Withurbanization,thecostoflivingcontinuetoincrease,alargechildren’seducationexpensesandthetraditional“menoutside,womeninsidelifestyletothemostordinaryfamiliesbearthehugepressureoflife,womencontinuetoworktoincreasefamilyincomeandreducethepressureoflifeafterthecollapseofthebubbleeconomy,theeconomicdownturn,thelifetimeemploymentsystemgraduallycollapsed,resortedtolayoffsmeasuresinordertocopewithrecession,exacerbatedtheinstabilityoflifefactor,two-incomefamiliesreducetherisk.

Thesefactorsforcedthetraditionalfamilylifestylechange.YearscarriedoutundertheCabinetOfficesurveyshowsthatmenandwomentoparticipateinsociallife,theproportionofintentionaftergivingbirthtocontinuetoriseyearbyyear[3]alsoshowedthenumberofdual-careerfamiliesinJapanincreasingyearbyyear.Onthecontrary,relyonmentomakemoneythewomentendedtodecreaseasthenumberoffull-timehousewife,thetraditionalfamily,andsince1997,lowerthanthenumberofdual-careerfamilies[4].

Asaresult,thebirthofthechildcarefatheristheincreaseindual-careerfamiliesthesamewomenwhoworkoutside,notlikeafull-timewivesthattakeupallthehouseworkandchildcareburdenofTosolvethisproblem,youneedthemeninthehousehold,sharedparentingheavyresponsibility.theinevitableresult.

2,theGovernmentoffactors

Japanesesocietyisfacingaseverelowbirthrateproblem,thegovernmentaddresstheproblemtodeveloppoliciestoencouragepeopletomarryandhavechildren,manywomeninordertocauseanegativeimpactoncareerdevelopmentinordertoavoidheavyhouseworkandchild-rearingburdenaftermarriage,itisselectlatemarriageandchildbearing,andevenmarriageinfertility.themosttraditionalofwomenintothemarriage,aftertheresignationofthetraditionalfamilylifeathomewife,mother,butalsoleadtosubstantialreductionof30-year-oldfemalelaborforce,gavetheeconomicdevelopmentofahugepressureonthefaceofthisdilemmasituation,theGovernmentmusttakemeasurestotrytodonotonlytakeintoaccountthepopulationofsustainabledevelopmentissues,butalsoensuresthattheneedsofthelabormarket.

Theearly1990s,inordertoensuretheemploymentworklifebalance,theJapanesegovernmenttodevelop&

childcaresuspensionofbusinesslaw.,Promotionofwomen’scontinuedemployment,andtoensurethemenarealsoinvolvedinchildcare,institutionalizationofthelaw.Infact,thefamilychildcareheavyresponsibilitystillfallsonwomenwhobecometheprimaryreasonthatmanywomenchoosetoresign.

①beforetheamendmentprovisions,bothparentsmadethechildrenleaveforaperiodnotmorethanoneyearparentalleaveatleastonebeforetheageoftheamendment,thevacationperiodisstill1year,bothparentsalternatelyleavemaybeextendedtothechildreachesoneyearandtwomonths.

②beforetheamendment,parentalleavecanonlyobtainarevised,ifthefatherinthepostpartum8weeksofparentalleave,andthenagainleavetoincreaseleavethenumberisundoubtedlyamorerationalandeffective.

③beforetheamendmentifitisfull-timehousewifefamilycanrefusethefather’ssideoftheleaveapplicationaftertherepealofthisprovisionintheamendment,evenifitisafamilyoffull-timehousewife,andherfathercantakeparentalleavesothatthewifeisafull-timehousewifeandtooashamedtoleavehisfathercanjustifiablyapplyforparentalleave.ShareFreepaperDownloadCenter

Third,theprospectiveanalysisParentingdadnowandbecomeahottopicinJapan.However,accordingtotheMinistryofHealth,LaborandWelfaresurvey,2010toobtaintherateofmaleparentalleaveincreasedby0.49%,thehighestlevelinhistory,butjuststayat1.72%[6]developedrankingnationalmaleparentalleaveratetothelowestlevel.“Menandwomeninsidethedeeplyentrenchedparentingdadwillflowinasimplepopphenomenoninthepopularawhileandthendisappeared?

Abovereasons,Ibelievethatthegenerationof”ParentingDad“isnotaccidentbuttheinevitableproductofsocialdevelopment,withthesocialandeconomicdevelopment,thetransformationofpeople’slifestylesandsocialideology,parentingdadteamwillgrowanddevelop,andgraduallychangetheproportionoftraditionalfamilypatternsandtheJapanesegovernmentin2017ofmaleparentalleaveincreasedto10%,buttherealizationofthisgoalisalsofacingaseveretest,weneedthesupportandimprovement.

Thefirstortheconceptofmainstreamconsciousnessoftoday’ssocietythetraditionalconceptofthedominantviewthatchildcareistheresponsibilityofthemother,manywomenevenifthemarriagedidnotimmediatelyresign,willchoosetoresignbeforegivingbirthonlytopromotetheconceptofshiftinconsciousness,inordertoallowmorefatherstoreallyactivelyparticipateinchildcarework,andwillinglywhenparentingfather.
