butthatdarkdayalsobecameoneofourfinesthours,asthemenandwomenofminustahsetasidetheirowntrauma,gotthemissionquicklybackonitsfeet,andhelpedthepeopleofhaiticopewiththehorrificaftermath.

IwouldliketothankthePresidentsoftheaffectedAfricancountries–thePresidentofGuinea,thePresidentofLiberia,andthePresidentofSierraLeone–andIwouldalsoliketothankPresidentMugabewhoisparticipatinginhiscapacityasPresidentoftheAfricanUnion.

AndIwouldalsoliketothankDr.MargaretChan,DirectorGeneraloftheWHOforherleadership.

ThankyouallMinistersanddignitarieswhohavetakensuchveryvaluabletimetobewithus,tobewiththepeopleofAfricaparticularlyaffectedbyEbola.

Ithinkwecanovercomethisone,andIthinkwearenowovercomingitbutwehavetogountiltheend,untilweseethelastpatientcuredandtherewillbenofurthercases.

IwouldalsoliketothanktheWorldBankPresident,andtheIMFManagingDirectorandthemanyinternationalandregionaldevelopmentbanks,includingtheAfricanDevelopmentBankandtheIslamicDevelopmentBank,andtheEuropeanUnion.

IapplaudtheAfricanUnionanditsplantoconveneanInternationalConferenceonAfrica'sFightagainstEbolalaterthismonthinMalabo.

IcommendtheAfricanUnionforgalvanizingAfricanleaders,businessesandcommunitiesinsolidaritywiththeaffectedcountries.Thisregionalunityhasbeenessentialtobringingtheoutbreakundercontrol–andwillbecriticaltoeffectiverecovery.Icommendthemorethan800AfricanvolunteerswhodeployedthroughtheAUEbolasupportmechanism.

Ialsothankthecountriesthatansweredmycalltosendinlogisticalsupport,medicalteams,crisismanagersandaidforsafeanddignifiedburials.

Thousandsofwomenandmenfromwithinandoutsidethecountriesputtheirlivesonthelinetoslowtheadvanceofthisdisease.

Thankstothesepartners–andtoomanyotherstoname–wehavecomealongwayincontainingtheoutbreak.

TheGeneralAssemblytookdecisiveaction,endorsingtheUNMissionforEbolaEmergencyResponse–UNMEER.IthankHisExcellencySamKutesa,PresidentoftheGeneralAssembly,forhiscontinuedleadershipinkeepingthemembershipseizedwiththisissue.

AsUNMEERpreparestoclosenextmonth,theUNwillmaintainthededicatedhigh-levelleadershipunderWHOtogetherwiththeUNcountryteams,initssupporttohelptheaffectedcountriesgettozero.

Thestrategytoendtheoutbreakisworking–butthefinalstretchoftheresponseremainsparticularlychallenging.

CasesinGuineaandSierraLeonehavebeenreducedconsiderably.Theresponseisbeingfine-tunedtofocusonincreasingengagement,awarenessandcontacttracingintheremainingaffectedcommunities.

NewcasesinLiberiashowtheneedforcontinuedvigilancegiventheregionalrisks.TheLiberianGovernment'sproactiveactionsalsounderscorehowtheresponsestrategyhaseffectivelyreinforcednationalcapacitiesandknowledgetobeactivatedforfutureoutbreaks.

ButtheimpactsoftheEbolacrisishavebeenfar-reachingandmuchworkisneededtosupportthecountries.

Theoutbreakhaserodedprogressonpeaceanddevelopment.Ithasdisruptedhealthandsocialservices.

Manymajoreconomicsectorshavebeenaffected:

agriculture,mining,trade,tourism,transport,fisheriesandlivestock.Thefunctioningofschools,hospitalsandotherpublicinfrastructurehassuffered.

Allofthesedisruptionshavehadanegativeimpactontheeconomiesofallthreecountries–whichwere,priortotheEbolaoutbreak,onapositivegrowthtrajectory.

Thisnegativeimpact–oneconomies,livelihoodsandmoreimportantlylives–demandsthattheglobalcommunitycontinuestoprioritizerecoveryfromEbolaevenlongafterthecrisissubsides.Thiswillbeessentialto“stayatzero”inordertostrengthenresiliencetowithstandfutureshocks.

Yourcontinuedgenerositywillhelptheaffectedcountriescarryouttheirplansforrecoveryoverthenexttwoyears.

Oursharedgoalistobuildbackstronger,saferandmoreresilientcapacitiesforpreventionandresponse.Thatmeansaccesstohealthserviceseverywhere–notjustincapitals.ItmeanshealthservicesequippedtonotonlyrespondtoextraordinaryoutbreakslikeEbola,buttoaddressmalaria,choleraandothercommonailments.

InvestinginGuinea,SierraLeoneandLiberiawillyieldglobaldividendsinpreventinglocaloutbreaksfrombecomingnationalemergenciesandregionalpandemics.

Thatiswhytodayisaboutmorethanspeechesandpledges–itisachancetoforgeapartnershipforabetterfuture–afuturethatisfullofopportunityandfreeofEbola.

Ourtaskisalsotolearnfromourshortcomingsandtranslatethelessonslearnedfromthiscrisisinbuildingbackbetter.Todoanythinglesswouldcompoundthetragedy.

IparticularlywelcomeWHO'slessonslearnedprocessanditsplansforreform.Justthisweek,WHOwelcomedthereportfromtheindependentEbolaInterimAssessmentPanel.WHOhasindicatedthatitisalreadymovingforwardtoimplementanumberofthePanel'srecommendations.

Inaddition,IhaveappointedaHigh-LevelPanelontheGlobalResponsetoHealthCrises,headedbyHisExcellencyPresidentKikweteoftheUnitedRepublicofTanzania.

ThePanelisnowworkingonthepressingquestionofhowtostrengthennationalandinternationalsystemstopreventandmanagefuturehealthcrises.Ilookforwardtoitsrecommendations.

Morebroadly,wehavetolearnfromtheEbolaoutbreakrespondingtothecrisisphaseisnotenough.Withanyoutbreak,wehavetodomorethanendthecaseload.Wemustlaythefoundationfortruehealthsecuritybygoingtheextradistance–aswepledgetoday–tocreatestronghealthsystemsthatcanpreventanyrecurrenceandwithstandanyfutureoutbreak.

PresidentsCondé,KoromaandJohnsonSirleafhaveshownadmirablestatesmanship.

Thankstoyoursupport,wecanlargelybeproudofwhatwehaveachievedinrespondingtothisunprecedentedcrisis.

Yetwecannotbreatheasighofrelief–instead,letuscollectivelytakeadeepbreathandresolvetofinishthejob.

IcallonyoutobepartofthishistoricpushtoendtheEbolaoutbreakinWestAfricaandsupporttheleadersandpeopleofGuinea,LiberiaandSierraLeoneinreturningtoapathofsustainabledevelopment.

Together,letusjumpstartarobustrecoveryoverthenexttwoyears,andusherinabetterfutureforgenerationstocome.
