NumberlesspublichousingblocksgracetheSingaporesky-line.Thesepublichousingunitsprovidehomesformorethan70percentofSingapore’spopulation.

TheoldSingaporewithitstwo-storeyChineseshophousesandidyllicMalaythatchedrooforkampunghousesisveryquicklydisappearing.Everyday,moreandmorepeopleareresettlinginblocksofsimplydesignedflats.Theseareconcentratedinadozennewtownsscatteredallovertheisland.

Thenewtownsare,infact,largehousingestates,well-spacedfromoneanother.Theyareself-containedintermsofrecreationalandleisurefacilities.Schools,markets,shops,clinics,car-parksandotheramenitiesareallwithinwalkingdistance.

ThepublichousingprogrammeinSingaporewaslaunchedmorethan50yearsagowiththesettingupoftheSingaporeImprovementTrust.Theshortageoffunds,however,preventeditfrommakingprogress.About30yearslater,theHousingDevelopmentBoardwasformed.Thismarkedthebeginningofasuccessfulpublichousingscheme.

Today,theHousingDevelopmentBoardconstructsandbuidsalargevarietyofflats.Theyrangefromsimpleone-roomedflatstoluxuriousair-conditionedones.Thisistocaterforthedifferentincomegroups.

Thelateststatisticsshowthatthemajorityoftheseflatsareowner-occupied.Thisisaresultofthehome-ownershipscheme,whichgrantslargeloanswithrepaymentspreadover20years,atlowinterestrates.Throughthisscheme,manytenantshavebeenabletobuytheflatsandbecomeowners.
