1目的Purpose

为加强公司外来人员管理，确保公司正常的生产经营秩序，保证内部员工及外来人员的安全，特制定本制度。

Inordertostrengthenthemanagementofforeignpersonnel,toensurethenormalproductionandoperationorder,toensurethesafetyofinternalstaffandexternalpersonnel,andtodevelopthesystem.

2范围：

适用于进入公司的所有外来人员（包括外来参观人员）

Applicabletoallforeignpersonnel（includingforeignvisitors）inthecompany

3定义：

Definition:

外来参观人员：

到企业参观考察，不安排到生产岗位的外来人员。

Foreignvisitors:

tovisittheenterprise,nottoarrangefortheproductionofforeignpersonnel.

外来培训人员：

到企业培训学习，安排到具体的生产岗位跟班学习的外来人员。

Foreignpersonneltraining:

toenterprisetraining,assignedtospecificforeignpersonnelpostproductionstudy.

外来施工人员：

到本企业从事施工作业的外来人员。

Foreignconstructionworkers:

totheenterpriseengagedintheconstructionoperationofforeignpersonnel.

4职责与权限ResponsibilityandRight

4.1人事行政部负责制定此规章制度并对此规章制度的实施进行考核：

HR&Administrationdepartmentisresponsibleforformulatingtherulesandregulationsandtheimplementationoftheregulationsfortheassessment

4.2各部门负责此制度的实施，对外来参观人员进入厂区进行安全教育和进入厂区后的安

全监护。

5内容Content

5.1外来参观人员的管理规定

5.1.1凡外来参观人员进入公司时，首先到门卫处联系接待部门。

在获得同意进入公司的通

知后，凭有效证件（身份证、驾驶证等）在门卫进行登记，登记信息包含：

姓名、工作单位、职务、联系方式、来访目的、联系人等，并向门卫值班人员换取通行证。

同时门卫需发放《参观指导卡》。

5.1.2外来参观人员必须佩带公司统一制作的通行证，离开公司后将通行证如数归还。

损坏或丢失，每张赔20元。

5.1.3进入厂区前，接待部门要对外来参观人员进行安全须知专题教育，要求严格遵守，对

不服从管理的外来参观人员，要求其退出生产区，终止参观接待。

5.1.4进入公司的外来参观人员只能在公司接待厅等待，未经允许严禁进入生产区域、研发区域、仓库区域。

若因工作需要需进入上述区域，生产区域必须得到生产部负责人批准，进入研发区域必须得到研发负责人批准，进入仓库区域必须得到仓库负责人批准才可进入。

5.1.5相关部门必须做好外来人员的安全监督，做到“谁接待谁负责”；进入现场须有本公

司人员陪同，告知遵守现场安全制度，戴好相应的防护用品。

严禁外来参观人员自行在生产区内活动。

5.1.6在参观过程中Duringthevisit

5.1.6.1外来参观人员不得动用岗位上的工具、开关、阀门等。

5.1.6.2在进入生产车间、研发实验室、车间时，外来参观人员应将手机放入手机箱，锁门后取出钥匙随身保管，离开车间时可自由取回手机。

外来参观人员未经同意，不得在安全敏感区域内照相、摄像。

Beforegoingintothemanufacturingshop,RDlab,workshop,foreignvisitorsshallputtheirmobilephonesinthephonecabinet,lockthedoor,takeoutthekeyandtakecareofitwiththemselves.Afterleavingtheworkshoptheycangetbackthemobilephonesfreely.Foreignvisitorsisforbiddentotakephotosorvideosinthesafetysensitiveareawithoutpermission.

5.1.6.3外来参观人员要爱护岗位用品用具。

Foreignvisitorstotakecareofthepostsuppliesequipment.

5.1.6.4生产现场严禁吸烟，违者按照公司要求处罚。

Smokingisprohibitedintheproductionsite,accordingtotherequirementsofcompanypunishmentofoffenders.

5.1.6.5进入公司的外部人员要讲究卫生，有随地吐痰、乱丢纸屑或垃圾等不文明行为者，按照公司规定处罚；

Intothecompany'sexternalpersonneltopayattentiontohygiene,spitting,throwscrapsofpaperorgarbageandotheruncivilizedbehavior,thecompanyinaccordancewiththeprovisionsofpunishment.

5.1.7参观人员只能从公司大门进出公司，若发现翻围墙等其它手段进入公司，一律按偷窃

行为论处。

Visitorscanonlyfromthedoorinandoutofthecompany,ifitisfoundoverthefenceandothermeanstoenterthecompany,shallbeinaccordancewiththecrimeofstealing.

5.2外来培训人员的管理规定

5.2.1凡外来培训人员进入公司流程同5.1。

接待部门对外来培训人员进行入厂前培训，上岗前培训教育。

相关内容有：

企业基本情况、本厂安全生产特点、禁火禁烟管理、劳动保护与个体防护基本要求、劳动纪律管理等。

5.2.2培训学习过程中，接待部门负责在岗位期间的安全监护和业务培训。

5.2.3外来培训人员在岗位上未经允许不得动用岗位上的工具、开关、阀门等。

遵守企业劳动纪律相关要求，不得串岗、睡岗以及做与生产无关的事情。

5.2.4培训结束根据相关要求进行培训考核。

5.3外来施工人员管理规定

5.3.1进入公司施工的单位人员入厂流程及要求同5.1。

接待部门负责人必须对其进行安

全规章制度、管理规定等为主要内容的安全教育，告知外来施工人员本企业安全生

产的基本特点、作业的注意事项、需要办理的安全票据、办理程序和基本要求。

5.3.2公司相关单位必须对委外施工单位合法性、技术水平和安全保证条件进行确认：

5.3.2.1验证营业执照及经营范围是否符合要求。

Toverifywhetherthebusinesslicenseandbusinessscopeisinlinewiththerequirements.

5.3.2.2施工管理能力和队伍素质能否满足工程需要。

Constructionmanagementabilityandteamqualitycanmeettheneedsoftheproject.

5.3.2.3安全生产保证体系是否健全，安全措施是否落实。

Safetyassurancesystemisperfect,whethertheimplementationofsecuritymeasures.

5.3.3签订的外包合同中，必须订有明确具体的安全内容和要求，在签订合同时要签订相

应的《安全协议》。

5.3.4外来施工人员进入生产区必须遵守本公司各项有关规定。

遵守本企业的规章制度，

按规定办理各种安全票证，并服从本企业的安全监管，具体内容如下：

5.3.4.1焊工、电工等特殊工种必须持证操作，其他专业工种也要有合格的业务水平，有一定

的安全基础知识。

Welders,electriciansandotherspecialtradesmustbecertifiedoperationandotherprofessionalworkerstohavequalifiedlevelofbusiness,therearesomebasicknowledgeofsafety.

5.3.4.2在场区施工，运输行车路线必须按公司交通安全管理制度执行，公司外时速不得超过

每小时10公里，现场时速不得超过每小时5公里。

Inthepresenceofconstruction,transportroutesmustbeimplementedinaccordancewiththecompany'strafficsafetymanagementsystem,thecompanyisnotmorethan10kilometersperhour,thespeedofthesiteshouldnotexceed5kilometersperhour.

5.3.4.3没有安全防护装置的作业设备，不得在生产区使用，作业人员在作业过程中必须按相

关要求佩带防护用品。

Theoperatingequipmentforthesafetyprotectiondeviceshallnotbeusedintheproductionarea,andtheoperationpersonnelmustwearprotectiveequipmentinaccordancewiththerelevantrequirements.

5.3.4.4进行动火、高空、起重吊装、动土、有限空间、设备检修、盲板抽堵、断路作业，临

时用电等危险性较大的作业时，须按本公司制度规定办理作业票，经批准后方可进

行作业，公司相关部门要做好监督、检查工作。

5.3.4.5施工现场的各种防护设施，如护栏、设备预留口的盖板、跳板、安全网绳、地沟、电

葫芦、楼梯、操作台板等，未经本公司同意不得移动或拆除。

5.3.4.6施工过程中，要注意保证施工现场道路和通道畅通。

每项施工作业完后，必须及时清

理现场。

Duringtheconstructionprocess,toensurethattheconstructionsiteroadsandchannelsopen.Aftereachoftheconstructionwork,mustpromptlycleanupthescene.

5.3.4.7遵守本公司禁烟制度，违反者按本公司制度处理。

Tocomplywiththecompany'ssmokingsystem,inviolationofthecompany'ssystem.

5.3.4.8未经有关负责人同意，不得随意进入与作业无关的生产区域，不准动用生产工具、原

料、设备、车辆、设施等。

Withouttheconsentoftherelevantpersonincharge,shallnotenterintotheproductionarea,whichhasnothingtodowiththejob,andarenotallowedtouseproductiontools,rawmaterials,equipment,vehicles,facilities,etc..

5.3.4.9发生事故进行急诊或须用救护车辆时，本公司有关部门应大力支持。

Whenanaccidentoccurs,thecompany'srelevantdepartmentsshouldvigorouslysupporttheemergencyoruseofambulancevehic
