ThesummaryofCommitteeandTaskForceMeetingswasacknowledged.MikeRogersofIEPAcommentedthatthesummarydidnotreportthattheTCMTaskForcemeton07-16-01,althoughitwasincludedintheTaskForceAssessments.
StatusReportontheImplementationofProjects
Mr.PechnickreportedthattheIDOTAugust3,2001lettinghad11projectstotaling$13.4million.Themajorprojectswere:
I-55atCanalStreetandStateStreet,bridgerehabilitation,$4.6million;OaktonoverNorthShoreChannel,bridgesuper-structure,$3.1million;and25thAvenueoverAddisonCreek,bridgereplacement,$1.6million.
MarkPitstickofRTAreportedontwoitemsinthemailing.ThefirstitemwastheCapitalFinancialReportforMay,2001,thatindicatesexpenditureswerebasicallyontarget,butobligationsarelaggingbehindsubstantially,partlybecauseonemajorproject(rehaboftheBlueLine)wasnotletuntilJuly,2001.TheseconditemwastheRTACapitalProgramOverviewforthefirstquarterof2001,anewsletterreportingonvariousitemsincludingrehabofhistoricMetraStations.
ChristineBridgesreportedthattheCityofChicago’sSTP-LProgramhad20projectsobligatedforatotaldollaramountof$66million,100%ofprogramobligated.ShealsoreportedthattheCMAQProgramhad8projectsobligatedforatotaldollaramountof$10million,81%ofprogramobligated.Ms.BridgesfurtherreportedthattheEnhancementProgramhad3projectsobligatedforatotaldollaramountof$22million,91%ofprogramobligated.ShereportedtheJuly,2001lettinghadfourprojectsawardedforatotaldollaramountof$27millionasfollows:
1)improvementofArmitageAve.(CiceroAve.toCentralParkAve.),reconstructionofHalstedStreet(CermakRd.toMaxwellSt.),WesternAve.signalinterconnect(101stSt.to115thSt.),andreconstructionoftheDamenAve.bridge(ArcherAve.toBlueIslandAve.).Ms.BridgesreportedtheAugust,2001lettinghadfourprojectsawardedforatotaldollaramountof$11millionasfollows:
1)onetransitproject,$7million;2)twosignalinterconnectprojects,$3million,and3)onebicycleproject,$1.3million.
PatriciaBerryofCATSreportedonCMAQprojectsasfollows:
sincethelastWorkProgramCommitteemeeting,17trafficflowimprovementprojectshavebeenobligated,ashavesevenbicycleprojectsandeleventransitprojects.ThelargestsingleobligationwasoverninemilliondollarsfortheCTARedLineGrand/Statestation.Shenotedthatadetailedreportisavailable.TheseobligationsresultinaCMAQaccomplishmentratefortheISTEAyearsof96%andarateof82%forTEA-21.Ms.BerrysaidthatstaffisintheprocessoffollowinguponCMAQprojectsthathavenotbeenmovingandtheCMAQprojectselectioncommitteewillbemeetingAugust22at1P.M.
CouncilofMayorsUpdate
PresidentMichaelEinhornreportedthattheCouncilofMayorsExecutiveCommitteehadnotmetsincetheJune1,2001,WPCmeetingandexpectstomeetonSeptember17,2001.HeexplainedthatsomeoftheindividualCouncilshavetakenarecessfrommeetingsinthesummerandseveralaregearingupforabusyautumnwithreorganizationplansandthenamingofnewtransportationcommitteeleadershipandrepresentativestotheExecutiveCommittee.Hecommentedthatthegroupisexpecting12newmayorsontheExecutiveCommittee.Hereportedthatsevensuburbancommunities,alongwiththreeareasinChicago,havebeenselectedtohost"WalkableCommunities"workshopsthisfallandsixcouncilareasarecurrentlyfinishinguptheirFY2001bicycleplanningprojects.
OntheCouncilofMayors’STPprogram:
9projectswereawardedontheJunelettingfor$9.1million,8projectswereontheAugust3rdlettingfor$7.9millionand6projectsarescheduledfortheSeptemberlettingtotaling$12.0million.
4.FY2001-2006TIPChanges
Ms.BerryremindedtheCommitteethatthepubliccommentperiodontheconformityneutralFY 02-06TIPiscomingupfast.Shenotedthatmanyimplementersstillhaveprogrammingelementsandentireprojectsinyearspriorto2002.Itisessentialthatimplementersmovethoseitemsorindicatethattheyhavebeenawardedorarebeingdeleted.Theabilitytodistinguishbetweenawardedanddeleteditemsiscritical.ThisinformationmustbesubmittedaspartoftheprogramconcurrencescheduledforAugust 10.SheaskedthoseWPCmembersnotdirectlyresponsibleforprogramconcurrencetocarrythismessagebacktotheiragencies.
Ms.Berrysaidthatshewasawareofitemsthatwouldrequireasuspensionoftherulesforconsideration.TheitemsincludechangestotheITSprogram.SheapologizedforthedelayinrequestingthechangesfromtheITSoffice.OnamotionbyMr. Tomczyk,secondedbyMr.Pitsticktherulesweresuspended.Ms. BerryreviewedthefivenewITSprojectsandotherchangestotheITSprogram.Inaddition,shenotedthattheSouthCouncilofMayorshasrequestedthedeletionofareconstructionprojectinFrankfortthattheVillageisnolongerinterestedinpursuing.OnamotionbyMr.Powell,secondedbyMs.Scott,thechangeswereapproved.
ShethenreviewedtheTIPchangespostedontheCATSWebsite.Ms. BerrynotedthatatremendousamountofworkhadgoneintotheseTIPchangesastheyformthebasisoftheTIPgoingoutforpubliccomment.Inparticular,DorothyPalmerfromIDOTandChristineBridgesoftheChicagoDepartmentofTransportationwenttoextraordinarylengthstogetallofthenecessarydatatogether.OnamotionbyMr. Smith,secondedbyMs.SchroedertheTIPchangespostedontheCATSWebsitewereapproved.
5.PublicReviewSchedule
LindaBoltereportedthattherearethreeactionsthatwillrequireapublicreviewandarequirementforanannualpublicmeeting.ArecommendationwasmadetoputthemintoonepubliccommentperiodandtousethetimeofthePolicyCommitteemeetingasafocalpointforanopenhousetodiscussthethreeitemsandmeettheannualmeetingrequirement.TheTIPProceduresCommitteehaddiscussedvariouswaysofdoingamutualTIPandpublicstrategies.Itwassuggestedthatweusethistimeasanopportunitytotestnewstrategiesforpublicoutreach.Withthatinmindwemetwithtaskforcesandworkinggroupsonafewthingstotryout.ThepubliccommentperiodisproposedforSeptember28,2001throughOctober29,2001.Apostcardhasbeenusedinthepast.Itwasdecidedthatwewoulduseashortnewsletterinsteaddescribingthethreeprogramsandthepublicmeetingingeneral.ThePublicInvolvementTaskForcesuggestedwedevelopathemearoundtheprojects.Itwassuggestedthatweuse"AirQuality"asthehookforthenewsletterandwewillbeinvitingpubliccommentwiththatinmind.Thenewsletterwillgooutto8000individualcitizens,organizations,mayors,countyboardmembers,parkdistricts,etc.Ms.BolteinvitedWorkProgramCommitteememberstopostmaterialsintheiroffices.Shestatedithadbeensuggestedthatwelookatlibrariesasavehicle.However,librarieswereused,withlittlesuccess,asastrategyinthe2020planandwefoundnoevidenceofanyonegoingtothelibrariesandusingthematerials.ThePublicInvolvementTaskForcedidencourageustodoasmuchwebsiteaccessaspossible,toprovideinformationtotheWorkProgramCommitteememberstoputontheirwebsites,toannouncetheavailabilityofinformationandlinkittotheCATSwebsite.OneideatheTaskForcedidnotdiscuss,butthestaffdiddiscussisinvitinghighschoolstudentsintheChicagoareatocometoCATSandtalktostaffabouttransportationissuesintheregion,similarinscopetothepostercontest,butusingadifferentgroupofstudents.Thehighschoolstudentswouldberequiredtoregisterinadvance.
TheopenhousewouldbeheldinconjunctionwiththeregularquarterlyPolicyCommitteemeetingonOctober11,2001,givingPolicyCommitteemembersortheirassignedstaffanopportunitytotalkaboutupcomingprojects.Pressreleaseswouldgooutbeforeandaftertheopenhouseduringthepubliccommentperiod.Ms.BoltestatedtheOctoberPolicyCommitteemeetingwouldbeanappropriatevenuefortheopenhousebecausetherearenotasmanycriticalvotingitemsonthisagenda.ChairmanDetersaskedthepurposeoftheannualpublicmeetingandMs.Boltestateditisafederalrequirementt
