ChapterIGeneralProvisions

Article1Forpurposesofstrengtheningthesafetymanagementofoffshoreoiloperation,protectingtheoperators’lifeandproperty,aswellaspreventingandreducingoffshoreoilproductionsafetyaccidents,theseRulesareherebyformulatedinaccordancewithrelevantlawssuchastheProductionSafetyLaw,regulations,andstandards.

Article2TheseRulesshallapplytothesafetyintheproductionofoffshoreoil（includingnaturalgas,hereinafterthesame）intheinternalwater,territorialsea,contiguouszone,exclusiveeconomiczoneandcontinentalshelfwithintheterritoryofthePeople'sRepublicofChinaaswellasotherseaareasunderthejurisdictionofthePeople'sRepublicofChina,andtothesupervisionandadministrationthereof.

Article3Operatorsandcontractorsofoffshoreoilarethesubjectsofresponsibilitiesforthesafetyintheproductionofoffshoreoiloperationandshallberesponsibleforsuchproductionsafety.

Article4TheChinaOffshoreOilOperationSafetyOfficeundertheStateAdministrationofWorkSafety（hereinafterreferredtoasthe“COOOSO”）isresponsibleforthesupervisionandadministrationonthesafetyintheproductionofnationaloffshoreoil;andthesubofficesoftheOffshoreOilSafetyOfficeinChinaNationalOffshoreOilCorporation,ChinaPetroleum&ChemicalCorporation,andChinaNationalPetroleumCorporation（hereinafterreferredtoas“RelevantOffshoreOilSafetySuboffice”）areresponsibleforthesupervisionandadministrationonthesafetyintheoffshoreoilproductionoftheaforementionedcorporationsrespectively.

ChapterIIManagementoftheRecordFilingofFacilities

Section1ManagementoftheRecordFilingofProductionFacilities

Article5Thecommissioningshallbecarriedoutfortheproductionfacilitiesofoffshoreoil.Anoperatororcontractorshall,45dayspriortothedateofcommissioning,gothroughtherecordfilingformalitieswithRelevantOffshoreOilSafetySubofficeatthelocalityoftheproductionfacilitiesconcernedandsimultaneouslysubmittheapplicationfortherecordfilingofcommissioningofproductionfacilities,applicationfortherecordfilingofcome-into-serviceofthesubmarinelong-distanceoil（gas）pipeline,andthefollowingmaterials:

1.Finalinspectioncertificate（ortemporaryinspectioncertificate）andinspectionreportissuedbytheinspectionauthority;

2.Safetyprecautionsforthecommissioning;

3.Registrationformofthematerialsfortheconstructionphase;

4.Relevantdocumentsonpassingthedesignexaminationofsafetyfacilities,ondesignmodificationofsafetyfacilities,andonpassingtheexaminationonthedesignmodificationofsafetyfacilities;

5.Qualificationcertificateoftheoperationentity;

6.Conditionsofproductionaccidentandmajorfaultresultingfrompoorengineeringquality,whichhappenedduringtheoperationperiod;

7.Theregistrationformofcertificatesandotherdocumentsrelatingtotheproductionfacilities;

8.Maintechnicalspecifications,generalarrangementplan,andprocessflowdiagramoftheproductionfacilities;

9.Safetyqualificationcertificatesoftheprincipaloftheproductionfacilitiesandotherrelevantworksafetymanagerialstaff;

10.Classificationlistforobtainingcertificatesofauxiliaryequipmenttotheproductionfacilitiesandcertificatesconcerned;

11.Operationsafetymanualofproductionfacilities;and

12.Emergencypreplanforthesafeoperationofproductionfacilities.

Wheretheproductionfacilitiesarefloatingproductionstorageandoffloadingvessel,theinspectioncertificates,leave-factoryconformitycertificatesandpost-installtestreportsofthefastkickoffmechanismandthedevicesformeasuringhawsertensionanddistanceshallbesubmitted.

Wheretheproductionfacilitiesarethesubmarinelong-distanceoil（gas）pipeline,inadditiontothematerialsasmentionedinItems1to12inParagraph1ofthisArticle,theregistrationformofcertificatesandotherdocumentsrelatingtotherecordfilingofthecome-into-serviceofthesubmarinelong-distanceoil（gas）pipelineaswellasthecertificatesanddocumentsconcernedshallbesubmitted.

Article6TheRelevantOffshoreOilSafetySubofficeshallstrictlyexaminethematerialsrelatingtotheproductionfacilitiessubmittedbytheoperatorsorcontractorsand,whennecessary,carryoutspotinspection.

Whereitisnecessarytocarryoutspotinspection,theRelevantOffshoreOilSafetySubofficeshall,tendaysinadvance,discussandagreeonthedetailedissuesonthespotinspectionwiththeoperatororcontractorconcerned.TheoperatororcontractorshallcoordinatewiththeRelevantOffshoreOilSafetySubofficeinthespotinspectionandprovidethefollowingmaterials:

1.Theregistrationformofpersonnelsafetytrainingcertificates;

2.Thephysicallayoutdrawingofthefirefightingandlifesavingappliancesandthestationlist;

3.Safetymanagementdocuments,includingthedocumentsonthesystemofresponsibilityforproductionsafety,safetyoperationspecifications,workpermitsystem,safetyinspectionsystem,systemonanchoring,loadingandunloadingofthevessel,helicoptermanagementsystem,hazardousmaterialsmanagementsystem,proceduresfortheremotecontrolanddetectionoftheunmannedplatform,andoil（gas）exportmanagementsystem;and

4.Inthecaseofoilproductionfacilitiesatbeach,theconformitydocuments,inspectioncertificatesandpost-installtestreportsoftheseawayandtheinstallationsandfacilitiesalongtheseaway.

Wheretheexaminationandspotinspectionarepassed,theRelevantOffshoreOilSafetySubofficeshallissueanoticeontherecordfilingofthecommissioningoftheproductionfacilities;orwherethematerialsforrecordfilingorsafetyconditionsofthesiteofproductionfacilitiesfailtomeetrelevantprovisions,theRelevantOffshoreOilSafetySubofficeshallnotifyinwritingtheoperatororcontractortomakecorrectionsintime.

Article7Operatorsorcontractorsshallorganizethecommissioninginstrictaccordancewiththesafetyprecautionsaslistedintherecordfilingdocuments,andtheperiodofcommissioningshallnotexceedtwelvemonths.OperatorsorcontractorsshallapplytotheCOOOSOforacceptanceinspectioniftheproductionfacilitiesoperatenormallyduringtheperiodofcommissioning.

Theproductionfacilitiesmayformallycomeintoserviceonlyaftertheacceptanceinspectionispassedandthesafetyproductionpermitfortheproductionfacilitieshasbeenobtainedbytheoperatorsorcontractors.

Article8Underanyofthefollowingcircumstances,theoperatororcontractorofproductionfacilitiesshallreporttotheRelevantOffshoreOilSafetySubofficeintime:

1.Whereanyofthekeysafetyfacilities,suchastheabovegroundorsubsurfacesafetyvalve,fireandtoxicandharmfulgasdetectionandalarmsystem,andfirefightingapparatusandlifesavingappliances,isreplacedordismantled;

2.Wheretherelevantcontentoftheemergencypreplanischanged;

3.Wheretheoil（gas）productionhasbeendiscontinuedforovertendaysorterminated;

4.Wheretheoriginaldesigneduseofthesubmarinelong-distanceoil（gas）pipelineischanged;

5.Wherethemaximumdesignedtransportationcapacityorpressureofthesubmarinelong-distanceoil（gas）pipelineisexceeded.

6.Wherethesubmarinelong-distanceoil（gas）pipelineisseriouslydamaged,rupturedorblownup;

7.Whereanymajorpollutionaccidenthappensduetotheleakageofoil（gas）transportedbythesubmarinelong-distanceoil（gas）pipeline;

8.Wherethedestabilization,horizontalorverticalmovement,impendency,subsidenceorflotationofthesubmarinelong-distanceoil（gas）pipelineexceedstherelevantdesignedallowabledeviation;

9.Wheretheproductionbythesubmarinelong-distanceoil（gas）pipelineisceasedduetothefiltermediumclogging;

10.Wherethesubmarinelong-distanceoil（gas）pipelineneedsmajorrepairorreconstruction;

11.Wherethesafetysystem（suchastheemergencyblow-downdeviceandtargetedcut-offdevice）ofthelong-distanceoil（gas）pipelinehasbeeninmalfunctionforalongtime;or

12.Whereanyothercircumstancesunderwhichtheproductionsafetyissignificantlyinfluenced.

Section2ManagementoftheRecordFilingofOperatingFacilities

Article9Thegeophysicalprospecting,welldrilling（intervention）,pipelaying,hoisting,andlifesupportbytheoffshoreoiloperatingfacilitiesshallbefiledforrecordwiththeRelevantOffshoreOilSafetySuboffice.Anoperatororcontractorshall,fifteendayspriortotheoperation,submittheapplicationfortherecordfilingofoperatingfacilitiesandthefollowingmaterialstotheRelevantOffshoreOilSafetySuboffice:

1.Registrationformofthecertificatesrelatingtotheapplicationfortherecordfilingofoperatingfacilities;

2.Classificationlistforobtainingcertificatesofauxiliaryequipmenttotheoperatingfacilitiesandrelevantcertificates;

3.Shipmaneuveringmanual;

4.Operationcontract;

5.Operationsafetymanualofoperatingfacilities;and

6.Emergencypreplanforthesafeoperationofoperatingfacilities.
