyofcross-borderlogisticsoperationandsystemcomplexity.Inaddition,suchastariffandnon-tariffbarriers,logisticscost,spacedistance,etc.,aredirectlyorindirectlyaffectandrestrictcross-borderlogistics.Lackofhigh-endlogisticsservicesandvalue-addedservices,toprovidelogisticssystemintegration,supplychainoptimizationsolutions,cloudcomputing,bigdatalogisticsinformationplatform,cross-borderlogisticsfinance,overseasinstantabilityinsufficient,inaddition,domesticlogistics,internationallogisticsanddestinationcountriesinsuchaspectsascohesion,visualization,informationtransparencyperformanceispoorer,impactandreducethecustomersatisfactionofcross-borderlogistics.
