AllcompaniesdirectlyunderSINOPEC,headfactory,factoriesandinstitutes,

TheSINOPECRegulationsforProductionPreparationandTrialrunofConstructionProjectsisnowprintedandissuedtoyou,whichshallbeimplementedseriously.AnyprobleminimplementationshallbefedbacktotheSINOPECEngineeringDepartment.

TheoriginalSINOPECRulesfortheWorkofProductionPreparationandTrialrunofPetrochemicalConstructionProjects（fortrail）（ZhongShiHua[1990]JianZhiNo.34）shallbeabolishedatsametime.

Chapter1General

Article1Tointensifytheproductionpreparationworkofpetrochemicalconstructionprojectsandtosecurethesuccessoftrialrunwithmaterialatonetimeandtorealizeof“safe,stable,longtime,atfullcapacityandinbestquality”runningaftertrialrunwithmaterialsoastoobtainthereturnsofinvestment,thisregulationisworkedout.

Article2Thisregulationappliestoallnewlybuilt,expandedandtechnicalreformedlargeormediumsizedpetrochemicalconstructionprojectsoftheenterprisesdirectlyundertheChinaPetrochemicalCorporation（hereinafterreferredtoasSINOPEC）.Itmayalsobeasreferencetootherconstructionprojects.

Article3Thelaborsafety,environmentprotection,firefightingandindustrialhealthinvolvedinthisregulationshallimplementrelevantlaws,codes,standardsandspecificationofSINOPECinforce.

Article4Theworkofproductionpreparationrunsthroughthewholeprocessoftheconstructionproject.Uponthereplyoftheapprovalofthefeasibilitystudy,theWorkingProgramofProductionPreparationshallbeworkedoutsoastobringtheworkofproductionpreparationandtrialrunwithmaterialintolinewithoverallcontrolplanoftheconstructionproject.

Article5Theworkofthetrialrunshallfollowtheprincipleof“thesingletrialrunshallbedoneearlier,thepurgingandairtightshallbestrict,thecombinedtrialrunshallbecomplete,thetrialrunwithmaterialshallbestableandtheeconomicreturnsshallbegood”soastobesafeandstableandtobesuccessfulatonetime.

Article6Thetasksofproductionpreparationare:

1.Organizationpreparation;

2.Personnelpreparation;

3.Technicalpreparation;

4.Materialpreparation;

5.Capitalpreparation;

6.Marketingpreparation;

7.Preparationofexternalconditions;

Article7OrganizationPreparation;

1.Uponthereplyoftheapprovalofthefeasibilitystudyoftheconstructionproject,theownershallorganizeproductionpreparationorganandbasedontheprogressoftheproject,theorganshallbeimprovedgraduallyaccordingtotheprincipleofsimplifiedandunifiedwitheffectivefunction,whichshallberesponsiblefortheworkoftheproductionpreparation.

2.Basedontherequirementsofoveralltrialrunsolutions,theownershallestablishaleadingorganforthetrialruntimelytoleadanddirectrelevantunitsinaunifiedwaytodotheworkwellofthesingletrialrun,thecombinedtrialrun,thetrialrunwithmaterialandtheproductiontest.

3.Basedonthedesignrequirementsandtheprogressoftheconstructionoftheprojectandcarryingouttheprincipleof“newsystemandnewmechanismfornewfactory”,theownershalltimelyorganizeproductionmanagementorgansatdifferentlevelssoastomeetactualneedofproductionmanagement.

Article8PersonnelPreparation

1.Theownershall,basedontheapprovedcriteriaforpersonnel,workoutoverallplanandannualplanforpersonneltoenterthefactoryandpersonsshallbeassignedtimely;

2.Fortheallocationofpersonnel,attentionshallbepaidtotheagestructure,culturalstratumandtechnicalclass.Personnelonceworkedonsameorsimilarpostsshallmakeup1/3oftotalnumberofpersonsoftheunit.Newemployeesshallberemovedfromoldenterpriseinacompleteestablishmentwayandrecruitedfromgraduatesofcollegesorpolytechnicschools,whoshallbetrained,testedandhealthcheckedandgoodonesshallbeemployed.

Thepersonnelforproductionmanagement,technicalpersonnelandmainoperators,analyzersandmaintenancepersonnelshallenterthefactory1or2yearspriortothetrialrunwithmaterial;

Theotherpersonnelshallenterthefactoryhalfayearofoneyearpriortothetrialrunwithmaterial.

3.Basedonthecharacteristicsofpetrochemicalandtherequirementofthetrialrunwithmaterial,theownershallworkoutatrainingplanforallpersonnelandtheworkoftrainingshallbegraspedseriouslysoastomakethestaff,techniciansandworkersatdifferentlevels,afterrigidtrainingandtesting,beinconformitywithconditionstoworkontheirposts.

（1）Thetrainingofthestaffshallbestressedontheirprofessionsandrelevantknowledgeeducationsoastoraisetheirmanagementleveltomeetrequirementsoftrialrundirectionandproductionmanagement;

（2）Thetrainingofthebackbonesoftechnicians,teamleadersandshiftleadersandkeyoperatorsshallbestressedonthestudyofprofessionalknowledge,thepracticeinunitsofsamekind,computersimulationandtrainingonknowledgeoflaborsafety,environmentprotection,firefightingandindustrialsanitarytoraisetheirbusinessqualityandtechnicallevelviathesingletrialrunandthecombinedtrialrunastomakethembeproductionandtechnicalbackbonesinthetrialrunwithmaterial;

（3）Thenewworkersshall,after3-classsafetyeducationonentrythefactory,betrainedforthewholeprocessinfollowing5stages:

basicknowledgeandprofessionalknowledgeeducation;practiceinunitsofsamekind;practiceinpost;trainingofcomputersimulationandparticipationoftrialrunbeforethetrialrunwithmaterial.Throughtraining,makethembefamiliarwithprocessflowandgraspkeypointsofoperationtobecome“3-understandsand6-cans”（3-understands:

understandprinciple,understandstructure,understandsolutionandspecifications;6-cans:

canreaddrawings,canoperate,canmaintain,canliaison,canhandletrouble）andtheir“6-abilities”raised（thinkingability,operationability,workingability,coordinationandorganizingability,counteraccidentability,selfprotectionandrescuingability,selfrestrainingability）.

Oncompletionofthetrainingofeachstage,rigidtestshallbemade.Themarksofthetestshallbeputintopersonaltechnicalfiletobeasthebaseforthecertificateofworkingonthepost.

4.Thepracticeintheunitofsamekindshallbeorganizedbytheownerinacompleteestablishmentwaytocarryout“6-fixings”（fixingtask,fixingtime,fixingpost,fixingpersonnel,fixingpracticeteamleader,fixingperiodictesting）andsingthecontractof“2-contracts-1-replacing”withtrainerunit（contractedteachingbytrainerunit,contractedabletobytrainerunit,replacingtheworkofthepostunderthesupervisionofthetrainingmaster）;

5.Forimportedunits,accordingtowhatspecifiedinthecontractandtheactualneedofthetrialrun,thekeen-wittedandcapableproductionbackbonesshallbeselectedfromdepartmentstobetechnicallytrainedabroad.ThenamelistoftraineesabroadandtheplanoftrainingshallbereportedtoSINOPECEngineeringDepartmentandotherrelevantdepartmentsforexaminingandapproval.Aftertrainingabroadandcomingbacktothefactory,theyshallplaytheroleofbackboneinproductionpreparationandtrialrunwithmaterial.Thetraineesabroadshallserveintheunitnotlessthan3yearsafterthetrialrunwithmaterialtomakedeservedcontributionstothesafeandstablerunningoftheunitandthemeetingofthestandardoftheunit.

6.Inthetrainingofallpersonnel,theworkofcultivationofideology,styleanddisciplineandprofessionalmoraleducationshallbegraspedwell.Differenteffectivewaysshallbetakentopromoteselfeducationandselfraisingoftheemployeestostimulatethespiritof“loveChina,vitalizeSINOPEC”andtoinheritanddevelopfinetraditionofpetrochemicalsystemandtodotrooptrainingofideologyandstyle,intensifymanagement,setrigidrequirementsoastocultivateateamofemployeeswhohaveideal,cultureanddiscipline,

Article9TechnicalPreparation

1.Themaintasksofthetechnicalpreparationaretoworkoutdifferenttrialrunsolutions,productiontechnicaldocumentsandmanagementregulationssoastomakeproductionpersonnelgrasptechnologyofdifferentunits.

2.Theownershallestablishmanagementsystemofproductiontechnologyasearlyaspossible.Theproductionmanagementcardersandtechnicians,throughdifferenttechnicalpreparationworkofparticipatingtechnicalnegotiationanddiscussionofdesignsolutionsandreviewingofdesign,shallskillfullygraspthetechnologiesoftheprocess,equipment,instruments（includingcomputers）,safetyandenvironmentprotectionandbecapabletohandledifferenttechnicalproblemsindependently.

3.Theownershall,basedonthedesignrequirementsandtheOutlinesofProductionPreparationWork,workoutoveralltrialrunsolutiononeyearpriortothetrialrunwithmaterial,whichshallberepeatedlymodified,deepenedandoptimized.
