17.ShouldtheSellerfailtomakedeliveryintimeasstipulatedintheContractwiththeexceptionofforcemajeurespecifiedinClause18ofthisContract,theBuyersshallagreetopostponethedeliveryonconditionthattheSeller（should）agreetopayapenaltywhichshallbedeductedbythepayingbankfromthepaymentundernegotiation.
