PREFACE序言

ThisbookletispreparedtogiveabriefguidanceforthemaintenanceofLife-savingandFireFightingAppliance（PartI）onboardandserveasaninstructionandrecordbook.（Fordetailedinformation,relevantbooksshouldbereferredto.）

在本记录簿“第一部份”对船舶救生和消防设备的保养作简要说明和指引（细节要求请参阅有关的书籍）。

ThirdOfficershall,underChiefOfficer’ssupervisionandinstruction,fillinthe“RecordofSafetyEquipments”ofthisbooklet.

三副在大副的监督和指引下，负责填写本记录簿。

ThirdOfficershallinspectandrecordallLifeSavingequipmentsandFireFightingAppliancemonthly.HeshallalsorecordtheworkdoneperiodicallyoncheckingofcertainLife-savingandFireFightingAppliancesindetail.

三副每月应检查所有的救生和消防设备，并把检查结果分别记录在救生、消防设备和月度工作记录表上。

TheThirdOfficerisresponsiblefor,underthedirectionoftheMasterandChiefOfficer,examiningmonthlyand/orduringdrillandkeepingthelife-boats,anditsequipments,life-jackets,life-buoys,etc.,alwaysingoodworkingconditionanddrillshouldbecarriedoutinaccordancewiththeregulations.

三副根据船长和大副的指导，于每月或操演时负责对救生艇及其设备、救生衣、救生圈等救生器材进行检查，并保持处于良好使用状态。

各项操练应按公约规定执行。

本记录簿一本放置于驾驶台，一本由三副保管，方便检查及记录。

安全和消防设备保养指引

PeriodiccheckingisausefulmeanforpropermaintenanceonLife-SavingAppliance.Yourkindattentionisdrawntothefollowingguidelines:

定期检查安全设备是确保设备得到正确保养的有效手段。

检查和保养工作应按以下指引进行（详情请参阅相关书籍如SOLAS等）

1.Lifeboats救生艇

Glassreinforcedplasticlifeboatsarerot-proof,fire-resistant,non-corrosive,anddonotsweat.Glassreinforcedplastichoweverhasverypoorresistancetoabrasion.Everyeffortshouldbemadetopreventgripesandlashingsfromscrubbing,andtheheaviergearinsidetheboatshouldbechockedoffandlasheddownsothatitcannotrubwiththeship’smovement.

救生艇是用加强的玻璃纤维制造，防腐、防火、防锈和防汗水等。

但玻璃纤维容易受到擦伤和磨损的伤害，应尽量避免加固的钢丝等对救生艇玻璃纤维的磨损，在艇内的重物应以加固，防止船舶航行时纵横摇对救生艇产生伤害。

●MotorLifeboats机动救生艇

Themachineryofamotorlifeboatshouldbeinspectedfullyatleastonceateachboatdrill.Theinspectionincludesthefueltanks,theirfillingarrangement,runningtest,andgearsetc.Otheraccessories,suchasfireextinguishers,enginedynamo,thesearching-lightandradio-batteryetc.

TheboatengineshouldtestWEEKLY,andarunningoperationwhenthelifeboatloweredontowateratleastonceeveryTHREEmonths.

机动救生艇机最少在每次操练时应进行全面检查，包括油箱、加油工作管路、齿轮传动装置、和机械运转试验等。

其它部件，如灭火器、电源系统、搜救灯具和无线电通讯器的电池等。

救生艇机每星期按规定进行测试，在不少于三个月内，当救生艇放下水时应进行航行试验。

●Lifeboatgripesandlashing救生艇加固设施

Lifeboatgripesandlashing（ifneeded）arerequiredtobesofittedinthiswaytheycanbelet-gofrominboard.Thefunctionofthegripesistoholdtheboatfirmlydowninthechocks,ortheshoulderchocksonthedavits.

救生艇加固（如有）设施须能从艇内解脱。

其作用是使救生艇稳固的坐落在艇吊架上的座垫上。

●MarkingofLifeboats救生艇的标记

Thedimensionsofthelifeboatandthenumberofpersons,whichispermittedtoaccommodateshallbeclearlypermanentmarked.Thenameandportofregistryshallbemarkedoneachsideofthelifeboat’sbowandtopinblockcapitalsoftheRomanalphabet（itisrecommendedtouseblackcolourletter）.Thenameoftheshipandnumberofthelifeboatshallbemarkedandvisiblefromabove.

救生艇的尺码和可载人数要在固定地点清晰的标示。

船名和注册港名要用罗马大写字体标示在救生艇船头的两侧和顶部（建议使用黑色字体）。

使能从上空也可清晰看到。

2.LifeboatEquipment救生艇的设备

Thelifeboatequipmentsaretobecheckedforconditionmonthly.MastandSails（ifrequiredbytheRules）aretoberiggedandingoodorder,rudderandtiller（tobe）shipped,grablinesandtheirattachmentstothelifeboat（tobe）examined.

救生艇设备每月应进行清点和检查设备状况，如检查桅及帆是否完好、舵及舵操纵杆、艇外悬绳及属具。

●WaterandProvisions水与食粮

Alllifeboatsshallbefittedwithsufficientwatertightlockersorcompartmentstoprovideforthestorageoftheitemsofequipment,waterandprovisionsrequired.

Watertightreceptaclescontainingatotalof3loffreshwaterforeachpersonthelifeboatispermittedtoaccommodate.

Afoodrationoftotalingnotlessthan10,000kjforeachpersonthelifeboatispermittedtoaccommodate.

Yourattentionisdrawntotheconditionandvalidityofthewaterandfoodration.Compartmentshouldbeclean.

每艘救生艇需配置足够的水密柜/容器供储藏所需的设备、水和粮食。

水密容器应可装足够给救生艇允许乘载人数每人三公升淡水的总量。

粮食配备应足够给救生艇允许乘载人数每人不小于10,000焦耳的份量。

所有容器要保持清洁干净，水和粮食应保持良好的状况和有效期。

●LifeboatCompass救生艇罗盘

Anoperationalcompassshallbeequippedtoeachlifeboat.Incasethecompassisfilledwithanti-freezeliquid（usuallydistilledwater60%andindustrialmethylatedspirit40%）todampentheeffectofthemotionoftheboat.Itshouldfreefromairbubbleandunfavorableerroranddefects.

每艘救生艇应配置一个可操作的罗盘。

如果该罗盘是充满液体来减轻由于艇摇对罗盘的影响，那么该液体应可抗凝固（一般用60%蒸馏水和40%工业酒精）。

罗盘应保持无气泡和误差在可接受范圉内和状态良好。

●FirstAidOutfits救生艇急救药包

FirstAidOutfitsshouldbeexaminedtoseethattheseal（ifavailable）onthecontainerisintactandmedicineisvalid（Usuallyvalidfor3yearsorspecifieddate）,thecontaineritselfisnotrustedordamaged.

检查救生艇急救药包的封条是否完好（若有），药品是否有效（通常救生艇药品从制造日三年内有效或注明日期），急救箱外壳是否完好无锈。

●Pyrotechnic求救讯号火箭

Parachutesignalsandhandflares,orangesmokesignals,manoverboardsignalsandlinethrowingapplianceetc.shallberenewedeverythree（3）yearsfromthedateofmanufactureoritsindicateddateofexpiry.Specialcareshouldbetakenregardingthedisposaloftheobsoletepyrotechnicsignals.Anumberofseriousaccidentshadbeenoccurredinthepastasaresultofout-of-datepyrotechnicsignalsbeingused.Itisadvisablethatonnoaccount,neithershouldthesesignalsbeusedfortestingorpracticingnorshouldtheybelandedforanypurpose.Theyshouldbekeptinasafeplaceonboardshipuntilopportunityoccursforreturningittosupplier.

降落伞火箭、火焰信号、烟雾弹、人落水信号和拋绳设备等必须按出厂日期每三年或注明的过期日前予以更换。

在处理过期的火箭弹药必须十分谨慎小心，过往很多经验证明因不小心处理、遗弃、使用和试验上述过期的信号火箭，造成严重伤亡事故，故此它们应该放置船舶的安全地点等待机会退回供货商。

●Provisions粮食

Provisionsshouldbeexaminedregularlytoascertainthattheyareingoodconditionandanyitemsnotingoodedibleconditionorexpiredshouldbereplaced.

救生艇食品必须经常检查确保状况良好，若发现食品变坏或已过期，应立即更换。

●GMDSS全球海事救援服务系统

Duringperiodicchecking,toensurethatGMDSSsystemshallbeinworkingcondition.

定期对GMDSS系统检查，并使处于良好使用状态。

●BuoyantHeavingLines悬浮拋绳索

Topreservethebuoyantqualitiesandtopreventdeterioration,thelinesshouldbestowedinasdryaplaceaspossibleinthelifeboat.

可悬浮拋绳索要存放在干燥处防止霉坏。

●Embarkationladder救生艇登艇梯

Anembarkationladderextendinginasinglelength,fromthedecktothewaterlineinthelightestseagoingconditionunderunfavorableconditionoftrimofupto10degreesandalistofupto20degreeseitherwayshallbeprovidedateachembarkationstation.

救生艇登乘点设置一登艇梯，其长度要求是从登乘艇甲板延伸至船舶海上航行最轻载水线。

并在船舶纵倾至10度和任何一舷横倾至20度的不利情况下，仍可登乘。

Thesideropesoftheladdershallconsistoftwouncoveredmanilaropesnotlessthan65mmincircumferenceoneachside.Eachropeshallbecontinuouswithnojointsbelowthetopstep.

梯的两边绳索应是2条圆周不小于65毫米、无包裹、每条应连续和从上梯级至下梯级无节头的马尼拉绳索。

Theladderstepshallbemadeofhardwoodwithanefficientnon-slipsurface,notlessthan480mmlong,115mmwideand25mmindepth,andequallyspacednotlessthan300mmormorethan380mmapartandsecuredinsuchamannerthattheywillremainhorizontal.

登艇梯梯级板是用有防滑表面的硬木做成，长度不小于480毫米、宽度不小于115毫米、厚度不小于25毫米；级板间隔不小于300毫米，也不大于380毫米，以保持固定在水平的状况。

Theladdershouldalwaysbekeptingoodcondition,freefromrot,wet,dirtyorstainanddamage.

登艇梯应保持良好的状态，防止霉烂、潮湿，肮脏或油污和损坏等。

Innon-passengershipstheladdersshould,asarule,besecuredtoeye-platesontheboatdeck.

在非客轮上救生艇的登艇梯，按规定必须固定在甲板的眼环上。
