　　IamdelightedtobehereandaddresstheWorldEconomicForumAnnualMeeting2009.LetmebeginbythankingChairmanSchwabforhiskindinvitationandthoughtfularrangements.Thisannualmeetinghasaspecialsignificance.Amidstaglobalfinancialcrisisrarelyseeninhistory,itbringstogethergovernmentleaders,businesspeople,expertsandscholarsofdifferentcountriestojointlyexplorewaystomaintaininternationalfinancialstability,promoteworldeconomicgrowthandbetteraddressglobalissues.Itstheme——"

ShapingthePost-CrisisWorld"

ishighlyrelevant.Itreflectsthevisionofitsorganizers.Peoplefromacrosstheworldareeagertohearwordsofwisdomfromherethatwillgivethemstrengthtotideoverthecrisis.Itisthusourresponsibilitytosendtotheworldamessageofconfidence,courageandhope.Ilookforwardtoasuccessfulmeeting.

　　Theongoinginternationalfinancialcrisishaslandedtheworldeconomyinthemostdifficultsituationsincelastcentury'

sGreatDepression.Inthefaceofthecrisis,countriesandtheinternationalcommunityhavetakenvariousmeasurestoaddressit.Thesemeasureshaveplayedanimportantroleinboostingconfidence,reducingtheconsequencesofthecrisis,andforestallingameltdownofthefinancialsystemandadeepglobalrecession.Thiscrisisisattributabletoavarietyoffactorsandthemajoronesare:

inappropriatemacroeconomicpoliciesofsomeeconomiesandtheirunsustainablemodelofdevelopmentcharacterizedbyprolongedlowsavingsandhighconsumption;

excessiveexpansionoffinancialinstitutionsinablindpursuitofprofit;

lackofself-disciplineamongfinancialinstitutionsandratingagenciesandtheensuingdistortionofriskinformationandassetpricing;

andthefailureoffinancialsupervisionandregulationtokeepupwithfinancialinnovations,whichallowedtherisksoffinancialderivativestobuildandspread.Asthesayinggoes,"

Afallinthepit,againinyourwit,"

wemustdrawlessonsfromthiscrisisandaddressitsrootcauses.Inotherwords,wemuststrikeabalancebetweensavingsandconsumption,betweenfinancialinnovationandregulation,andbetweenthefinancialsectorandrealeconomy.

　　ThecurrentcrisishasinflictedaratherbigimpactonChina'

seconomy.Wearefacingseverechallenges,includingnotablyshrinkingexternaldemand,overcapacityinsomesectors,difficultbusinessconditionsforenterprises,risingunemploymentinurbanareasandgreaterdownwardpressureoneconomicgrowth.

　　Asabigresponsiblecountry,Chinahasactedinanactiveandresponsiblewayduringthiscrisis.Wemainlyrelyonexpandingeffectivedomesticdemand,particularlyconsumerdemand,toboosteconomicgrowth.Wehavemadetimelyadjustmenttothedirectionofourmacroeconomicpolicy,swiftlyadoptedaproactivefiscalpolicyandamoderatelyeasymonetarypolicy,introducedtenmeasurestoshoreupdomesticdemandandputinplaceaseriesofrelatedpolicies.Together,theymakeupasystematicandcomprehensivepackageplanaimedatensuringsteadyandrelativelyfasteconomicgrowth.

　　First,substantiallyincreasegovernmentspendingandimplementastructuraltaxcut.TheChineseGovernmenthasrolledoutatwo-yearprograminvolvingatotalinvestmentofRMB4trillion,equivalentto16percentofChina'

sGDPin2007.

　　Theinvestmentwillmainlygotogovernment-subsidizedhousingprojects,projectsconcerningthewell-beingofruralresidents,railwayconstructionandotherinfrastructuralprojects,environmentalprotectionprojectsandpost-earthquakerecoveryandreconstruction.SomeofthemareidentifiedaspriorityprojectsinChina'

s11thFive-YearPlanforEconomicandSocialDevelopment.Therestareadditionalonestomeettheneedsofthenewsituation.Thistwo-yearstimulusprogramhasgonethroughscientificfeasibilitystudiesandissupportedbyadetailedfinancialarrangement.RMB1.18trillionwillcomefromcentralgovernment'

sbudget,whichisexpectedtogeneratefundsfromlocalgovernmentsandothersources.TheChineseGovernmenthasalsolaunchedamassivetaxcutprogramwhichfeaturesthecomprehensivetransformationofthevalue-addedtax,theadoptionofpreferentialtaxpoliciesforsmallandmedium-sizedenterprises（SMEs）andrealestatetransactions,andtheabolitionorsuspensionof100itemsofadministrativefees.ItisexpectedtobringaboutatotalsavingofRMB500billionforbusinessesandhouseholdseachyear.

　　Second,frequentlycutinterestratesandincreaseliquidityinthebankingsystem.Thecentralbankhascutdepositandlendingratesoffinancialinstitutionsfivetimesinarow,withtheone-yearbenchmarkdepositandlendingratesdownby1.89percentagepointsand2.16percentagepointsrespectively.Thusthefinancialburdenofcompanieshasbeengreatlyreduced.Therequiredreserveratiohasbeenloweredfourtimes,addinguptoatotalreductionof2percentagepointsforlargefinancialinstitutionsand4percentagepointsforsmallandmedium-sizedones.ThishasreleasedaroundRMB800billionofliquidityandsubstantiallyincreasedfundsavailabletocommercialbanks.Aseriesofpolicymeasureshavebeenadoptedinthefinancialsectortoboosteconomicgrowth,includingincreasinglending,optimizingthecreditstructure,andprovidinggreaterfinancialsupporttoagricultureandtheSMEs.

　　Third,implementtheindustrialrestructuringandrejuvenationprogramonalargescale.Weareseizingtheopportunitytopushaheadcomprehensiveindustrialrestructuringandupgrading.Tothisend,plansarebeingdrawnupforkeyindustriessuchasautomobileandironandsteel,whichnotonlyfocusonaddressingtheimmediatedifficultiesofenterprisesbutalsolooktowardtheirlong-termdevelopment.Wehavetakenstrongmeasurestofacilitatethemergerandreorganizationofenterprises,phaseoutbackwardproductioncapacity,promoteadvancedproductiveforces,andimproveindustryconcentrationandtheefficiencyofresourceallocation.Weencourageourenterprisestoupgradetechnologiesandmaketechnologicalrenovation.Wesupporttheminmakingextensiveuseofnewtechnologies,techniques,equipmentandmaterialstorestructuretheirproductmix,developmarketableproductsandimprovetheircompetitiveness.Ourfinancialsupportpoliciesarebeingimproved,asoundcreditguaranteesysteminstalledandmarketaccesseasedforthebenefitofSMEdevelopment.

　　Fourth,activelyencourageinnovationandupgradinginscienceandtechnology.WearespeedinguptheimplementationoftheNationalProgramforMedium-andLong-TermScientificandTechnologicalDevelopmentwithaspecialfocuson16keyprojectsinordertomakebreakthroughsincoretechnologiesandkeygenerictechnologies.ThiswillprovidescientificandtechnologicalsupportforChina'

ssustainableeconomicdevelopmentatahigherlevel.Wearedevelopinghigh-techindustrialclustersandcreatingnewsocialdemandandneweconomicgrowthareas.

　　Fifth,substantiallyraisethelevelofsocialsecurity.Wehaveacceleratedtheimprovementofsocialsafetynet.Wewillcontinuetoincreasebasicpensionforenterpriseretireesandupgradethestandardofunemploymentinsuranceandworkers'

compensation.Wewillraisethelevelofbasiccostoflivingallowancesinbothurbanandruralareas,welfareallowancesforthoseruralresidentswithoutfamilysupportandthespecialallowancesandassistancetoentitledgroups.Thisyear,thecentralbudgetforsocialsecurityandemploymentwillincreaseatamuchhigherratethanthegrowthoftheoverallfiscalrevenue.

　　Weareadvancingthereformofthemedicalandhealthsystemandworkingtoputinplaceanationwidebasicmedicalandhealthsystemcoveringbothurbanandruralareaswithinthreeyearsandachievethegoalofeveryonehavingaccesstobasicmedicalandhealthservice.ItisestimatedthatgovernmentsatalllevelswillinvestRMB850billionforthispurpose.WegiveprioritytoeducationandarenowworkingontheGuidelinesoftheNationalProgramforMedium-andLong-TermEducationalReformandDevelopment.

　　Thisyear,wewillincreasepublicfundsforcompulsoryeducationinruralareas,offermorefinancialsupporttostudentsfrompoorfamiliesandimprovethewell-beingofmiddleandprimaryschoolteacherssoastopromoteequityineducationandoptimizetheeducationalstructure.Weareusingeverypossiblemeanstolessentheimpactofthefinancialcrisisonemployment.

　　Wearefollowingamoreactiveemploymentpolicy.Inparticular,wehaveintroducedvariouspolicymeasurestohelpcollegegraduatesandmigrantworkersfindjobsandprovidedmoregovernment-fundedjobsinpublicservice.Thesemajorpolicymeasuresasawholetargetbothsymptomsandrootcauses,andaddressbothimmediateandlong-termconcerns.Theyrepresentaholisticapproachandaremutuallyreinforcing.Theyaredesignedtoaddresstheneedtoboostdomesticdemand,readjustandreinvigorateindustries,encouragescientificinnovationandstrengthensocialsecurity.Theyaredesignedtostimulateconsumptionthroughincreasedinvestment,overcomethecurrentdifficultieswithlong-termdevelopmentinmind,andpromoteeconomicgrowthintheinterestofpeople'

slivelihood.Thesemeasurescanmobilizeallresourcestomeetthecurrentcrisis.
