Thebusinessofournationgoesforward.

TheseUnitedStatesareconfrontedwithaneconomicafflictionofgreatproportions.Wesuffer

fromthelongestandoneoftheworstsustainedinflationsinournationalhistory.Itdistorts

oureconomicdecisions,penalizesthrift,andcrushesthestrugglingyoungandthefixedincome

elderlyalike.Itthreatenstoshatterthelivesofmillionsofourpeople.Idleindustries

havecastworkersintounemployment,humanmiseryandpersonalindignity.

Thosewhodoworkaredeniedafairreturnfortheirlaborbyataxsystemwhichpenalizes

successfulachievementandkeepsusfrommaintainingfullproductivity.Butgreatasourtaxburden

is,ithasnotkeptpacewithpublicspending.Fordecadeswehavepileddeficitupon

deficit,mortgagingourfutureandourchildren’sfutureforthetemporaryconvenienceofthe

present.Tocontinuethislongtrendistoguaranteetremendoussocial,cultural,political,andeconomicupheavals.

YouandI,asindividuals,can,byborrowing,livebeyondourmeans,but

foronlyalimitedperiodoftime.Whythenshouldwethinkthatcollectively,asanation,wearenotboundby

thatsamelimitation?

Wemustacttodayinordertopreservetomorrow.Andlettherebenomisunderstandingwe’re

goingtobegintoactbeginningtoday.Theeconomicillswesufferhavecomeuponus

overseveraldecades.Theywillnotgoawayindays,weeks,ormonths,buttheywillgoaway.

TheywillgoawaybecauseweasAmericanshavethecapacitynow,aswehavehadinthe

past,todowhateverneedstobedonetopreservethislastandgreatestbastionoffreedom.

Inthispresentcrisis,governmentisnotthesolutiontoourproblem.governmentisthe

problem.Fromtimetotimewe’vebeentemptedtobelievethatsocietyhasbecometoo

complextobemanagedbyselfrule,thatgovernmentbyanelitegroupissuperiorto

governmentfor,by,andofthepeople.Butifnooneamongusiscapableofgoverninghimself,thenwhoamongushasthecapacitytogovernsomeoneelse?

Allofustogetherinandoutofgovernmentmustbeartheburden.Thesolutionsweseek

mustbeequitablewithnoonegroupsingledouttopayahigherprice.Wehearmuchof

specialinterestgroups.

Wellourconcernmustbeforaspecialinterestgroupthathasbeen

toolongneglected.Itknowsnosectionalboundaries,orethnicandracialdivisions,andit

crossespoliticalpartylines.Itismadeupofmenandwomenwhoraiseourfood,patrolour

streets,manourminesandfactories,teachourchildren,keepourhomes,andhealuswhen

we’resickprofessionals,industrialists,shopkeepers,clerks,cabbies,andtruckdrivers.They

are,inshort,“WethePeople.”ThisbreedcalledAmericans.

Well,thisAdministration’sobjectivewillbeahealthy,vigorous,growingeconomythat

providesequalopportunitiesforallAmericanswithnobarriersbornofbigotryor

discrimination.PuttingAmericabacktoworkmeansputtingall

Americansbacktowork.

EndinginflationmeansfreeingallAmericansfromtheterrorofrunawaylivingcosts.

Allmustshareintheproductiveworkofthis“newbeginning,”andall

mustshareinthebountyofarevivedeconomy.

Withtheidealismandfairplaywhicharethecoreofoursystemandourstrength,wecan

haveastrongandprosperousAmericaatpeacewithitselfandtheworld.

Soaswebegin,letustakeinventory.

Weareanationthathasagovernmentnottheotherwayaround.

Andthismakesusspecialamongthenationsoftheearth.OurGovernmenthasnopowerexceptthatgrantedit

bythepeople.Itistimetocheckandreversethegrowthofgovernmentwhichshowssignsof

havinggrownbeyondtheconsentofthegoverned.

ItismyintentiontocurbthesizeandinfluenceoftheFederalestablishmentandtodemand

recognitionofthedistinctionbetweenthepowersgrantedtotheFederalGovernmentand

thosereservedtothestatesortothepeople.

AllofusallofusneedtoberemindedthattheFederal

Governmentdidnotcreatethestates.thestatescreatedtheFederalGovernment.

Now,sotherewillbenomisunderstanding,it’snotmyintentiontodoawaywithgovernment.

Itisrathertomakeitworkworkwithus,notoverus.tostandbyourside,notrideonour

back.Governmentcanandmustprovideopportunity,notsmotherit.fosterproductivity,not

stifleit.Ifwelooktotheanswerastowhyforsomanyyearsweachievedsomuch,

prosperedasnootherpeopleonearth,itwasbecausehereinthislandweunleashedthe

energyandindividualgeniusofmantoagreaterextent

thanhaseverbeendonebefore.

Freedomandthedignityoftheindividualhavebeenmoreavailableandassuredherethanin

anyotherplaceonearth.Thepriceforthisfreedomattimeshasbeenhigh,butwehave

neverbeenunwillingtopaythatprice.

Itisnocoincidencethatourpresenttroublesparallelandareproportionatetotheinterventionandintrusion

inourlivesthatresultfromunnecessaryandexcessivegrowthofGovernment.

Itistimeforustorealizethatwearetoogreatanationtolimitourselvestosmalldreams.

We'

renot,assomewouldhaveusbelieve,doomedtoaninevitabledecline.

Idonotbelieveinafatethatwillfallonusnomatterwhatwedo.Idobelieveinafatethatwillfallonusifwedonothing.

Sowithallthecreativeenergyatourcommand,letusbeginaneraofnationalrenewal.Let

usrenewourdetermination,ourcourage,andourstrength.Andletusrenewourfaithand

ourhope.Wehaveeveryrighttodreamheroicdreams.

Thosewhosaythatwe’reinatimewhenthere

arenoheroestheyjustdon’tknowwhereto

look.Youcanseeheroeseverydaygoinginandoutoffactorygates.Others,ahandful

innumber,produceenoughfoodtofeedallofusandthen

theworldbeyond.Youmeetheroesacrossacounterand

they’reonbothsidesofthatcounter.Thereareentrepreneurswithfaith

inthemselvesandfaithinanideawhocreatenewjobs,newwealthandopportunity.

ThereareindividualsandfamilieswhosetaxessupporttheGovernmentandwhosevoluntary

giftssupportchurch,charity,culture,art,andeducation.Theirpatriotismisquietbutdeep.

Theirvaluessustainournational

life.

NowIhaveusedthewords“they”and“their”inspeakingoftheseheroes.Icouldsay“you”

and“your”becauseI’maddressingtheheroesofwhomIspeakyou,thecitizensofthis

blessedland.Yourdreams,yourhopes,yourgoalsaregoingtobethedreams,thehopes,

andthegoalsofthisAdministration,sohelpmeGod.

Weshallreflectthecompassionthatissomuchapartofyourmakeup.

Howcanweloveourcountryandnotloveourcountrymenandlovingthemreachoutahandwhen

theyfall,healthemwhenthey’resick,andprovideopportunitytomakethemselfsufficient

sotheywillbeequalinfactandnotjustintheory?

Canwesolvetheproblemsconfrontingus?

ToparaphraseWinstonChurchill,Ididnot

taketheoathI’vejusttakenwiththeintentionofpresidingoverthedissolutionoftheworld’sstrongesteconomy.

Inthedaysahead,Iwillproposeremovingtheroadblocks

thathaveslowedoureconomyandreducedproductivity.Stepswillbetakenaimedatrestoringthebalancebetweenthevariouslevelsofgovernment.Progressmaybeslowmeasured

ininchesandfeet,notmilesbutwewillprogress.It

istimetoreawaken

thisindustrialgiant,togetgovernmentbackwithinitsmeans,andto

lightenourpunitivetaxburden.Andthesewillbeourfirstpriorities,andontheseprinciplestherewillbeno

compromise.

Ontheeveorourstruggleforindependenceamanwhomight’vebeenoneofthegreatest

amongtheFoundingFathers,Dr.Joseph

Warren,presidentoftheMassachusettsCongress,saidtohisfellowAmericans,

“Ourcountryisindanger,butnottobedespairedof.OnyoudependthefortunesofAmerica.

Youaretodecidetheimportantquestionuponwhichrestthehappinessandthelibertyof

millionsyetunborn.Actworthyofyourselves.”

WellIbelievewe,theAmericansoftoday,arereadytoactworthyofourselves,readytodo

whatmustbedonetoinsurehappinessandlibertyforourselves,ourchildren,andour

children’schildren.Andaswerenewourselveshereinourownland,wewillbeseenashaving

greaterstrengththroughouttheworld.Wewillagainbetheexemplaroffreedomanda

beaconofhopeforthosewhodonotnowhavefreedom.
