Increasingly,theimportanceofsocialaspectsofknowledgeretentionandtransferhasbeenemphasisedintheliteratureonmanagingknowledge,withtherecognitionthatknowledgeisoftentacitandsituatedandembeddedwithinparticularsocialgroupsandsituations.Thishasconsiderablerelevanceforunderstandingattemptstomanageknowledgeinsettingswhereactivityandlearningareproject-based.Knowledgemanagementinsuchacontextfacesmanychallenges,duetotheone-offnatureofprojectworkandthemanyresultingdiscontinuitiesinmethodsoforganisationandflowsofpersonnel,materialsandinformation.Oneimportantconsequenceisthatsocialprocessespotentiallyplayanimportantpartinthediffusionandtransferofknowledgeandlearning.Thispapersetsouttoexaminethesignificanceofsocialfactorsinenhancingknowledgemanagementcapabilitiesinsuchanenvironment,drawinguponcasestudyresearchfromtheconstructionindustry.Themainfindingfromtheresearchisthatprocessesofknowledgecapture,transferandlearninginprojectsettingsrelyveryheavilyuponsocialpatterns,practicesandprocessesinwayswhichemphasisethevalueandimportanceofadoptingacommunity-basedapproachtomanagingknowledge.

Abstract

Publicinvolvementisaprocessthatinvolvesthepublicinthedecisionmakingofanorganization,forexampleamunicipalityoracorporation.Ithasdevelopedintoawidelyacceptedandrecommendedpolicyinenvironmentalteringprojects.TheEUWaterFrameworkDirective（WFD）tookforcein2000andstressestheimportanceofpublicinvolvementincomposingriverbasinmanagementplans.Therefore,theneedtodeveloppublicinvolvementmethodsfordifferentsituationsandcircumstancesisevident.

ThispaperdescribeshowvariouspublicinvolvementmethodshavebeenappliedinadevelopmentprojectinvolvingthemostheavilyregulatedlakeinFinland.Theobjectiveoftheprojectwastoassessthepositiveandnegativeimpactsofregulationandtofindpossibilitiesforalleviatingtheadverseimpactsonrecreationaluseandtheaquaticecosystem.Anexceptionaleffortwasmadetowardspublicinvolvement,whichwascloselyconnectedtoplanninganddecisionmaking.Theappliedmethodswere

（1）steeringgroupwork,

（2）survey,（3）dialogue,（4）themeinterviews,（5）publicmeetingand（6）workshops.Theinformationgatheredusingthesemethodswasutilizedindifferentstagesoftheproject,e.g.,inidentifyingtheregulationimpacts,comparingalternativesandcompilingtherecommendationsforregulationdevelopment.

Afterdescribingourcaseandtheresultsfromtheappliedpublicinvolvementmethods,wewilldiscussourexperiencesandthefeedbackfromthepublic.Wewillalsocriticallyevaluateourownsuccessincopingwithpublicinvolvementchallenges.Inadditiontothat,wepresentgeneralrecommendationsfordealingwiththeseproblematicissuesbasedonourexperiences,whichprovidenewinsightsforapplyingvariouspublicinvolvementmethodsinmulti-objectivedecisionmakingprojects.
